About this file
This is an excerpt from a Department of Veterans Affairs solicitation for the West Haven VA Medical Center Phase A2-Chilled Water Plant Replacement project (Solicitation #W912WJ26RA008/VA #VAWH-689-040).
The document establishes project governance and partnering requirements for the contractor. A formal partnering session must be conducted with an experienced, third-party independent facilitator who is not an employee of the contractor. The partnering session outcome must include an escalation matrix identifying key Government and Contractor decision makers by name with anticipated decision durations. Follow-on partnering sessions must be hosted at three- to six-month intervals or more frequently as needed, lasting generally a half day or less, with attendance limited to personnel required to resolve current issues. The same facilitator must lead follow-on sessions unless the Contracting Officer permits an alternative. All costs associated with follow-on partnering sessions are the contractor's responsibility, including securing and providing an appropriate meeting venue. An integrated governance structure manages the project through a "One Team" concept with objectives of achieving effective and accountable project leadership, open and effective communication within the team and with stakeholders, and fostering trust, honesty, and shared values. The Senior Advisory Group meets quarterly after the formal partnering session and includes representatives from USACE (North Atlantic Division Senior Executive, Mid-Atlantic District Chief, Regional Chief of E&C, and Headquarters Project Management Office) and DVA (CFM Executive Liaison and Eastern Regional Director).
