BIDDERS’ QUESTIONS AND GOVERNMENT REPLY:
(Questions that may be of general interest to all Bidders and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s).
Questions and answers are issued to the bidders “For Information Only” and do not revise the solicitation, plans, or specifications.)
Bidder Inquiry 65: Confirm if existing roof is currently under warranty, if so, please provide warranty and assembly information and if contractor is responsible to transfer warranty.
RESPONSE: Warranty for B120. Type: TPO; Manufacturer: Carlisle SynTec, Application: James A. Edgar Co, Serial No./Warranty No.: 10067032, EB/AB/FBPCO: CMD1090159, Date of Acceptance: 6/17/2011, Expiration:
6/19/2031.
Bidder Inquiry 66: Spec 31 00 00, Page 6 indicates a requirement to hire our own Geotech Engineer to work with the Government Geotech Engineer. Do we need two Geotech Engineers on this project?
RESPONSE: The Contractor's representative must meet the qualification of 31 00 00 paragraph 1.6.1+I33:I84.
Bidder Inquiry 67: Could you provide a corresponding pipeline profile drawing for the C-104 CIVIL NATURAL GAS
SERVICE LINE PLAN.
RESPONSE: Most of the proposed gas line falls outside of the Building 120 topographic survey boundaries. The data required to generate a profile of the proposed gas line and nearby existing underground utilities is not available at this time.
Bidder Inquiry 68: Could you provide a spec for the exhaust fans?
RESPONSE: The answer can be found in the specifications. Fans are specified in Section 23 30 00 Part 2.10
Bidder Inquiry 69: Drawing C101, Demolition Note #6. Drawing C101 and C103 have what appear to be references to rim and invert elevation references for existing drainage and other utility structures on site. None of these are legible. Please provide legible references to all existing utility structure rim and invert elevations.
RESPONSE: Text is legible if drawings are viewed electronically. Text size will be increased post-award for reference in the field.
Bidder Inquiry 70: Drawing C103 plan view shows a Keynote symbol “B” close to column line 8 and outside the east wall of building 120. What is the description for Keynote “B”? Roughly same location on the plan has a note that reads “DIP WTR PIPE OVER SAN PIPE.” Roughly same location on the plan has a note that reads, “15-LF 4” COPPER COLD WATER. SEE UTILITY NOTE #2” Its appears that both notes are referring to the same water line.
331100 WATER UTILITY DISTRIBUTION PIPING2.1 Materials reads, “…Comply with NSF/ANSI 61 or NSF/ANSI 14 for all potable water pipe, fittings and other applicable materials…”2.1.1 .1 Lists Copper Pipe for Service LinesCopper tubing is available up to 2”. Ductile iron pipe is available for sizes 4” and up. And depending on the size, do we have the option to use any pipe that meets the NSF/ANSI 61 requirements (copper, ductile iron, PVC, HDPE, etc.)?
RESPONSE: Letters inside octagons represent utility crossings; they are not key notes, which are shown inside diamond shapes.
Correct, both notes refer to the same water utility.
Code-compliant pipe substitutions are acceptable, pending Government approval.
Bidder Inquiry 71: C104, Natural Gas Service Line Plan shows Keynote references A, B, C, D, and E on the plan view, but there are no corresponding Key Notes in the CIVIL LEGEND BLOCK. Please provide descriptions for Key Notes A, B, C, D, and E.
RESPONSE: Letters inside octagons represent utility crossings; they are not key notes, which are shown inside diamond shapes.
Bidder Inquiry 72: Paragraph 1.1.1 Measurement and 1.1.2 Payment make reference to unit cost compensation throughout the section (i.e. excavation & transportation, backfilling, and stockpiling). Will these items be added to the bid form with estimated quantities, or will there be an alternative approach to what is provided in 026113?
RESPONSE: Contamination within the vicinity of the project is not anticipated. If found during construction, these items will be added via contract modification. For bidding purposes, provide pricing in accordance with the bid schedule.
Bidder Inquiry 73: 310000, EARTHWORK, 3.4.3 Underground Utilities reads “…Excavation made with power-driven equipment is not permitted within 5 feet of known utility or subsurface construction…excavate by hand. And continues, “…Support uncovered lines or other existing work affected by the contract excavation until approval for backfill is granted by the Contracting Officer.” Can it be interpreted that “hand excavation” will be mechanical excavation with hand excavation support and not 100% hand excavation 5 FT horizontally of any subsurface construction?
RESPONSE: Abide by requirements of Section 31 00 00 Paragraph 3.4.3 and perform 100% hand excavation within 5 feet of another underground utility. Contractor is responsible for excavation approach and is to exercise due caution with all mechanical excavation.
Bidder Inquiry 74: 310000, EARTHWORK, 1.4 CRITERIA FOR BIDDING reads as follows: c. “Coordinate with CO/COR for special pumping, storage, and contaminants-testing requirements of any groundwater encountered during excavation. Ground water elevation is estimated to be 5 feet below existing surface elevation +/- 3 feet. Also, 3.1.2 Drainage and Dewatering reads, “Provide for the collection and disposal of surface and subsurface water encountered during construction.” Since all proposed excavations will likely exceed 2 FT below grade (5FT minus 3FT), should the contractor plan to pump, store and test all groundwater encountered during excavation?
RESPONSE: There is no known soil contamination in the vicinity of Building 120. For bidding purposes, follow 31 00 00 Paragraph 1.4.c. Assume all groundwater encountered will be pumped, containerized, and stored on-site.
Bidder Inquiry 75: 310000, EARTHWORK, 3.4.2.1 Jacking, Boring, and Tunneling - Pipeline Casing reads, “Provide new smooth wall steel pipeline casing for the new gas service line. Provide each new pipeline casing, where indicated and to the lengths and dimensions shown, complete and suitable for use with the new piped utility as indicated.” Is a jacked or bored casing required for any portion of the proposed Natural Gas Service Line?
RESPONSE: Method of pipe installation is left to the Contractor's discretion.
Bidder Inquiry 76: Will the proposed new gas line be required to be installed under the concrete wall perimeter fence of the Arsenal Property? There is a concern that there is not sufficient space between the perimeter fence and the gas main to make the connection. Would coring the concrete wall be acceptable?
RESPONSE: Per C-104 Utility Note #7, Contractor is to field verify location of gas main along 10th Street. The nearby existing 8" gas service line (dashed red line) suggests there is sufficient space between perimeter fence and gas main to make a connection.
Coring the concrete wall is not acceptable. The Contractor has the option of routing the gas line under the wall or bypass it by going around it.
Bidder Inquiry 77: Is the duct collector shown on C101 the temporary dust collector to be used per the phasing plan?
RESPONSE: This is the existing dust collector that will be removed during construction. The client prefers local point of use vacuum collectors for each piece of equipment requiring it.
Bidder Inquiry 78: Drawing C-102 has noted to patch and repair as needed (assumed to be for asphalt). Please confirm if this is from contractor damage or if an allowance should be held to patch and repair existing conditions?
RESPONSE: The patch and repair notes on C-102 are to remind Contractor to abide by 31 00 00 Paragraph 3.1 Protection. Contractor is to repair damage caused by construction activities, and not existing damaged pavement.
Bidder Inquiry 79: Please provide information for groundwater per note 14 on C 103. Please confirm if groundwater should be excluded from the bid and should be tracked using differing site conditions.
RESPONSE: For bidding purposes, follow 31 00 00 Paragraph 1.4.c. Assume all groundwater encountered will be pumped, containerized, and stored on-site. If contamination discovered, a change order will be considered.
Bidder Inquiry 80: The following equipment doesn’t seem to have a label on the drawings that I can find. I check the piping and electrical drawings, but these units are all low voltage power and electric heat (where applicable).
I’m assuming as to which drawing the device is on since there is an equivalent number of unlabeled devices (except for EACV-22601/02/03), that drawing is in parentheses next to the device name:
