Medical Readiness Q&A #03
38. Please reference specification section 01 1000 paragraphs 1.06, 1.07, and 1.08. These paragraphs intend to convey work performed by the Government versus the Contractor. Some of the descriptions are vague such as paragraph 1.06.D.1 Installation of furniture and equipment. What is the definition of equipment? Please provide a responsibility matrix for all scopes of work so that the Contractor can determine costs accurately.
A. See drawing A-401 and A-402 for matrix and identification of accessories and equipment. In general any
Government Furnished Government Installed items shown on drawings are noted as “GFGI”.
39. Please reference the Attachment 5 B307 Asbestos Report and Attachment 6 B311 Asbestos Report. These documents do not include drawings of the sample locations. Please provide drawings showing the sample locations.
A. Attached is a drawing and photograph log for Building 311, identifying the locations where samples containing more than >1% asbestos and considered asbestos-containing materials (ACMs) per EPA regulatory requirements. A plan indicating all sample locations is not available. There is no plan for Building 307, as there were no ACM identified in the sampling that was performed.
40. The RFP documents do not include as-built drawings for Buildings B307 or B311. Please provide the as-built drawings for each building along with site, civil, and utility drawings so that the Contractor can determine costs and scopes accurately.
A. Given the age/status of these facilities, the Government cannot provide accurate as-builts. Please reference the provided floor plans. Additional site visits may be requested.
41. The Question and Answers 02 was uploaded to SAM on April 7, posting questions from #27 onward. However, the Q&A #01 has not been uploaded to Sam yet. Please post questions 1-26.
A. Thank you for the catch. It is posted.
42. The Pre-proposal conference slides indicate to include the Performance Relevancy Questionnaire Exhibit A in
Volume 2. However, the response to question 30 indicates that Exhibit A is to be submitted with Volume 1 Technical. Please clarify this discrepancy and indicate which Volume the offeror shall place Exhibit A in.
A. Slide 14 shows that Exhibit A is to be in Volume 1, Technical. Slide 16 refers to using Exhibit A IF you are using non-employee or subs as past performance. Slide 18 addresses this.
43. Please reference the Solicitation 1442 Form Section 7 where it prescribes the mandatory performance period of 450 calendar days after receipt of the NTP. Due to current and unknown future economic impacts to costs, material and manpower availability, manufacturer lead times, etc, we request that the Government allow for the performance period to be negotiated. This will allow for the Contractor to provide a best value for the Government. The Contractor would then provide the actual performance period in the bid schedule.
A. The period of performance will not be negotiated.
44. Please confirm that the design documents will be updated based on Contractor questions and Government responses.
A. If questions lead to a change in design documents, they would be updated accordingly.
