We respectfully request that the government allow submission of the Volume 3 – SBPP and Subcontracting Plans 24-48 hours after bid day. If is often standard in DoD RFPs to allow submission of the Subcontracting and Small Business Participation Plans on a DBB within 24-48 hours subsequent to the close date. Or, alternatively, submission of the SBPP Plan on bid day with just the percentages, and the Subcontracting Plan post bid date or prior to source selection. The reason being is that due to the nature of the competitive design-bid-build and hard bid environment, offerors receive many competitive bids within the last several minutes prior to the required time of submittal. There is simply not enough time to evaluate subcontractor bids (in order to make sure that we are making the most competitive and responsible decision regarding best value for the government) and allocate enough time to complete the administrative parts of the plan which cannot be finished until the final price and bids are in, while ensuring enough of a buffer for timely SAFE submission. Meanwhile, all parties are losing out on the ability to recognize the most cost-competitive, best value bids due to the constraints. We believe it would be in the best interest of the government, the Offerors, and the small business community if Volume 3 was submitted 24-48 hours after bid day.
This will ensure more competitive, thoughtful bids to the government.
All solicitation submission requirements will remain AS IS, IAW NGB-AQ processes.
