Amendment 0002

Please see revised Submission Requirements and Evaluation Criteria, dated 22 September 2026, and note that some submission requirements and evaluation criteria have changed.

Specifications Section 01 22 00, revised 21 September 2026, is hereby incorporated into the solicitation.

Requests for Information

1. Inquiry ID 11996078 Threshold for projects performed in a subcontractor role. Ref: Prime relevancy criterion 1; Past Performance Narratives item 5. Narrative item 5 directs offerors to state "the final cost of construction portions completed for project (if Sub)." For a project where the submitting entity served as a subcontractor, must the entity's own scope have equaled or exceeded $50,000,000, or is the total project construction cost the measure?

Please see revised Submission Requirements and Evaluation Criteria, dated 22 September 2026, included with Amendment 0002. If the Offeror served as a subcontractor on a project submitted to fulfill the requirements of Factor 1 - Past Performance, the value of the scope of work completed by the Offeror, as a subcontractor on the submitted project, should equal or exceed $40,000,000.

2. Inquiry ID 11996090 DUNS versus UEI. Ref: Past Performance Reports/Questionnaires item 1. Item 1 requests the DUNS number for each project. DUNS numbers were replaced by the Unique Entity Identifier for Federal awards. Request confirmation that offerors should provide the UEI, and how to identify projects predating UEI assignment.

Please see revised Submission Requirements and Evaluation Criteria, dated 22 September 2026, included with Amendment 0002. Offerors should use UEI when available and DUNS for projects predating UEI.

3. Inquiry ID 11996080 Effect of the higher-relevancy criteria on ratings. Ref: "Projects... may be more highly rated for relevancy if..." Five additional characteristics are listed. Does satisfying one or more of these move a project from Somewhat Relevant to Relevant, and from Relevant to Very Relevant? If so, how many are required at each level? Is any single characteristic weighted more heavily than the others?

There is not a requisite number of characteristics that will move a project from Somewhat Relevant, Relevant, or Very Relevant. Projects may be more highly rated for relevancy if any of the five characteristics are listed. No single characteristic is weighted more heavily than the others and there is no defined number of additional characteristics that will change the relevancy rating.

4. Inquiry ID 11996085 When the key subcontractor requirement is triggered. Ref: "Key subcontractors." If the prime contractor will self-perform one or more of the four listed activities, is the two-project key subcontractor submission still required as to the self-performed scopes? If the prime self-performs all four, are any key subcontractor projects required?

The two project key subcontractor submission is required if a subcontractor will perform any of the following activities: installation of chilled water system, installation of fuel oil system, installation of underground site utilities, and/or installation of medium voltage system. If the Prime Offeror will self-perform all listed activities and no subcontractor will be primarily responsible for those activities, no key subcontractor projects will be required.

5. Inquiry ID 11996097 Whether key subcontractor performance affects the overall confidence rating. Ref: same. Will a single overall Performance Confidence rating be assigned to the offeror based on prime and key subcontractor projects combined, or will key subcontractor past performance be assessed separately? If combined, how are the two weighted?

A single performance confidence rating will be assigned to the Offeror. The rating will be based on the relevancy and quality of performance on past contracts. No greater weight will be applied to the Prime Offeror or the key subcontractor project(s). It is the responsibility of the Offeror to submit a technical proposal consisting of teaming and approach that meets all the terms and conditions of the solicitation and demonstrates capability of performing the work of this project.

6. Inquiry ID 11996111 Tab dividers and appendix separators. Ref: Proposal Structure table. Dividers count against the page limit. Do divider pages placed between the page-limited portion of Volume I and the unlimited Volume I Appendix count against the 35 pages?

Please see "Proposal Structure Requirements" of the Submission Requirements and Evaluation Criteria.

7. Inquiry ID 11996104 Headers, footers, and page numbering. Ref: Section C.4. Does the 12-point minimum apply to headers and footers containing the company name, date, and solicitation number?

The 12-point minimum font does not apply to headers and footers containing the company name, date, and solicitation number.

8. Inquiry ID 11996088 Partial scope and key subcontractor status. Ref: same. A subcontractor is "key" if responsible for "installation of" a listed system. Does a subcontractor performing only a portion of one of those systems -- for example, excavation and backfill for underground utilities, or duct bank only for medium voltage -- meet the definition?

If the subcontractor will conduct a portion of the work on one of the listed systems for the project, the subcontractor will be considered a "key" subcontractor.

9. Inquiry ID 11996101 Reduced font on 11"x17" graphics. Ref: Section C.4. Tables and illustrations may use no less than 11-point font. Does this allowance apply to the organizational chart and summary schedule? For a summary schedule, an 11-point minimum may be impracticable -- request the Government state the minimum.

Please see revised Submission Requirements and Evaluation Criteria, dated 22 September 2026, included with Amendment 0002.

10. Inquiry ID 11996115 Whether the heavy utility parenthetical is exhaustive. Ref: Volume I - Factor 1, Prime Contractor relevancy criteria, item 2: "Project scope included heavy utility (campus distribution or utility plant) construction." Is the parenthetical "(campus distribution or utility plant)" intended as an exhaustive definition of "heavy utility construction," or as examples of it? The key subcontractor relevancy criteria in the same section describe the specialty systems on this project as "chilled water, fuel oil, underground site utilities, or medium voltage system." Offerors request the Government confirm whether a prime contractor project satisfies Relevancy Criterion 2 where the project scope included one or more of the following:

o Installation or replacement of underground site utility distribution -- domestic water, fire service, sanitary sewer, storm drainage, and/or natural gas -- including new or upgraded services extended from public mains in the adjacent right-of-way to serve the facility;

o Installation of medium voltage primary service, including duct bank, manholes, switchgear, and /or pad-mounted transformers;

o Installation or replacement of chilled water, hot water, or steam distribution piping serving a facility or group of facilities;

o Utility construction executed on an occupied, operational site requiring phased utility shutdowns, temporary services, and maintenance of continuous facility operations throughout construction;

o Utility construction requiring work within a public right-of-way under municipal permit, including street excavation, utility tie-ins, traffic management, and restoration.

The listed examples may qualify. The parenthetical is an example of "heavy utility construction" that is similar in scope to the solicitation project. It is the responsibility of the Offeror to submit a technical proposal consisting of teaming and approach that meets all the terms and conditions of the solicitation and demonstrates capability of performing the work of this project.
