Prototypical questions through December 7

1. Will the contractor have to move trailers?

Answer: Tyson will be required to move the trailer and the move coordination will be completed by DPW.

2. Permits? Rule 5 – less than ½ acre?

Answer: 327 IAC 15-5 requires a NPDES permit (rule 5) for all construction sites that are 1 acre or larger. Normally, these storm water pollution prevention plans are approved through local county entities and permits are obtained through IDEM. Regardless, best management practices routinely used in approved storm water pollution prevention plans will be required without consideration of project size.

3. Do you have a topographical map?

Answer: A new Topo map is included.

4. Does it come in CAD format? Will we send them out?

Answer: We do not send out the CAD format of the drawings

5. Utilities available?

Answer: Now showing on the new topographical map.

6. Topographical on drawing?

Answer: See answer to question 3

7. I am having problems with my MPIN #. Can I get disk with the prototypical information?

Answer: This information is in the solicitation. Follow the directions listed in the solicitation if you need a disk.

8. Who is the entity who issues building permits?

Answer: Building permits are not required on Camp Atterbury

9. Rule 5 permit?

Answer: For the prototypical project, there were will be no direct costs since a Rule 5 Permit will not be required.

If a Rule 5 permit is required it will be noted in the SOW so you will know if you need to add in cost to your proposal to cover this type of permit. If you are not already knowledgeable on the Rule 5 permit process, it would be good to become more familiar with it so you can provide a better bid when it is needed.

Here is some general information: A project disturbing 1 acre of land or larger, the following direct costs will be incurred to obtain a Rule 5 Permit:

a. A $100.00 Fee to the Indiana Department of Environmental Management will be required no matter in what county the project is located.

b. The cost of publishing a notice in the newspaper will be required no matter what county the project is located.

c. For a project in Johnson County, the fee for the Johnson County Planning and Zoning Board is 25% of the standard building permit fee for the size of structure being built plus a $100.00/acre fee if the land disturbance measures two acres or greater. Also of note, Johnson County requires that non-woven silt fencing be used which costs on average twice as much as the normal woven silt fencing. Attached is a copy of the Johnson County Rule 5 Storm Water fee schedule. The fee paragraph that pertains to Camp Atterbury is the one entitled, "Commercial - IDEM Rule 5 (Outside of White River Township)".

d. For a project in Brown County, the fee to the Soil and Water Conservation District (SWCD) Office is $75.00/hour for their project plan review. They state their project plan review averages four hours.

e. For a project in Bartholomew County, there is no fee charged by the SWCD Office.

f. No matter the size of the project, there will be costs for best management practices for erosion and sediment control actions such as silt fencing, wattles, straw mats, hay bales, rip rap, etc. Further, the contractors need to include costs for re-vegetation of the project site. The contractor must obtain at least 70% successful ground cover before the site will be considered to be re-vegetated.

g. Most of what happens at Camp Atterbury, MUTC, and JPG disturbs land. Most of what happens at Fort Wayne and Terre Haute does not, but you should still get familiar with what would be needed since the technical proposal does address Environmental knowledge and familiarity.

10. Can we take pictures at the site visit?

Answer: Yes
