BIDDERS’ QUESTIONS AND GOVERNMENT REPLY:
(Questions that may be of general interest to all Bidders and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s).
Questions and answers are issued to the bidders “For Information Only” and do not revise the solicitation, plans or specifications.)
Bidder Inquiry 02: Requesting additional site visit for all interested subcontractors who missed the original site visit.
RESPONSE: Additional site visit hosted Thursday August 8th at 1000.
Bidder Inquiry 03: Because this bid requires a PLA, requesting a 2-week extension to provide an acceptable PLA.
RESPONSE: The Project Labor Agreement should be submitted after the award to the successful offeror and must be approved prior to issuance of the Notice to Proceed. It should not be submitted with the solicitation.
Bidder Inquiry 04: Will all new controls in this project be integrated into the existing Johnson Controls Metasys system onsite?
RESPONSE: All the 2nd-floor lab serving equipment including MAUs, EFs, hoods, and ACVs will have a new separate control system. All the HVAC equipment serving the 1st floor, 2nd floor (non-lab), and 3rd floor will be tied into the existing Metasys system.
Bidder Inquiry 05: Per Spec section 23 09 13 Page 13, there are references to Pressure Independent Control Valves (PICV). However, no PICV valves are shown on any of the M Drawings. Please confirm if the controls contractor needs to furnish PCV valves or if standard Ball valves are acceptable.
RESPONSE: The answer can be found in Spec section 23 09 13 Page#13 as it references a differential pressure sensor.
Bidder Inquiry 06: As per the mechanical plan M-601 schedule note, we have found a reference for the unit-provided BACnet controller for DX RTU. However, no controls schematic is provided. Please provide a controls schematic and confirm if DX RTUs will be coming with packaged controls and BACnet integration.
RESPONSE: Contractor to coordinate with the selected vender to provide BACnet controller that is compatible with the DX RTU unit.
Bidder Inquiry 07: Who is responsible for providing the Supply and Exhaust air valves for the Laboratory Airflow Control System? The Mechanical contractor or Temperature Controls contractor?
RESPONSE: The Mechanical contractor is responsible.
Bidder Inquiry 08: Looking at the bridge crane section 41 22 13 spec there is very little information on what they want/need. All of the speeds are blank, as well as classifications, lift height, chain or wire rope, and they list all types of hazardous location info, which doesn’t seem to be necessary for this application. If we could get some clarification on it that would be great.
RESPONSE: The following specification section 41 22 13.15 has been revised.
Bidder Inquiry 09: Requesting a proposal due date extension of at least two weeks, from 14 August 2024 to 28 August 2024.
RESPONSE: Proposal date has been extended out to August 19th.
Bidder Inquiry 10: Can you provide the name the of the dust collector manufacturer that was used for the BOD as well as a dust collector specification and a specification for the dust collector duct.
RESPONSE: Not able to provide brand names, Pursuant to FAR 6.302.
Bidder Inquiry 11: Confirm if the dust collector system within the box shop is currently active. If so, are there any requirements for the system to remain active for any given period during construction? Furthermore, are there any tempering or continuous operation requirements of mechanical equipment within the box shop during construction?
RESPONSE: The existing dust collector serving the Box Shop is currently active. It will need to be removed prior to installation of the new dust collector. It is recommended that point of use vacuum collectors be used during construction for each piece of equipment.
Bidder Inquiry 12: Antennas were observed on the roof during pre-bid walkthrough, please confirm if they are still active and need to remain active throughout construction.
RESPONSE: Yes, all existing communications elements must be kept active and protected unless otherwise noted/shown in the plans.
Bidder Inquiry 13: A sign regarding load capacity on level 2 was observed that noted 400PSF. Please confirm that this is accurate for all elevated slabs within the building. If not, provide baseline load capacity that should be utilized when considering lifts and miscellaneous equipment throughout construction.
RESPONSE: 2nd Floor is rated to 350 psf live load.
3rd Floor is rated to 35o psf live load.
Roof slab is rated to 140 psf live load.
Mezzanine is rated to 100 psf live load.
Bidder Inquiry 14: Confirm if all existing furniture will be removed by the Owner before work begins and that all new furniture will be provided and installed by the Owner.
RESPONSE: The existing furniture currently in building 120 will be removed prior to NTP being issued.
Bidder Inquiry 15: Can you provide a signage schedule detailing the locations of the signage shown in Drawings A650-A653?
RESPONSE: As noted in section 10 14 00.20.3.1, signage schedule\plan shall be GC provided as part of submittal responsibility.
Bidder Inquiry 16: Is it permissible to use 19’ electric scissor lifts on the 2nd and 3rd floors?
RESPONSE: Yes, as long as the floor load rating is not exceeded.
Bidder Inquiry 17: If a complete building and life safety code analysis is required for the entire existing building, please confirm that deficiencies found outside of the scope of work (as identified in the Statement of Work document provided by the Government) are not the responsibility of the contractor to correct as part of this contract.
RESPONSE: Any deficiencies found that are deemed outside the scope of work of this contract will not be the responsibility of the contractor.
Bidder Inquiry 18: During the walk through, it was stated that the gate directly north of Building 120 will be open and active spring of 2025. Will this gate be available for construction use, both entry and exit?
RESPONSE: This gate, once opened, will be the main contract access to Watervliet.
Bidder Inquiry 19: Are the whiteboards part of our scope or will they be provided by the Owner?
RESPONSE: Refer to general notes #2 and #7 of the furniture plans (A-140 series sheets). Whiteboards are owner provided/ GC installed. Coordinate with owner. Furniture Specification will be provided.
Bidder Inquiry 20: Could you provide a furniture schedule with information on which tags refer to the whiteboards?
RESPONSE: Furniture Specification provided.
Bidder Inquiry 21: Could you provide a specified manufacturer for the tile?
RESPONSE: Not able to provide brand names, Pursuant to FAR 6.302.
Bidder Inquiry 22: Are we to treat excavated soils as if they are contaminated until determined otherwise by testing? If yes, then will stockpile construction require polyethylene lining beneath and as cover until a characterization and disposal location is established?
RESPONSE: No. Soils in the project location are not assumed to be contaminated. Unless obvious/visible/gross contamination is present, soil can be returned to the excavation without sampling. If not needed in the existing excavation, sample/analysis will be needed. All soil that leaves the installation must be sampled and characterized.
Bidder Inquiry 23: Will space be provided for stockpiling of excavated soils onsite, if not, the will space be provided offsite, and where?
RESPONSE: Excavated soils can be placed in “3-acre” area temporarily. Located on WVA
Bidder Inquiry 24: Please identify any Government Furnished Borrow Area(s) for this project.
RESPONSE: Nothing provided outside of what is shown on plans.
Bidder Inquiry 25: Please confirm if there is a location on site to dispose of all excavated materials. Please provide approximate location if there is space available.
RESPONSE: Soils may be placed back in excavation if not contaminated or may be removed from site and disposed of after being sampled and characterized. Characterization will determine appropriate landfill sites.
Bidder Inquiry 26: The Bridge Crane Spec has blank spaces where values are located. Can you provide those values?
RESPONSE: Specification section 41 22 13.15 has been REVISED and REISSUED.
Bidder Inquiry 27: Does the Bridge Crane Track need to be patented? Or are other types of track acceptable?
RESPONSE: Bridge crane tracks shall be the bottom flange of the W12 beams as shown on S-401 and S-
402. Additionally, see Picture #2 on SD-401.
Bidder Inquiry 28: The DDC Spec references the site wide Niagara controls system. This site is not Niagara. It is Metasys by Johnson Controls. The server and operator’s workstations are all Metasys. Is the intention to continue to build upon the Metasys or is this building getting a new system?
RESPONSE: The existing system is a Metasys system. It is the intent to build on this system for new building HVAC equipment serving the 1st floor, 2nd floor (non-lab areas) and the 3rd floor. The lab ventilation equipment (MAUs, Lab EFs and chilled water system) serving the 2nd floor labs will be a new system independent of the Metasys system.
Bidder Inquiry 29: 2024-08-02 Freight Elevator Use during construction.
There is no explicit mention of the freight elevator usage policy. Please confirm if the awarded contractor has access to the use of the freight elevator and if so, what are the limitations.
RESPONSE: GC will have access to the freight elevator during construction. Its design Capacity (lbs.) is 20000. Once the second floor has a certificate of occupancy, the second-floor access will be restricted.
Bidder Inquiry 30: 2024-08-02 CLIN NTP and period of performance Regarding CLIN 0004 - 0011, propose that the NTP for these CLINs be adjusted to 30 calendar days. Additionally, we suggest extending the performance period based on the NTP date for each specific CLIN to accommodate these lead times.
RESPONSE: Option CLINs will remain as is at 240 days.
Bidder Inquiry 31: 2024-08-02 Temporary Utilities Reference 3.3.1 notes consumption by the government. Please clarify.
