1.4 DEFINITIONS

1.4.1 Acceptance Criteria

Threshold of acceptable work quality or performance specified for a commissioning activity, including, but not limited to, construction checklists, performance tests, and commissioning tests.

1.4.2 Basis-of-Design Document

A document prepared by Architect/Engineer or Commissioning Authority that records concepts, calculations, decisions, and product selections used to comply with Facility Requirements Documents (FRD) and to suit applicable regulatory requirements, standards, and guidelines.

1.4.3 Commissioning

A quality-focused process for verifying and documenting that the facility and all of its systems and assemblies are planned, designed, installed, and tested to comply with the Facility Requirements Document (FRD). The requirements specified here are limited to the construction phase commissioning activities.

Commissioning is a comprehensive and systematic process to verify that the facility systems perform as designed to meet the requirements.

Commissioning during the construction, acceptance, and warranty phases intends to achieve the following specific objectives:

a. Verify and document that equipment is installed and started per manufacturer's recommendations, industry accepted minimum standards, and the Contract Documents.

b. Verify and document that equipment and systems receive complete operational checkout by the installing contractors.

c. Verify and document equipment and system performance.

d. Verify the completeness of Operations and Maintenance materials.

e. Ensure that the operating personnel are adequately trained on the operation and maintenance of the facility equipment.

1.4.4 Commissioning Authority (CxA)

The commissioning authority (CxA) is defined as the person(s) or entity

SECTION 01 91 00.01 15 Page 5 responsible, on the Government's behalf, for assuring the commissioning process is properly carried out according to FRD and BoD during the life of the project. This includes witnessing functional performance tests and verifying acceptable performance of the Commissioning Process. The CxA assures the required documentation is produced and in the context of the overall total facility commissioning process. The primary role of the CxA is to verify achievement of the Facility Requirements Document (FRD) and validate the Basis of Design (BoD) throughout the phases of the project, from Pre-Design Phase through Occupancy and Operations Phase. The CxA does not perform testing; it assures the execution of the commissioning process that includes testing and assures the recording and documenting of the process and its results. The CxA participates as a member of the PDT in the planning and oversees of the Total Building Commissioning process and its activities to verify achievement of the FRD and validation of the BoD. For this project, USACE, as the Army's Design and Construction Agent, is the CxA. With respect to commissioning, USACE as the CxA specifically represents the Government's interests.

1.4.5 Commissioning Plan

A document, initially prepared by Commissioning Authority and subsequently updated by CxC and CCR, that outlines the organization, schedule, allocation of resources, and documentation requirements of commissioning.

1.4.6 Commissioning Specialist for Construction (CxC)

A Cx professional hired by the Government to support the CxG role. The CxC coordinates the Government's Cx process during construction, writes test forms, and observes performance tests, among other support duties.

1.4.7 Commissioning Specialist for the Government (CxG)

For the purpose of meeting industry's "enhanced" Cx requirements (e.g., USGBC's LEED Rating system, EA Credit 3), the CxG is considered the CxA and is the entity responsible for Government oversight of the commissioning process. The CxG is an entity having expertise in the commissioning of facilities of a scope and complexity comparable to the individual project, and employed regularly in facility commissioning. The CxG may be person(s) employed by the Design and Construction Agent (USACE), or an entity directly contracted by the Design and Construction Agent, but not affiliated with the construction contractor. The CxG shall provide management and oversight of the Commissioning process through the design, construction, and warranty phases to ensure it is effectively and thoroughly implemented.

1.4.8 Commissioning Test

See definition for Functional Performance Test.

1.4.9 Construction Checklist

A list of items to inspect and elementary component tests to conduct to verify proper installation of equipment, provided by the CCR to the contractor. Construction checklists are primarily static inspections and procedures to prepare the equipment or system for initial operation (e.g., belt tension, oil levels OK, labels affixed, gages in place, sensors calibrated, etc.). However, some construction checklist items entail simple testing of the function of a component, a piece of equipment, or system (such as measuring the voltage imbalance on a three-phase pump

SECTION 01 91 00.01 15 Page 6 motor of a chiller system). The word "Construction" refers to before functional testing. Construction checklists augment and are combined with the manufacturer's start-up checklist.

1.4.10 Construction Phase Commissioning Completion

The stage of completion and acceptance of commissioning when resolution of deficient conditions and issues discovered during commissioning and retesting until acceptable results are obtained has been accomplished.

The Government will establish in writing the date Construction Phase Commissioning Completion is achieved. See Section 01 78 00.01 00 CLOSEOUT SUBMITTALS and this specification for closeout submittal requirements.

Commissioning is complete when the work specified in this Section and related Sections has been completed and accepted, including, but not limited to, the following:

a. Completion of tests and acceptance of test results.

b. Resolution of issues, as verified by retests performed and documented with acceptance of retest results.

c. Completion of Demonstration and Training requirements.

d. Completion and acceptance of submittals and reports.

1.4.11 Contractor's Commissioning Representative (CCR)

The CCR must be a certified commissioning provider with the experience and expertise in the commissioning of facilities of a scope and complexity comparable to the individual project. The CCR must be employed regularly in facility commissioning and is the individual responsible for coordinating the commissioning activities during the construction and post-occupancy phases. The CCR shall be an employee of a commissioning firm hired as a first-tier subcontractor by the prime construction contractor.

The CCR shall be responsible for scheduling and coordinating all construction phase commissioning activities, refinement of Construction Checklists and Functional Performance Tests to match the specific purchased equipment, development of the systems manual (to be augmented with design phase commissioning documentation by the CxG), and direct oversight and reporting/documenting of the execution of the Commissioning process.

The CCR provides assistance to the CxC for development of the detailed construction phase commissioning plan (to augment the design phase Cx plan).

1.4.12 Deficiency

A condition in the installation or function of a component, piece of equipment or system that is not in compliance with the Contract Documents, does not perform properly, or is not complying with the Project Requirements.

1.4.13 Facility Requirements Document (FRD)

A document written by the Government that details the functional

SECTION 01 91 00.01 15 Page 7 requirements of a project and the expectations of how it will be used and operated, including Project goals, measurable performance criteria, cost considerations, benchmarks, success criteria, and supporting information.

1.4.14 Functional Performance Test (Commissioning Test)

Test of the dynamic function and operation of equipment and systems using manual (direct observation) or monitoring methods. Functional testing is the dynamic testing of systems (rather than just components) under full operation (e.g., the chiller pump is tested interactively with the chiller functions to see if the pump ramps up and down to maintain the differential pressure setpoint). Systems are tested under various modes, such as during low cooling or heating loads, high loads, component failures, unoccupied, varying outside air temperatures, fire alarm, power failure, etc. The systems are run through all the control system's sequences of operation and components are verified to be responding as the sequences state. Traditional air or water test and balancing (TAB) is not functional testing, in the commissioning sense of the word.

1.4.15 Government's Witness

Commissioning Authority, Government's Project Manager, or Government-designated witness authorized to authenticate test data and to sign completed test data forms.

1.4.16 Integrated Systems

Integrated systems are combinations of multiple systems and control sequences which interface and require integration to achieve the desired sequence of operation. Integrated systems typically involve multiple specifications, Divisions, and subcontractors.

1.4.17 Manual Test

Using hand-held instruments, immediate control system readouts, or direct observation to verify performance (contrasted to analyzing monitored data taken over time to make the "observation").

1.4.18 Monitoring

The recording of parameters (flow, current, status, pressure, etc.) of equipment operation using data loggers or the trending capabilities of control systems.

1.4.19 Owner's Representative, Owner's Witness

See Government's Witness.

1.4.20 Performance Verification Tests

Operational tests documenting readiness for functional testing. Tests are described in individual technical commissioning specifications.

1.4.21 Project Requirements

See definition for Facility Requirements Document.

SECTION 01 91 00.01 15 Page 8

1.4.22 Seasonal Performance Tests

Functional Performance Tests that are deferred until the system(s) will experience conditions closer to their design conditions.

1.4.23 "Systems," "Assemblies," "Subsystems," "Equipment," and "Components"

Where these terms are used together or separately, they shall mean "as-built" systems, assemblies, subsystems, equipment, and components.

1.4.24 Test

Performance tests and commissioning tests.

1.4.25 Warranty Period

Warranty period for entire project, including equipment components.

Warranty begins at Beneficial Occupancy Date (BOD) and extends for at least one year, unless specifically noted otherwise in the Contract Documents and accepted submittals.

1.5 COMMUNICATION WITH THE GOVERNMENT

The Contractor's Commissioning Representative (CCR) provides submittal documentation directly to the Contracting Officer Representative concurrent with submission to the CQC System Manager . The CCR communicates directly with the Contracting Officer's Representative regarding all elements of the commissioning process; however, the Government has no direct contract authority with the CCR.
