For example, locking doors and windows to prevent entry into the work zone at the end of the day, or in the instance work involves replacement of entry doors that would require additional measures to close the building. At the close for each work period, government facilities, equipment, and materials shall be secured, lights, heat and water turned off and all doors and window secured.
Worksite Barriers: The Contractor shall provide signs, barriers, and barricades to provide a safe working area for building occupants and workmen. A plan for signs, barriers and barricades (to include but not limited to fencing) shall be submitted to the Contracting Officer for approval prior to beginning work on a task order for which signs, barriers and barricades are required to define the working area.
Restricted Areas – Certain buildings and other facilities are "restricted" to the general public.
Contractor personnel shall not enter any "restricted" facilities without specific permission from the Contracting Officer to do so. The Contractor shall comply with restricted area procedures and instructions. Contractor personnel working in restricted areas such as computer rooms shall be required to sign in and out and state the nature of business at the entrance desk. All work in restricted areas shall be coordinated with the respective area Security Officer through the Contracting Officer.
Secure Areas – Portions of the work under the contract are performed in secure areas. In these cases, the Contractors shall be escorted by the activity or Government personnel and adequate security measures will be established, maintained, and monitored by the appropriate Government personnel. A 48 hours advance notice to the activity shall be required when the Contractor needs an escort, except in emergency or urgent work. Government shall provide all escorts if Contractor requires access to security areas, while working on construction projects.
At all times during the performance of work within a facility, the Contractor and his or her employees shall remain cognizant of the security restrictions existing within the facility. The Contractor’s employees shall ensure that any doors, windows or access panels, which may have been opened for them during the course of the work period, are secured at the end of the day. Circumstance which appear unusual, unhealthy or otherwise hazardous shall be reported to the Contracting Officer immediately.
If Government personnel will be working in office areas during working hours, Contractor work shall not unduly interfere with Government work in the area. In the event a Government building supervisor so requests, the Contractor shall temporarily cease work in the area and report the instructions, to include name of the Government person involved, to the Contracting Officer immediately by the most expedient means.
The Contractor and all associated Subcontractors shall brief all employees on The Army information Security Program as outlined in AR 380-5 Information Security, Chapter 10, Unauthorized Disclosure and Other Security Incidents. This training shall be completed within 14 calendar days of contract award and within 14 calendar days of new employees commencing performance with the results reported to the COR NLT 14 calendar days after contract award. The information will be obtained from AR 380-5 Chapter 10 or the Command Security Manger. AR 380-5 will be provided after award.
Recommended Brief Topic:
The Command Security Manager (CSM) will ensure the inquiry and reporting of security violations is completed, including compromises or other threats to the safeguarding of classified and sensitive information, in accordance with AR 380-5 Information Security, Chapter 10, Unauthorized Disclosure and Other Security Incidents. The Security Manager will recommend to the decision official whether or not administrative sanction is warranted, and/or indicate corrective action that should be taken concerning security violations.
The purposes of this preliminary inquiry will be to:
1. Determine whether classified information was compromised and, if so, whether there is damage to the national security.
2. Determine what persons, situations, and/or conditions were responsible for or contributed to the incident.
Reaction to discovery of incident:
1. Anyone finding classified material out of proper control, will take custody of and safeguard the material, if possible, and immediately notify the appropriate security authorities. In all cases, the individual’s immediate supervisor is to be notified.
2. Any person who becomes aware of the possible loss or compromise of classified information will immediately report it to the Commander, the Command Security Manager, or other official the Commander may direct, for instance, a department head or office chief if indicated by the Command Security manual or other command directive. If the person believes that the Commander, security manager, or other official designated to receive such reports may have been involved in the incident, the person making the discovery will report it to the security authorities at the next higher level of command or supervision.
The preliminary inquiry:
When an incident of possible loss or compromise of classified information is reported, the command will immediately initiate a preliminary inquiry into the incident. The preliminary inquiry will focus on answering the following questions:
1. When, where, and how did the incident occur? Exactly what happened?
2. What specific classified information and/or material (to include foreign government information) was involved?
3. What was the level of classification of the information?
4. What persons, situations, or conditions caused or contributed to the incident?
Every preliminary inquiry into possible loss or compromise of classified information or material will include a judgment about whether any compromise did occur and what, if any, potential damage to national security has occurred.
10. PRIVATIZED UTILITIES PROCEDURES
10.1 Introduction
The natural gas distribution system, the water distribution system for domestic and fire, the sewer systems and the electrical distribution system at Fort Gordon are privatized and operated by utility companies.
Based on the Contractor’s design, the Contractor may have to modify, upgrade, replace, or relocate existing utilities to provide a complete and final Design-Build project.
The Contractor shall procure the services of the various Privatized Utility Companies. The Contractor shall be responsible for the costs and fees associated with modifications, upgrades, replacement/additions, or relocations of utility system components as required by the Privatized Utility Companies to provide a complete and useable facility. No work shall be performed by the Privatized Utility Company outside of the TO contract.
This is an outline of the recommended procedures for dealing with the utility aspects of facility design projects.
Variation from this procedure is expected, depending upon the project. However, revised procedures should be agreed upon during the early design stages of a project. Unless noted otherwise in the design scope of work, the utility companies shall design and/ or furnish and install new service lines to building and repair or relocate existing service lines to buildings, as required, at the cost of the Contractor. (GA Power and AUD requires design of their scope by the Privatized Utility Company.)
The utility companies are active players in the planning, design, and construction process of each building project.

10.2 Record Drawings
The utility companies maintain as-built record utility drawings for the installation. To obtain utility drawings, refer to UTILITY COMPANY CONTACTS.
10.3 Metering
Metering of gas, steam, heating hot water, electricity, fuel oil, etc. is required by UFC 3-400-01 Energy Conservation and UFC 1-200-02 High Performance and Sustainable Building Requirements.
Metering of water is required for all buildings where potable water demand is estimated to exceed 100,000 gallons per year.
Connection of the meters to the Utility Monitoring and Control System (UMCS) is required.
The gas utility company will install a standard gas meter set (regulator, meter, shut-off valves, etc.) and a pulse initiator (for UMCS) at the building. Coordinate the location of the meter set with the utility company, show the location on the drawings, and indicate that the installation is by the gas utility company.
Where water meters are required, they will be installed outside of the building by the water company. Coordinate the location of this meter with the utility company, show the location on the drawings, and indicate that the installation is by the water utility company.
10.4 Distribution Lines
The utility company and Fort Gordon will determine whether changes to the utility distribution systems will be required. The cost, schedule, and execution of the upgrade to the distribution system will be handled by the utility company as a contract action separate from the building project.
10.5 Unused Existing Lines
Unused existing lines exterior to buildings will be removed or properly abandoned in place as determined by the Utility Company. Utility companies are not responsible for interior building lines, unused or otherwise.
10.6 New Service Lines
The building designer determines the required demand of each service line and the preferred location of the building service entrance.
For gas, the building designer determines the total BTU demand and gas pressure requirements of the building. Typically available gas pressure choices from AGL are: 0.25, 2, or 5 psi.
The building designer obtains the installation utility record drawings (maps) from the utility company.
The Contractor shall comply with the specific requirements, standardized criteria, or guidelines of the Privatized Utility Company.
The building designer coordinates with the utility companies to determine and share the following information concerning the service lines:
1. Flow
2. Estimated consumption
3. Line size
4. Routing
5. Tie-in points to the main distribution system
6. Location of the utility service entrance to the building
7. Location of the gas meter set.
8. Location of valves including the post indicator valve for the fire sprinkler system
9. Location of the water meter
10. The type and location of the backflow preventer (BFP) on the incoming domestic water service lines. At a minimum, a “double-check” BFP will be installed. A reduced pressure zone (RPZ) BFP is required for cross-contamination hazard locations.
11. The type and location of the BFP on the incoming fire sprinkler line. Note: A reduced pressure zone (RPZ) BFP will be required where, in the opinion of the utility company, a cross-contamination hazard exists.
10.7 Plans and Specifications
On the design drawings, the building designer shall show and note as installed by specific Privatized Utility Company:
1. The routing of the new utility service lines
2. The location of building meters and regulator assemblies
3. The location of fire hydrants
4. The location of water line valves in the service lines
5. The location of post indicator valves
6. The location of utility lines to be removed or abandoned in place
7. The main gas pressure
8. The required building gas pressure
9. The available static and residual water pressure and associated flow
10. Fire Department connections (may be included in sprinkler work.)
11. Fire sprinkler system and Fire service main backflow test headers maybe included in the design and installation Utility installation details are not required to be shown but must be coordinated with the Privatized Utility Company.
The backflow preventers for domestic water and for fire sprinkler service are to be located outside the building in a vault and will be included in the building construction contract.
The building designer shall ensure design drawings are provided to the Privatized Utility Company at each stage for review and approval. The Privatized Utility Company is to review the drawings and coordinate any required changes with the building designer.
The building designer shall include a provision in the specifications that the building construction contractor must coordinate with the utility companies on the timing and sequence of work for the installation of the utilities. The utility contacts for utility work during construction are to be included in the design documents.
The design documents must indicate that the utility company applies for all utility permits from the appropriate state and/or local authorities as applicable.
10.8 Utility Service Connections
Only the utility company may install service connections to the buildings. The utility company will give the Contractor a cost estimate for the design, inspection, and installation of the service connection to the building. The Contractor is responsible for paying the utility company for installing the service connection to the buildings.
Utility connections for all task orders will be made in accordance with the privatized utility standards and will only be made after inspection by Government representatives. Before final acceptance of the work by the Government, the Contractor shall remove all temporary connections, distribution lines and associated paraphernalia.
10.9 Interruption of Utilities Service
All temporary outages of any utility services required for the performance of work shall be scheduled with the Contracting Officer no less than fourteen (14) calendar days, except in emergency situations as approved by Contracting Officer, in advance of such outages. The Contractor may request a waiver from this requirement from the Contracting Officer when the utility outage will be of a very limited nature (e.g., within a few rooms of a building). If during work performance, the Contractor has determined that a utilities-related situation involves risk to life or substantial risk to property, utilities shall be immediately disrupted to reduce the emergency and alleviate risk. If such a risk exists, or if such a disruption does occur, the Contractor shall notify the Contracting Officer immediately.
