Solicitation questions through Dec 7
1. Do you disclose the winning bid amount?
Answer: Yes. The contract awardee and amount is made public after award.
2. What is the proposal turn in location?
Answer: As listed in the solicitation, P&C, Building 244 at the corner of 4th and Eggleston. Bids will not be accepted at other locations.
3. All GC’s bid prototypical job?
Answer: Yes. Every GC also bids prototypical. Considered an omission if bid for prototypical is not included in bid package and you cannot be evaluated.
4. Is the presentation available?
Answer: Yes. This presentation will be/is now posted to FBO.
5. What date does the new MATOC start?
Answer: Our current timeline has it beginning late April.
6. How does it work with the current MATOC and projects that are out for bid when the new MATOC is awarded? (Projects put out but not awarded).
Answer: The previous MATOC contracts will stay in place until the new one is awarded.
7. What if the prototypical is outside of the desired range?
Answer: It still requires a bid. If awarded, the project will go to the lowest bid that fits within the selected range criteria.
8. If we get a MATOC basic award, will we be required to submit more technical proposals in the future?
Answer: Possibly. We typically use Lowest Price Technically Acceptable (LPTA) however, we have the option to require a technical submittal.
9. To be awarded the prototypical, does price have to be in your range?
Answer: You have to be able to cover the cost. If you choose a lower dollar amount and want the prototypical, you must choose the range to do at least up to this.
10. Small business – under $33.5 million for the last three years?
Answer: The $33.5 million is an average of three years. You can contact the SBA to discuss with them if you still qualify as a small business if you are unsure. We will have to double check all of you before award, so better to check with them first before spending too much time toward getting your proposal completed.
11. If our $33.5 million average changes does that effect award?
Answer: If you go from a small business to a large business during the life of the Basic award, you are still considered small business until the award is expired.
12. When we have design build that is complex how does this work?
Answer: An email will go out to everyone on the MATOC with initial information. If we have more than 3-5 people who want to participate, we will send out a second email asking for further information (usually about you’re A&E or capabilities to work that type of project. Then a short list of 3-5 Contractors will be chosen from those responding to submit bids. If we only have 3-5 people interested from the first email, then we will just work with that group.
13. Do general contractors have to identify A&E in initial project?
Answer: General contractors do not have to name any A&E in their basic proposal
14. Teaming- Mentors/Protégé agreement?
Answer: Mentors/Protégé agreement has to be approved by the SBA. Your agreement on who does what if it is between a large and small business will be utilized by the SBA to determine if the small business will be doing enough of the work to still be considered small. If the agreement appears to show that the large business is really doing most of work and the small business is just the “front man” then they would likely determine the relationship to be large business. this agreement and they will determine what size business you are. Both do not have to both be small, the SBA will determine this.
Other types of teaming agreements work more like a Prime/subcontractor relationship. The small business takes the lead and is actually the company applying for the MATOC. They would tell us in their proposal who they are teaming with and to what degree the teaming business (be large or small) would be assisting them. If you choose to team with a large business, the Contracting Officer will make the determination whether enough work will be completed by the small business prime. Essentially, the MATOC is a small business set-aside. Teaming agreements, Mentor-Protégé, and Joint Ventures are not meant as a way in for a large business to participate utilizing the small business as the front man.
15. Is the list of subs the only ones we can use in the future?
Answer: No. We just want a list of subs that you typically work with. You will not be required to only use those sub contractors in the future.
16. If the A&E is in-house do you have to partner with an outside firm?
Answer: No.
17. Will attendees be listed on website?
Answer: Yes, a copy of the sign-in sheet(s) will be/is now posted as well as the Power Point slides.
18. If A&E info included, is that superlative?
Answer: If we do not ask for it, we will not evaluate it.
19. Bidding/Consistent bidding – counted against you when you don’t bid every project because you’re working other projects?
Answer: No, it will not be counted against you if you do not bid every time, however, you are expected to bid projects in the locations you choose the majority of the time. If your bidding is not regular, we reserve the right to NOT exercise your option year(s).
20. What does 120-minute response time mean?
Answer: It means you need to have someone on the ground, at the location, in 120 minutes. It can be whomever you can get/have on staff that can show up to represent you.
21. 15% self-work requirement? How to you interpret? Do you include superintendent?
Answer: Contracting Officers interpret the 15% differently depending on the type of project. We recognize some situations/projects are unique and we realize a GC may not have the ability to carry out some work, such as HVAC cleaning. Each unique case will be determined on a case-by-case basis. We do not want management companies. For typical new construction and remodel work, a superintendent on site does not qualify as meeting the 15% self-performance requirement.
22. What does 15% go by? Payroll?
Answer: This is a guesstimate on the part of the Government. Again, the superintendent alone is not enough to meet the requirement.
23. Capability to select different value ranges at different locations?
Answer: This is still being reviewed and will be clarified before proposals are due.
24. Billing cycle – Partial or at end of project?
Answer: On a project of 60 days or less, typically there is one invoice/progress payment submitted. Otherwise, the requirement is for monthly submittals.
25. Within this project is there a preference for disabled vets?
Answer: Not this specific one, however, we can restrict the competition by project within the MATOC to different socio-economic groups if we have a need for such a set-aside.
26. Minimum number of awards is 15?
Answer: Yes. We anticipate a minimum of 15 awards, however, last time there were 23 and this time we hope to award 20-30 or more.
