Solicitation # W50S9F22R0006 Posted to SAM.Gov 21 Mar 22

Questions & Responses #4

Question Response

1.

Exhibit A Part 2 indicates that: “This information need only be provided once in your submission package.” This “information” is referring to Part 2.

Do we only need to provide this information in Part 2 for the prime contractor (offeror) or do we also need to provide this information for any key subcontractor that is providing a project in Volume II, Past Performance?

Prime only

2.

Section 00110, Paragraph 3.1.1.3.1 (RFP page 14)…this section requires us to discuss our experience with “medical facilities” but we’re not sure how this is relevant to the B400 renovation project. Please clarify.

This was an error, See Amendment 0003

3.

Exhibit A, Paragraph D …this paragraph requires us to discuss our experience with “fuel cell hangars and flight simulators” but we’re not sure how this is relevant to the B400 renovation project. Please clarify.

This was an error, Exhibit A corrected

4.

Exhibit A Part 2 states “This information need only be provided once in your submission package.” This “information” is referring to Part 2. Do we only need to provide this information in Part 2 for the prime contractor (offeror) or do we also need to provide this information for any key subcontractor that is providing a project in Volume II, Past Performance?

Prime only

5.

Section 00110, Volume II, Offeror Past/Present Performance, Section 7, SB Participation Past Performance (RFP page 20) indicates that offerors should “submit information substantiating the Offer’s past performance in complying with FAR 52.219-8….” Does this information pertain specifically to the five past performance projects presented in this volume or a general overview of the offeror’s overall past performance for SB participation?

Page 25, Para 5.4.1 d states that past performance of the offerors in complying with requirements of the clauses at FAR 52.219-8 may be evaluated under small business participation or past performance.

Page 18, Para 3.1.3.1.2 under Small Business Participation states, "for those contracts under which it was required within the past three years from the closing date of this solicitation."

6.

Will you allow the Offeror to provide PPQs that have been previously presented for DoD government projects (as long as they are not included by reference) to avoid multiple requests to our clients?

PPQ's are not submitted by the offeror, they are received directly from the firm completing the questionnaire to the contracting officer. If received by offeror they will not be considered.

7.

SF1442, Item 13.D states "Offers providing less than 180 calendar days for Government acceptance after the date offers are due..." However, Section 00110, paragraph 5.5.3 states "In the event the Government does not award a contract pursuant to this solicitation within 90 calendar days after receipt of proposals..." Please clarify how long the Government acceptance period is.

Section 00120, paragraph 5.5.3 should reference date/time in SF 1442 block 13.D, See Amendment 0003

8.

Comm tower option - Sheet SB501 detail C4 shows the foundation requirements for the tower option. This detail also shows base plate and embedded anchors in foundation with comm tower by others. Same details requires comm tower supplier to grout and level tower. Verify the tower is GFGI and the anchors will either be provided with a template by the Government or the Government's contractor will epoxy these into the foundation at a later date.

Antenna tower is to be CFCI and included as part of Optional Line Item 1 (OLI 1). This has been updated as part of Addendum No. 01, dated 2 May 2022. Please see Addendum No. 01 Structural Plans, Sheet SB101 and SF102.

9.

Comm tower Option - The current design does not show any underground or above ground communication or electric to serve the new comm tower by others. Please verify there is no scope under this contract to provide raceways or wiring to support the tower.

Contract documents have been updated to provide for above-ground communication and electrical via an ice bridge provided by the antenna tower manufacturer. This has been updated as part of Addendum No. 01, dated 2 May 2022. Please see Addendum No. 01 Electrical and Telecommunication Plans.

10.

Sheet AD130 shows the roof demo plan area of work (please note the key notes are incomplete on this sheet). This plan indicates that the roof over the electrical room, fire protection room, and current 1st floor room on SE corner of building are not in the area of work. Sheet A130 shows the new roof composite plan. This plan shows required slopes for all three of these roofs as if they are to receive a new roof. Please confirm that the electric room 143, fire protection room 145 and the new offices at the SE corner (new rooms 128 thru 133) are out of scope for a new roof.

Contract documents have been updated to provide requirements for roofing to be removed and roofing to remain. This has been updated as part of Addendum No. 01, dated 2 May 2022. Please see Addendum No. 01 Architectural Plans, Sheets AD130, A-130, and A- 132.

11.

01, Specification Section 12 24 13 Roller Window Shades.

17.

Room 106.1 is shown in the Schedule to be covered, but I am not seeing that room number anywhere in the plans. (Perhaps it is the same space as 106.2?)

Contract documents have been updated to provide room number for Conference Room, Room 106.1. This has been updated as part of Addendum No. 01, dated 2 May 2022. Please see Addendum No.

01 Architectural Plans, Sheets A-110 and A-111.

18.

How would you like the split window at 135/137 dealt with? (See photo below) We can provide a shade on either side of the wall, or verify in the field if one shade could fit in the jamb - but it would then only be operable from one of the rooms.

Provide window shade only on the south side of the split window at the partition wall between Super, Room 137, and Breakroom, Room

135. Window shade is not required on the north side of the split window. This has been updated as part of Addendum No. 01, dated 2 May 2022. Please see Addendum No. 01 Architectural Plans.

19.

In the rooms marked to receive window coverings, are we to cover all windows, or exterior windows only? Are we to cover interior/exterior doors?

Provide window shade system on exterior windows only. Please refer to Finish Schedule Notes 3 and 4 referenced in the Room Finish Schedule on Sheet A-602 of the contract documents.

20.

On the north wall of the 2nd floor, page A120, the plans show 2 windows on each of the far sides. (See photo below). The elevations only show 1 window on each of the far sides. Which is correct?

Both are correct. One window is an interior window at the end of the hall on the second floor that looks out into the hangar door pocket. It does not appear in the exterior elevations included in the contract documents.

21.

M-803.

Highlighted in yellow, we are to interface to the boiler’s factory controller.

I am not able to find in the boiler specification or the boiler schedule notes, if this interface is BACnet or Modbus or LON and would like to know this for deciding which gateway we will use to communicate to the boilers.

And the points list shown, is this a points list for the boiler’s factory controller?

If not, and this is a points list for the BAS, then it appears that the BAS in controlling the boilers.

The asterisks and note on the bottom states that these points for the pumps are provided thru the BAS Communications Link.

There is no mention on this list of the boiler points being provided thru the BAS Communications Link.

Hoping to get some clarification regarding the boilers controls, boiler controls communication link and points associated with this link

All equipment shall be provided with Bacnet controls capable of integrating into the BAS.

22.

I also had a couple questions regarding VAV boxes.

• VAV-4-17 is listed in the VAV schedule, but not finding this on the mechanical floor plan drawings.

• Below is a VAV control sequence from drawing M-801. The rooms mentioned for the local unoccupied do not appear correct. Please confirm.

Contract documents have been updated to renumber all VAVs.

Additionally, the requirements for local control have been removed from the contract documents; all rooms shall have unoccupied setback. This has been updated as part of Addendum No. 01, dated 2 May 2022. Please see Addendum No. 01 Mechanical Plans.

23.

Attachment 06 - Asbestos + LBP + Hazmat + Assessment lists three materials with Asbestos Content as "assumed" (including the 43,250 SF roof). Report also states the building was constructed in 1994, so it is highly unlikely the roof consists of ACM. Please verify this should NOT be priced to be abated as this is a significant cost for a material that is highly unlikely to be hazardous given the age of the construction

Contracting Office to make final determination on whether asbestos mitigation is to be included/excluded from bid packages/pricing.

24.

Several Sheets in the Drawings have blank key notes. These sheets include AD130, A121, A132, AC112, AC122. Please update as the Roof Scope and Exterior Sun Shades are not clear due to the absence of a number on the key note.

Contract documents have been updated to provide missing keynotes noted. This has been updated as part of Addendum No.

01, dated 2 May 2022. Please see Addendum No. 01 Architectural Plans.

25.

Sheet AD130 has callouts at the lower roof sections with no callout number. Please confirm what the callout keynote number should be for these? Is this note supposed to be “demo existing roofing?”

Contract documents have been updated to provide missing keynotes noted. This has been updated as part of Addendum No.

01, dated 2 May 2022. Please see Addendum No. 01 Architectural Plans, Sheet AD130.

26.

Sheets A-130, A-131, A-132, and A-505 do not provide a cut section for the skylights. Please provide a detail for the skylight curbs.

Skylight curb details will be updated and provided as part of a forthcoming Addendum No. 02.

27.

Please confirm that there is a vapor barrier under the current existing SOG?

This could affect flooring installation.

Original as-built drawings indicate a concrete slab over drainage fill.

No reference to a vapor barrier under the existing slab-on-grade has been found. Given the date of the original construction based on the as-built drawings provided (1948), it seems unlikely that a vapor barrier was used/installed. Asbuilt drawings can be provided by the Contracting Office for use and review.

28. What are the weight restrictions for equipment use on the second floor?

Very limited second floor slab information is available in the as-built drawings. Notes on the 2nd floor framing plan from the original as-built drawings indicate a live load of 60 psf; except for corridors and stairs which are noted to have been designed for 100 psf. As-built drawings can be provided by the Contracting Office for use and review.

29.

Please provide a cut section for the existing EIFS on the building that is to be demolished/removed.

a. Is it mechanically fastened to the building or is it plaster/mortared to the building?

Destructive testing was not performed during the design phase.

Determination of existing EIFS attachment to sub-structure below was not able to be determined. Existing as-built drawings can be provided by the Contracting Office for use and review.

30.

Neither specification section 08 71 00 nor sheet A-600 reference a door hardware schedule. Please provide a door hardware schedule.

Specification Section 08 71 00 Door Hardware has been revised to provide door hardware schedule. This has been updated as part of Addendum No. 01, dated 2 May 2022. Please see Addendum No.

01, Specification Section 08 71 00 Door Hardware.

31.

The details on sheet A-501 reference a “¾” substrate over vapor barrier”.

Please provide a clarification for what this product is. Is it a foamboard, gypsum board, or plywood product?

Provide 3/4" plywood.

32.

Spec section 06 61 16-8 mentions a material spec for window sills. The finish schedules mention solid surface window sills. The sill detail for windows (C1/A500) does not show a window sill and the finish plans do not show window sills. Please confirm there are no window sills on the project.

Window sills shall be provided at exterior windows. Contract documents have been updated to provide complete requirements for solid surface sills at exterior windows. This has been updated as part of Addendum No. 01, dated 2 May 2022. Please see Addendum No. 01 Architectural Plans, Detail C1/A-500, Finish Schedule Note 12 on Sheet A-602, and Finish Legend SSM2 on Sheet A-603.

33.

Sheet IF600 includes a schedule for FURNITURE & EQUIPMENT EXISTING.

34.

For the roof skylights, Note 6 on sheet SF102, it refers us to detail D1/S-

002. This detail is a frame for an opening in the roof that is located between purlins. These skylights appear to span across several purlins, which would require them to be cut and re-supported. Detail D1/S-002 is not intended to support purlins. Please provide detail to re-support purlins if it is your intent to cut them for skylight installation. If the intent is that the skylight is mounted over the purlins on a curb, please provide a detail showing as such.

a. This same question will apply at the mechanical openings in the roof.

Intent is for a curb to be provided for the skylight and at mechanical openings through the roof. Curb details will be updated and provided as part of a forthcoming Addendum No. 02.

35.

Preaction System As-Builts -Are as-built drawings (showing the existing pipe sizing, pipe layout, sprinkler head locations) of the existing preaction fire suppression system vailable? These are necessary to determine what size nitrogen generator will be required.

The preaction system is required to be hydraulically designed for increased density. Although piping may be reused if properly sized, flushed, tested and painted; it will likely not be in the same configuration. This has been updated as part Addendum No. 01, dated 2 May 2022. Please see Addendum No. 01 Fire Protection Plans. As-built drawings can be provided by the Contracting Office for use and review.

36.

Wet Sprinkler System As-Builts - Are as-built drawings (showing the existing pipe sizing, pipe layout, sprinkler head locations) of the existing wet sprinkler fire suppression system available? There are many rooms that are noted to have piping routed around them. The as-builts will show us what pipe currently runs through the rooms.

As-built drawings can be provided by the Contracting Office for use and review. Contractor must field verify all existing conditions.

37.

High Expansion Foam System - The drawings indicate to remove the existing High Expansion Foam System and install new. However, the bid package includes a sundown policy letter indicating High Expansion Foam systems are to be removed from DAF Hangar facilities. Will a new High Expansion Foam system be required for this project?

No, a HEF system will not be installed. Revised Drawings/Specs are being finalized.

38.

High Expansion Foam System As-Builts - Are as-built drawings (showing the existing pipe sizing, pipe layout, foam generator locations) of the existing high expansion foam system available? These would assist with determining how much of the existing piping can be reused to accommodate the new foam generator locations. Alternatively, if the system is no longer required it will assist with determining the extent of the demolition work required.

Contract documents have been updated to require the high-expansion foam system to be demolished in its entirety. This has been updated as part Addendum No. 01, dated 2 May 2022. Please see Addendum No. 01 Fire Protection Plans. As-built drawings can be provided by the Contracting Office for use and review.

39.

Drawing FX101 Notes 6 and 7 - The notes reference grounding the sprinkler piping. NFPA 13 Section 8.18.1 indicates “In no case shall sprinkler piping be used for the grounding of electrical systems”. Are you going to require grounding of the sprinkler piping at these locations? If so what will be required of the fire sprinkler contractor to allow the electrical contractor to complete the grounding.

Sprinkler piping must not be used for grounding other systems. It is required by ICS/ICD 705 that piping penetrating the secure perimeter be grounded to earth with #4 copper wire within 2" of the inside wall.

40.

Drawing FX101 Note 10 Rooms 112 and 113 - This note references installing sprinkler heads for each battery storage or charging enclosures. How many battery storage and charging locations are there? What are their locations within each room?

Refer IF Sheets, specifically IF112 and IF600 for furniture and equipment.

41.

Fire Pump - Specification Section 21 30 00 – 2.7.1 indicates the fire pump controller shall be designed for 150HP at 208volts. For the fire pump specified the fire pump manufacturer we use only offers a 200HP at 208 volts. Will you accept a 200HP at 208 volt fire pump controller?

Contract documents have been updated to remove requirement for fire pump, to revise requirements for preaction sprinkler system, and to remove requirements for high-expansion foam system. This has been updated as part Addendum No. 01, dated 2 May 2022.

Please see Addendum No. 01 Fire Protection Plans. As-built drawings can be provided by the Contracting Office for use and review.

42.

I work at NAMI/Andover Controls and perform the control estimating for the Truax ANG projects.

I had received a call this morning from a mechanical contractor asking about the controls on this project.

He stated that no where in the 230900, 230913, 230923 specifications does it mention “Andover” and another control vendor was questioning him.

I passed onto him the sole source document.

But this does bring up the question of any other mechanical contractors, not aware of this sole source document, and soliciting bids with other control vendors.

Contract documents have been updated to provide requirements for solesource Andover Controls systems. This has been updated as part Addendum No. 01, dated 2 May 2022. Please see Addendum No. 01 Mechanical Plans and Specifications. Sole-source document(s) can be provided by the Contracting Office for use and review.

43.

Sheet SB101 shows the new foundations being installed near existing column pads and thickened slab/footings. Please confirm the elevations for the existing column footings pads near the new foundations.

a. For the elevator pit near gridline Q, there are (4) footings/piers at R6, R7, P6, and P7 that could be affected by excavation. Please confirm the elevations of the existing footings and if underpinning is required.

b. For the parachute drying tower demo, there are (2) footings at J2 and I2 that could be affected by excavation. Please confirm the elevations for the TOF and TOW for the existing foundations. Would it be necessary to demolish these footings, or could the north wall be abandoned in place to act as earth retention for the existing column footings?

c. For the elevator pit near gridline B, there are (3) piers in addition to the strip footing detailed on A3/SB501 that may be affected by the excavation for the new foundations. Please confirm the elevations of the existing footings/piers and if any underpinning is required.

a. Per the original construction documents, the bottom of existing footing elevations are 5'-6" below finished floor at footings R6 and R7 and 4'-4" below finished floor at footings P6 and P7. Detail A3/SB501 indicates that existing footings are to be underpinned.

b. Per the original construction documents, the bottom of existing footing elevations at I2, J2 and the drying tower are all at 4'-4" below the finished floor.

c. Per the original construction documents, the bottom of existing footing elevations are 5'-6" below finished floor at footings at grid D2 and D3 and 4'-4" below finished floor at footings C3, C2, and the stair footing. Underpinning will be required.

44.

Details for the elevator caps (C1 and C3/SF503) call out a composite deck slab with 1-1/2” metal deck with 4” min total of concrete on top. The section cuts (B3/B4/A3) show this as a formed supported slab, with no metal deck. Please confirm if the intent is to have the metal deck as shown on the plan view. If so, please provide updated section cuts showing the deck with tipping slab.

Intent is to have metal deck provided. Detail C4/SF502 has been updated to provide end details for the added reinforcing beams.

This has been updated as part of Addendum No. 01. Please see Addendum No. 01 Structural Plans, Sheet SF502.

45.

The details on A305 show the section cuts for infills and new windows for the renovation. These details do not reference the existing brick veneer that was brought up during the onsite walkthrough and as mentioned in Note 24/AD110. Could you please confirm if the brick veneer is present for these section cuts or at all for the entire exterior of the building? If brick is present within the current wall cavity (behind the EIFS), please confirm if the infills should receive new brick within the wall or it we can infill the additional space furring studs in lieu of replacing the brick.

Destructive testing was not performed during the design phase.

Determination of extent of existing brick veneer/façade was not able to be determined. Brick veneer is assumed to exist at all exterior wall locations indicated as such in the existing as-built drawings. Existing as-built drawings can be provided by the Contracting Office for use and review.

46.

For the new columns being installed near the existing (to be demolished) parachute tower location, detail A1/SF501 has the columns being set on anchor bolts. Detail C5/SB501 shows the top portion of the columns, for this to work, there has to be a column splice in both of these columns so they can be set into place. Please provide detail for this.

Any welds of this column to base or cap plate may be field welded to facilitate installation. Anchor bolt leveling nuts may be used to jack the new column top plate tight aginst the beam above.
