Solicitation # W50S9F22R0006 Posted to SAM.Gov 21 Mar 22
Questions & Responses #2
1. Questions: We respectfully submit for your consideration a request to approve products as an accepted substitute on F-35 Alter B400 Aircraft Maintenance Squadron.
Response: No substitutions or deviations are allowed for this specification.
2. Questions: We respectfully request that the due date for the F-35: Alter Building 400 AMXS be extended from
May 5th, 2022, to May 10th, 2022. With multiple open solicitations at Truax Field due on May 5th, this will allow for more qualified vendor and subcontractor participation, and therefore more cost competitive proposals.
Response: Solicitation will not be extended at this time, continue to monitor SAM.gov for any future changes.
3. Questions: Please advise if the due date for the F-35: Alter Building 400 AMXS can be extended from May 5th, 2022, to May 10th, 2022, as there are several open solicitations at Truax Field all due on May 5th. This will allow for more vendor and subcontractor participation and time for administration submittals.
Response: Solicitation will not be extended at this time, continue to monitor SAM.gov for any future changes.
4. Question: Please confirm letters of commitment for Volume III – Small Business Plan do not count against the page limit.
Response: Para (e) of Exhibit F - Small Business Participation Plan Format states, “Provide documentation regarding commitments to small business for this effort. Copies of such agreements should be provided as part of your small business participation plan and will not count against the page limitation for this volume.”
5. Question: Section 00110, Paragraph 3.1.1.2 (RFP page 14) indicates that: “Government intends to use
Performance Relevance Questionnaire & Specialized Experience Part 1 (Exhibit A) information in the evaluation of experience for Subfactor 1.” Slide #14 of the Pre-Proposal Conference presentation indicates that the offeror should provide a “minimum of 2 and maximum of 5 completed or currently well underway projects” for Volume
I, Subfactor 1. However, the Q&A responses (Question #8) indicate that Exhibit A Forms should be provided in
Volume II—Past Performance. We are unclear as to what the government is looking for in Volume I, Sub-Factor 1 and how it should differ from the Volume II, Section 1, Exhibit A forms. Please provide clarification of what the government is looking for in both Volume I, Sub-Factor 1 and Volume II.
Response: Para 3.1.1.2 states, “Government acknowledges that the technical proposal will involve discussion of some of the same projects/contracts discussed in the Past Performance volume. While
Past Performance examines how an offeror performed in the past, so as to determine the probability of success on future projects, this subfactor examines the offeror’s experience with complex multidiscipline project management and execution and how the offeror demonstrates an understanding of the contract’s requirements taking this experience into consideration.” The government will use information submitted for past performance to also evaluate experience and capability.
6. Questions: I wanted to inquire about the design using Armstrong Feltworks Blades - Rectangular (sheet A-603), I have attached a Substitution Request Form.
Response: No substitutions or deviations are allowed for this specification.
