Solicitation questions through 3 PM January 9
1. In section 2.1.6.3 regarding our introductory letter, it says to provide our SAMS account #. We called SAM and they advised that they do not have account numbers. Please advise what you want in lieu of the account number?
Answer: The number that we were referencing would be your MPIN number. However, after further investigation into this request, we have eliminated the need for you to submit this number since this number is a number that you should be protecting and treating like a password. Please check this section for a modification to the wording.
2. If we are not relying on major subcontractors for past performance are we still required to submit exhibit B forms for potential subcontractors? Is there an expectation that subcontractors submitted on an Exhibit B form will be required to be used on future work bid out/awarded under the IDIQ MATOC?
Answer: Exhibit B you submit with Binder 2 regardless of whether you are utilizing them for past performance. This form allows us to talk to you about the about that subcontractor should we have questions. It gives us permission to discuss any good or bad performance experience we might have seen with the sub in the past. You are not expected to use the subcontractors again in the future if you decide that you don’t want to and have found subs you would rather work with. It is simply information that allows us to get a bigger picture of your company and the companies you work with to complete a project. It will not go against you if you list a sub that we have had problems with in the past, we may just want to discuss information about them and the Exhibit B gives us that ability. If you do not submit any exhibit B information, this could be considered a weakness or omission with your proposal.
3. If we have Past Performance Evaluations on file, may we use those in lieu of requesting additional Past Performance Questionnaires from the COTR/CO?
Answer: If they are the exact same type of Past Performance evaluation, then yes. If it is a Past performance evaluation in a different format, than no. You need to use our questionnaire sent out with the solicitation. We will be pulling any information out of the government evaluation system that we can find.
4. Are we to include the financial (credit worthiness) and bonding (capability) information on the electronic copy (CD)?
Answer: We should have a completed proposal (minus the actual completed evaluations sent in from the reviewers) on the CD.
5. Are there SF30 forms for amendments that have posted to the website for all the “amendments” that have posted to FBO since the solicitation came out?
Answer: There is now and SF30 official amendment that will include all information changes, questions and answers that have posted since the solicitation came out. You will acknowledge receipt of this SF30 and any other that may follow before bids are due.
6. When will final answers be posted after final day for questions, January 9th?
Answer: We hope to have the final questions and answers posted by Friday, January 11th.
7. Are we allowed to mail the complete proposals, or must they be hand delivered? If yes, where do we mail them and to who’s attention?
Answer: yes you may mail your proposal, but the responsibility is on you to make sure it has arrived on time. Proposals can be mailed or shipped to :

8. Do we need to register to gain access to base again for hand delivered proposals? If yes, what is the deadline for this registration?
Answer: Yes you do need to send in just the name and company of the person that will be delivering the package. If you do not register by 4:00 PM EST, Monday, January 14, 2013, you can still gain access to base by going through the Welcome Center. Just make sure to allow yourself extra time to get to the drop-off location. If you are hung up trying to gain access to post and your bid is late, your bid is late. Bids are due at 1:00 PM EST Wednesday, January 16, 2013.
9. In the 13R0002 FY13 MATOC packet just past section 00010 from the bottom of page 6 through page 12 please explain this section. It is not clear if this information needs to filled out here or if this is for future office use. I understand we need to select a price range, but I’m not sure if there is anything else involved past where section 00010 ends (chart on Page 11?) Please elaborate.
Answer: The information you are speaking of is the line items that will go on your base award should you win the base award. There is nothing you need to fill out in on these Item No lines. It is information for future use by this office.
10. We are completing Exhibit C2 Part 1 “contractor submitting proposal fill-in”. If we are referencing a project in which we were the subcontractor to Prime contractor, which information do we use to complete Part 1? Do we use the contract information between Camp Atterbury (owner) and the prime, or do we use the contract information between the prime and subcontractor? For example, the dollar value for the entire project is $100,000, but as the subcontractor our dollar value is $20,000. Which dollar value do we use?
Answer: You can give us the information on the from the prime contract if you know that information, but you must tell us you were a subcontractor on the project and what the dollar value was for your contract with the prime. If you do not know the prime contract number or other information, list the information as it pertains to your contract with prime and make a note somewhere that tells us the name of the bigger project you were a part of. You cannot claim the full dollar value of the prime project, because it is not your company that managed a project with that dollar value, you had a smaller piece of that.
11. Are we allowed to select different value ranges at different locations?
Answer: Yes, you are allowed to select different value ranges at different locations. See Section 00010 Areas of Consideration for the new tables. You will choose from either Table A or Table B still, but it will allow you to pick different dollars values for each location.
12. Is this MATOC IDIQ for Region 4 Only?
Answer: No
