About this file

This is Amendment 0003 to Solicitation W912WJ26RA008, a federal construction contract for Chilled Water Plant Replacement & Site Utility Improvements (Phase A2) at the VA Connecticut Healthcare System in West Haven, Connecticut. The amendment is issued by the U.S. Army Corps of Engineers, New England District (W912WJ), with an effective date of October 6, 2026, and extends the proposal due date from October 23, 2026 to November 6, 2026. The contracting officer is Erin E. Bradley, and technical inquiries should be directed to Tyler Maryak at tyler.s.maryak@usace.army.mil or 978-318-8049.

The amendment makes several substantive changes to the solicitation, including providing an updated Submission Requirements and Evaluation Criteria document dated October 2, 2026, extending the RFI submission deadline to October 23, 2026 at 1:00 PM ET via ProjNet, and providing a site visit attendees list for the mandatory site visit scheduled for September 29, 2026 at 10:00 AM ET at Building 15, VA West Haven. The amendment responds to twelve requests for information addressing technical clarifications on door schedules, access control system integration, intrusion detection system requirements, past performance documentation for subcontractors, electrical utility coordination for redundant campus feed (Bid Option 0006), construction schedule assumptions, and firestopping inspection requirements. Key responses include confirmation that access control should integrate into the existing system rather than stand alone, clarification that intrusion detection is not required, and specification that offerors should assume a Notice to Proceed date of June 1, 2027 for proposal development purposes. The contract period of performance is 1,280 days, with Bid Option 0006 work to be completed within this timeframe.

Requests for Information

1. (ProjNet Inquiry ID: 11988337) While reviewing the Electronic Security System Justification and Approval for the Chilled Water Plant Replacement and Site Utility Phase A2 at the VA Medical Center in W. Haven, CT I have identified an error in the document beginning at page 4. The document references the Notice of Intent and state Johnson Controls will not propose on the construction work itself and that the installation would be performed by Johnson Controls certified integrator, such as Security 101.

This information is incorrect and I would like to request a revision to this statement. Johnson Controls not only furnish the manufacturer equipment, but also perform work associated with all construction projects relating to the PACS and VMS for the VA Campus, the statement that Johnson Controls does not work on construction projects for the campus is also inaccurate. Can you kindly identify the individual or source that provided this information indicating that Johnson Controls does not work on construction project for the campus? I would like to better understand the basis for this statement so that we can ensure the Justification accurately reflects Johnson Controls history dating back to 2009 and current involvement with the VA. Security 101 is a separate security integrator from Johnson Controls and is only a seller of the CCure components.

They are not a Johnson Controls entity and does not perform work on Johnson Controls behalf.

Johnson Controls is the existing active Security Integrator for the VA Medical Center campuses in Connecticut and Providence RI, including Newington, New London, and Orange Annex. Johnson Controls is under contract with the campuses to maintain and support the existing Sole Source PACS and Video Management System across the campuses. No other integrator can work on the Sole Source system, as previous job given to someone other than Johnson Controls has resulted in additional funds needed to hire Johnson Controls to fix the issues. Given JCI's existing contract infrastructure, and knowledge of the current system, I believe the language in the Justification should be corrected to accurately reflect Johnson Controls existing role and relationship with the VA Campus. Security 101 should be removed from the Justification Document.

See updated J&A attached to this amendment. As Security 101 is not a JCI entity and does not perform work on behalf of JCI, the reference to Security 101 has been removed. A certified integrator can perform the work.

2. (ProjNet Inquiry ID: 11994503) Upon reviewing of the solicitation and Justification document, Johnson Controls Building Solutions LLC identified an apparent discrepancy regarding the Johnson Controls entity referenced in the Justification documentation. It appears that discussions regarding the project may have taken place with the Johnson Controls Product Organization rather than the Johnson Controls local branch responsible for maintaining and supporting the existing security systems at this campus.

Please confirm whether the security integrator identified in the Justification document was referenced in error and if an Addendum will be released to make the correction to identify Johnson Controls Building Solution LLC the local branch responsible for the existing campus security system.

Please see response to Amendment 0003, Question 1.

3. (ProjNet Inquiry ID: 11994499) Security Door 302 listed in the door schedule, but not identified on drawings provided, please provide drawing identifying door 302 or advise is door exist.

There are three doors mislabeled as Door Number 302 in the drawings. The doors should be WS101, WS104, and WS106A. Please see Plan T600 attached to this amendment.

4. (ProjNet Inquiry ID: 11994500) Doors 101, 104 and 106A are identified on drawing WS-TN101, but are not listed in the Door Schedule, please confirm these door are to receive access control.

Please see response to Amendment 0003, Question 3.

5. (ProjNet Inquiry ID: 11994502) Under this project do you require Stand Alone including Head End for Access Control or integrate into existing. The Campus is running a virtual server.

It should integrate into the existing system.

6. (ProjNet Inquiry ID: 12002733) Per Specification Volume 2, pages 1214 , 1397, 1577 and 1612 reference section 28 16, but this section is not included in the package, can you clarify if Intrusion System is part of this project?

Intrusion detection system is not required in this building. Please see revisions to Specifications Sections 27 05 11, 28 05 00, 28 13 00, and 28 23 00 attached to this amendment.

7. (ProjNet Inquiry ID: 12015621) Past Performance - Key Subcontractors: CPARS evaluations and PPQs are typically available only for prime contractors. For key subcontractors that performed on a submitted past project but did not serve as the prime contractor, these documents may not be available or may not be representative of their individual performance (entire project focused). Are either CPARS evaluations or PPQs required for the past performance projects submitted for key subcontractors?

A CPARS or PPQ evaluation is required for key subcontractors. Please see Past Performance Reports/Questionnaires #2 in the Submission Requirements and Evaluation Criteria document.

8. (ProjNet Inquiry ID: 12018245) Bid Option 0006 requires contractor to facilitate engaging local electrical utility company to provide second campus feed. Does the government have a POC at the utility of someone who was involved in the design phase and is familiar with the scope?

Yes, Jordan Dibona can be reached at jordan.dibona@uinet.com.

9. (ProjNet Inquiry ID: 12018247) Bid Option 0006 requires contractor to facilitate engaging local electrical utility company to provide second campus feed. If the option is awarded, is the Contractor responsible for the cost of the utility company to provide this feeder?

Bid Option 0006 is for the United Illuminating (UI) redundant campus feed. The allowance amount listed on the bid schedule is for the payment for all work associated with the UI redundant feed to the campus. The contractor is responsible for payments to the utility company. Please see Specifications Section 01 22 00.

10. (ProjNet Inquiry ID: 12018252) Bid Option 0006 requires contractor to coordinate with utility company and update the Government on scheduling. If awarded, will the Option 6 work need to be completed within the 1280 days or will an extension be given for this work beyond the current CCD?

If Bid Option 0006 is exercised, the work shall be completed within the contract Period of Performance of 1,280 days. The project duration will remain unchanged.

11. (ProjNet Inquiry ID: 12018403) Ref. Summary Schedule - What date should be used for the award/NTP within the summary schedule?

For the purpose of proposal development, Offerors shall assume a Notice to Proceed date of 01 June 2027.

12. (ProjNet Inquiry ID: 12019522) 07 84 00 para. 3.5 does not reference a requirement for a final inspection to be witnessed by the contracting officer or the AHJ. Please confirm a final inspection is not required and that the final report is all that is required to close out the firestopping scope.

Per Paragraph 3.5a, final inspection of firestop assemblies by the Government is required.
