Solicitation questions through December 12

1. Please provide some further explanation as to amount or number of LEED Certified projects that could be expected over the duration of the 2013 Indiana MATOC Contract. If there are any LEED Certified Projects, will the awarded MATOC Contractor be expected to be the lead organization in submitting all LEED documentation to USGBC for review and certification, or will this function be performed by someone other than the MATOC Contractor?

Answer: Most of the time, we may require projects to be built to LEED, but not actually obtain the LEED certification. However, in the event that we would choose the building to be LEED certified, it would state in the Statement of Work, whether or not we expected this task to be performed by the Prime or by the government. That way, the Prime would be able to add the certification cost and any other associated costs into their proposal.

2. Since “my company” does not meet the "small business" description, what would be the best way for “my company” to participate as a subcontractor in the 2013 MATOC?

Answer: Once the MATOC base awards have been submitted, the list of awardees will be posted to www.fbo.gov under this solicitation number. You would want to contact them to inquire about subcontracting opportunities.

3. I see two different proposal due dates – January 16th and January 9th, which one is correct?

Answer: January 9th is the last day questions are due, January 16th is the day proposals are due.

4. Does the Predecessor Company have to of had Federal Experience or could it be Private Work as well?

Answer: Any company applying for the MATOC can utilize any prior experience, either federal or private.

5. If the owner had sold that Predecessor Company and went to work for another Contractor that has many transactions into the Federal Government as a Prime Contractor and is no longer working for that company can he utilize that past performance as Relevant Past Performance as long as he was the Key Personnel for that particular Contract?

Answer: If the company applying for the MATOC award has federal experience and private experience, it will be up to them to determine which projects best show their past experience. For the one person that has switched to a different company, your past experience would be listed in your resume or experience information under the personnel section. If the company the new person has joined does not have enough experience on their own that they need the new persons past project experience, they can utilize that, but need to clearly state on the Past Performance review that the experience is related to a key person now with their company, but from when they did work with a prior company. For example, if we get a Past Performance review for the Predecessor Company and only that company name is on the review, we will make the assumption that the Predecessor Company will be applying for an award. If no proposal shows up, that review would be filed away. If the Past Performance review comes is and shows the Predecessor Company name along with the key personnel and a statement stating that the key person on this project now works for the new company, then we will know that you intend for that review to go with the new company.

6. Can you please clarify whether the total MATOC value shall not exceed $30,000,000 for all combined contracts, or is this ceiling value per contract?

Answer: It is $30,000,000 for each base award. Then over the next 3-5 years that you may be awarded Task Orders (projects) from the Base Award, they cannot exceed $30,000,000 total.

7. What kind of bonding information or requirements will we need to submit on this proposal if we are only choosing to do work at another location other than Camp Atterbury?

Answer: You do not need to submit bonding unless you are awarded the actual project. You must show us that you have the ability to get bonded up to the top dollar amount that you elect to be eligible for.
