21a-3. The RFP concept plans do not show space for a new air handling unit serving the existing potion of the building including the Nave. Is the intent to allow other types of

HVAC systems to heat, cool, and ventilate this portion of the building? Can existing spaces be reconfigured and used as a mechanical room to locate the new air handling unit? Can air handling units be located on the roof?

This will also allow us to get the best sub prices as most subs do not put out their best price until 30 minutes before the bid is due.

21a-12. The 30-page limit for the technical proposal is not feasible with the requirement to submit a Design Quality Control Plan with all of the A&E team’s resumes. Could we include the DQC in the Appendix and/or increase the page limits??

22a. CONTRACTOR QUESTION:

The Prime shall maintain an "in house" construction trade workforce capable of performing 15% of each task order's activities. Is that 15% of the entire task order, or is it 15% of each activity on each task order?

22b. GOVERNMENT RESPONSE:

The solicitation will be amended to remove this requirement.

23a. CONTRACTOR QUESTION:

23a-1. Re: CU101 – The scope and intent with regard to what appears to be a water line from the north and across the south side of the building is unclear. Is this an existing line or intended to show new work? What is the size of the existing water line to the north?

23a-2. Re: CU101 – The requirement is for the building (addition and existing) to have a sprinkler system. Is any information available to determine an existing water source? If possible, a planned source should be identified and the water flow/pressure determined.

Otherwise, it will be necessary to make appropriate assumptions.

23a-3. Re: A101 – The floor plan provided does not appear to provide a space for a fire riser to serve the proposed sprinkler system. Is there any preference where a fire riser would be located? It may be necessary to add a sprinkler riser room to the addition.

23a-4. Re: Interior demolition, ceilings – Inside the existing building, the demo plan indicates that the existing drywall ceilings are to remain inside several rooms. The installation of a sprinkler system will affect the ceilings. Please indicate if new drywall ceilings or acoustical ceilings would be needed.

23b. GOVERNMENT RESPONSE:

23b-1: The shown water line is new work to the project. The size of the existing water line shall be provided in coordination with AUD.

23b-2: During the development of the conceptual plans, the water pressure was adequate, however the Contractor is responsible to validate the adequacy of the water pressure.

23b-3: The requirements associated with the fire sprinkler system shall be validated by the DOR.

23b-4: Concealed piping is preferable, however DOR recommendation will be evaluated.

24a-2. LEED requirements are mentioned throughout the RDP. Confirm LEED certification is NOT required per statement “LEED registration/certification is not required”.

24a-3. Is an ENERGY STAR performance score required to be determined?

24a-4. Attachment 27- CH50091-2P Attachment 5b Conceptual Construction Plans: M-

701 indicates to “Reuse or Replace as required” chilled water, heating water and dual temperature water piping while MD101 indicates to replace all the piping. Who determines reuse or replace? Please clarify.

24a-5. Attachment+27- CH50091-2P Attachment 5 Conceptual Construction Plans: M-

102, M-601, M-602, M-801: Confirm Kitchen Exhaust Hood has been removed from project.

24a-6. What is construction of steeple? We anticipate sprinkler protecting the existing steeple.

24a-7. Conceptual design documents had no indications of fire suppression requirements

(most information was related to FA/MNS). Is there any further initial design requirements/guidance provided by government, such as the expectation to sprinkler protect the steeple and a desired system they would want in doing so?

24b. GOVERNMENT RESPONSE:

24b-1: The Contractor is responsible for commissioning.

24b-2: The solicitation documents will be amended to remove the requirement for LEED documentation in its entirety.

24b-6: Refer to the As-built drawings provided for the construction of the steeple.

24b-7: The requirements associated with the fire sprinkler system shall be validated by the DOR.

25a. CONTRACTOR QUESTION:

Past Performance Assessment Questionnaire

-Can our customers submit recently filled out DoD / Government Past Performance Assessment

Questionnaire’s on our recent and relevant projects rather than the templated Attachment 17?

-Discussion: Over the past year we have received multiple different templated PPQs from government agencies and have forwarded them to our private customers to fill out. Some of our customers have filled out three separate templated PPQs on the same project all with the same information on it. In lieu of asking our private customers to fill out another PPQ can they simply submit a previous PPQ, so long as the same information is provided. For example, the

NAVFAC/USACE or another MICC PPQ being submitted would be acceptable?

25b. GOVERNMENT RESPONSE:

No, please follow the instructions within the Solicitation for submission.

26a. CONTRACTOR QUESTION:
