2a. CONTRACTOR QUESTION:
In Am 0005 you state the 4 CDs are required for each Volume. Then the next paragraph states that 12 CDs are required. Volume 1 & 4 are required to be in one binder and Volume 2 & 3 are required to be in another binder. Can we submit 4 CD’s of Volume 1 & 4 and 4 CD’s Volume 2
& 3? Please clarify the requirement.
2b. GOVERNMENT RESPONSE:
1 CD per binder. Volume 1 & 4 should be on 1 CD inside that binder, and Volume 2 & 3 should be inside that binder x 4 copies= total of 8 CDs.
3a. CONTRACTOR QUESTION:
The Revised Section L, Tab E (bottom of page 18 Amendment 5) still refers to Attachment 7 and
8 for Tab E, Evaluation Factor 2- Experience. Please clarify which attachments are to be used for
Vol II - Experience. We believe it is Attachments 23 and 24 respectively, and would appreciate if the Government will verify.

Tab E (bottom of page 18 Amendment 5) still refers to Attachment 7 and 8 for Tab E, Evaluation
Factor 2- Experience are Attachments 23 and 24.

6a. CONTRACTOR QUESTION:
The Page limit for Vol II Factor 2- Experience is 10 pages. If we follow the RFP, and submit the
1-page Attachment 23, and the 2-page Attachment 24, and we maximize our total projects at 10 and per the instructions, submit up to 2 pages for project, this is a minimum of 11 pages (based on 1 page per project) and maximum of 21 pages (based on 2 pages per project). Please clarify.
We do not see a way we can submit the 1 page summary, and up to 10 project without going over the page limitation for this section.
6b. GOVERNMENT RESPONSE:
The Contractor can submit less than 10 projects to meet the minimum page number requirement.
The intent is for the Contractor to provide quality information verses quantity.
7a. CONTRACTOR QUESTION:
The page limit for Vol III Past Performance. Section L amendment 5 indicates the offeror may use Attachment 18 for each of these 10 projects. Attachment 18 is 4 pages long. 4 pages for 10 projects totals 40 pages, which exceeds the 10-page limit. Please clarify. We do not see any way we can submit attachment 18 for all 10 projects (40 pages minimum) and comply with the 10-page limit.
7b. GOVERNMENT RESPONSE:
8a. CONTRACTOR QUESTION:
Past Performance- since we are required to provide a Matrix of past performance in Tab B
(minimum 1 page), and 10 Past Performance References for each of our 10 projects, even if we limit each past performance reference to a single page, we will have a minimum of 11 pages.
Please clarify.

14a. CONTRACTOR QUESTION:
Attachment 20- CH50091-2P Renovate Expand Bldg-29608 SOW 20Aug20: Part 2.6.5.1.2.
defines the seed project as “Medium Submittal – Contractor will submit Full Design
(Preliminary (60%), Final (100%) and For Construction (Corrected Final) submittals).” Can the government define, in days, the review period they will need at each of the three submissions, and will that review time be a part of the 130 design duration? Are face-to-face comment review meetings required, or can comment review meetings be conducted via tele- or video-conference?
14b. GOVERNMENT RESPONSE:
Per Specification 01 33 00, paragraph 1.11, each submittal review period is 14 calendar days for the Engineering Division and include 60 days if there is an LIA/LDA permitting requirement.
This should be included in the Contractor's proposed design duration.
15a. CONTRACTOR QUESTION:
Attachment 36 - MATOC_Contractor Questions and Answers_FINAL: Response to 19b-3.
States “CAD files will be made available after award.” Will specification .SEC files be furnished as well? Design Analyses and all attachments including calculations?
15b. GOVERNMENT RESPONSE:
Those items can be furnished but they are outdated and do not fully align with the updates and requirements of the scope of work.
16a. CONTRACTOR QUESTION:
Does the government want resumes for our project manager, superintendent, and QC Manager, and SSHO for the seed task? Please confirm which Tab you want this- we think you want it under Tab B Subfactor 2-Program Management, paragraph (d) key non-design labor.
16b. GOVERNMENT RESPONSE:
Yes, TAB B
17a. CONTRACTOR QUESTION:
In Tab C Subfactor 3 MATOC Design-Build, what do you want for item 1 “Project number, description, and location”? Please clarify.
17b. GOVERNMENT RESPONSE:
Provide project number, description, and location of the seed project: CH50091-2P Renovate and
Expand Bldg-29608 Fort Gordon, GA
18a. CONTRACTOR QUESTION:
Since the 30-page limitation for Volume II Technical Capability excludes charts, graphs, diagrams, tables and drawings- do you prefer or want us to put these all together at the end and not integrated into the document? Otherwise, this will skew the page numbering/count if these are not full pages. Please confirm if you consider figures to be drawings?
18b. GOVERNMENT RESPONSE:
Based on the number of requests to extend the Page limit for the technical information the
Government will extend the limit to 35 pages. Charts, graphs, diagrams, tables, and drawings are excluded from the page count.
19a. CONTRACTOR QUESTION:
Would the project schedule be considered as excluded from the page count since it is a diagram and/or graphical representation? And if we provide this as an 11 x 17 – please confirm if it will or will not be counted as part of our 10 permissible foldouts?
19b. GOVERNMENT RESPONSE:
Yes, the schedule would be considered in the category of charts, graphs, diagrams, tables and drawings that can be excluded from the page limit.
20a. CONTRACTOR QUESTION:
Tab C Subfactor 3- MATOC Design-Build, paragraph (a): do “detailed, project specific design quality control plan” and “comprehensive draft plan” refer to the same document?
20b. GOVERNMENT RESPONSE:
Yes, this is referring to the same design quality control plan. It is considered a draft because a final design quality control plan is still required after award of each task order.
21a. CONTRACTOR QUESTION:
The SF1442 says Original and 4 copies. The table says 4 original hard copies and 4 CD's, and the PPI answer says 3 hard copies and 4 CD's. Can you please clarify how many original, how many copies, and how many CD's are required?
21b. GOVERNMENT RESPONSE:
All Contractors are required to submit the following:
1 Original of all documents tagged as Original for Contracting. And 3 copies of everything being submitted. For a total of 4 Hard copies
As per Question and Answer# 2, 1 CD per binder. Volume 1 & 4 should be on 1 CD inside that binder, and Volume 2 & 3 should be on 1 CD inside that binder =2 CDs x 4 copies= total of 8
CDs.
As per Question and Answer# 8 of the first round of Questions under Amendment# 0005, the following also applies:
The contractor shall provide one (1) emailed version of the respective copy and mail the 4 copies
(1 original and 3 copies) IAW the Solicitation by the closing date.
22a. CONTRACTOR QUESTION:
Due to the depth of the existing sewer line under the addition, can the re-routing occur after the addition is started?
22b. GOVERNMENT RESPONSE:
Yes, the Existing Sewer line may be rerouted after the addition has occurred. Please note comments in question 23b below. Coordination with AUD will be required to minimize existing demolition of sidewalks and pavements for the new and rerouted AUD utilities.
23a. CONTRACTOR QUESTION:
CLNS 7, please confirm AUD will be replacing asphalt, sidewalks, and sodding in the installation of the new fire waterlines?
23b. GOVERNMENT RESPONSE:
Yes, AUD's proposal included repairing all exiting effected areas. AUD proposal is to excavate in areas that minimize any exiting sidewalks and pavements for all new installed utilities. The
Concept Civil Plans will need to be coordinated and updated with AUD's new and rerouted utilities proposal.
24a. CONTRACTOR QUESTION:
Sheet CU101 – will AUD be providing and installing the 2” Smart meter and box as well as the new 2” backflow preventor. If not, does this meter come from AUD? If so, can a cost be provided?
24b. GOVERNMENT RESPONSE:
Yes, AUD's proposal includes the Smart meter, boxes and back flow preventer.
25a. CONTRACTOR QUESTION:
25a-1. Regarding the fire protection system, the government answers provided with Amendment
0005 are not quite clear regarding the requirement:
25a-1a. Re: 19b-8, 19b-8c, 19b-8e, 23b-2, 23b-3, 32a-4 – The answer indicating that the
DOR will validate the requirements seems to indicate that it is not certain if a fire sprinkler system will be required. Please clarify…should a fire sprinkler system be included or not?
25a-1b. Re: 15b-1 – The response indicates that the existing water pressure was considered to be adequate, however the system design (and resulting cost) would be determined on the known flow and pressure unless an assumption is made for design purposes. It appears a new fire loop will be installed which could also alter the calcs. Should we use an assumption for flow and pressure?
25a-1c. 23a-3 – For a fire sprinkler system to be installed in the building, space will have to be allocated for a riser room, typically with an exterior access. Currently, there does not appear to be any accommodations for the riser. Please advise regarding the riser location.
25a-2. We are finding that the page count allowance for the DQC Plan and Design Narratives are too restrictive considering the level of detail indicated by the solicitation requirements. In order to meet all of the requirements for Tab C our design partner has 27 pages for the DQC
Plan and 16 pages for the design narratives (b-c). We respectfully ask that you increase the page count for this section so that we can adequality answer the strict Design-Build requirements.
25b. GOVERNMENT RESPONSE:
25b-1.
Regarding the fire protection system, the government answers provided with Amendment 0005 are not quite clear regarding the requirement:
25b-1a.
Most of the questions referred to details of the fire sprinkler system that is to be designed and determined by the DOR. Unless otherwise sufficiently justified that one is not required, it is included in the contract requirements.
25b-1b.
The Contractor is responsible for performing flow tests during Design. 2019 Flow test data are as follows for this area:
Barnes hydrant no. 9066 ; dated 7/24/2019; Static(PSI)- 75; Residual (PSI) – 65;Pilot Pressure
50 ; Discharge (GPM) – 1190; Flow at 20 PSI (GPM) - 3100
25b-1c.
Reference Attachment 27- CH50091-2P Attachment 5b Conceptual Construction Plans LS-
101REV1 for proposed location of riser room in basement.
25b-2. Based on the number of requests to extend the Page limit for the technical information the Government will extend the limit to 35 pages. Charts, graphs, diagrams, tables, and drawings are excluded from the page count.
26a. CONTRACTOR QUESTION:
Please confirm if the seed project will require a full-time QCM in addition to the Superintendent.
26b. GOVERNMENT RESPONSE:
Yes, a full-time QCM is required in addition to the Superintendent.
27a. CONTRACTOR QUESTION:
In smaller task orders, will the superintendent be able to perform all three duties (superintendent, SSHO, QCM)?
27b. GOVERNMENT RESPONSE:
This is not the intent of the MATOC. There would be at a minimum two personnel as required by the base contract or specific task order depending on the size and complexity of the project.
