Medical Readiness Q&A #02
27. Please clarify the electronic copy requirements (RFP discrepancy). RFP page 21, Section 00110, 1.1.2 and 1.1.4, indicate that 2 digital copies shall be provided of each volume and each volume needs to be labeled with said digital copy number. RFP page 22, 2.1.5 indicates to provide 1 electronic copy of all volumes. Given the inherent nature of an electronic file submitted via PIEE or SAFE, please confirm that bidders shall follow the direction of the latter requirement—one electronic/digital copy of each volume.
A. If a CD/DVD is submitted, then two copies are required. If it being submitted via PIEE, then you only need to upload it once. See Amendment 002.
28. Referencing Section 00110, RFP page 28, paragraph 3.1.5.2 under SOLICITATIONS, OFFER AND AWARD DOCUMENTS AND CERTIFICATIONS/REPRESENTATIONS. The header of this paragraph is “Offer and Section 00010,” but the requirements provide instructions for completing specifically just the SF 1442 Offeror portion. We understand that the pricing schedule found in Section 00010 is to be included in Volume IV, per the instructions located in 3.1.4.2. Does the government desire to see the 00010 Pricing Schedule within Volume V, in addition to Volume IV where it was initially requested? Or, is the intent here to just provide the completed “Offer” section (blocks 14-20C) of the SF 1442, not the Section 00010 Pricing Schedule, in Volume V?
A. Pricing Schedule and Exhibit G is in Volume IV. 3.1.5.2 States that the “Offeror” portion of the 1442 is to be complete in its entirety as well as signed amendments. The Offeror portion is blocks 14 through 20c of the 1442.
29. The Pre-Proposal Conference slides direct offerors to submit proposals via the PIEE. However, the amendment solicitation directs offerors to submit proposals through the DoD SAFE. Please confirm that submission is via the DoD SAFE.
A. That was erroneous. Proposals are to be submitted through PIEE. See Amendment 0002.
30. Exhibit A – Performance Relevancy Questionnaire contains very similar information to that requested in SECTION 00110, 3.1.2.1, Offeror Past/Present Performance, “Section 1 – Contract Description” and “Section 2
– Performance. “ This will result in the government needing to review several details multiple times and result in page increases that could impact providing more impactful information due to need to provide same details in multiple sections. We respectfully request the government consider streamlining this part of the solicitation to remove Section 1 and 2 (thereby removing the duplicative details), and just require submission of Exhibit A – Performance Relevancy Questionnaire instead.
A. Exhibit A is submitted with Volume 1 Technical. All offerors are providing proposals within the same parameters, requests to alter the solicitatio3.n will not be considered.
31. Please confirm if a CPARs or CCASS is being used in lieu of Exhibit D, whether it is to be placed in the proposal or emailed. If placed in the proposal, please confirm the CPARs/CCASS do not count against the page limit and should only be placed in t Volume II, Past Performance.
A. 3.1.2.1 states “This volume shall not exceed 25 pages plus five pages for each major subcontractor, excluding Past Performance Questionnaire Forms.”
3.1.2.1 5 states ‘“Final” Performance Evaluation (Construction) (also referred to as CCASS Evaluation) issued for a project may be included in lieu of sending out reference package for the project OR a Past Performance Questionnaire must be completed and submitted.’
32. Please confirm that Access Control System is Not in Contract and going to be installed by the vendor under separate contract. Contractor to only provide Box, Conduits and Pull Strings.

33. Please confirm that Video Surveillance System is Not in Contract and going to be installed by the vendor under
34. Please confirm that Intrusion Detection System is Not in Contract and going to be installed by the vendor under
35. Please confirm that Wireless Access Point System is Not in Contract and going to be installed by the vendor under separate contract. Contractor to only provide Box, Conduits and Pull Strings.
36. Please confirm that all Data Racks and Comm Room Equipment is Not in Contract as nothing is shown on the plans, only diagromatic details noting future coordination with the government.
37. Is the Domestic and Fire a shared service or are they separate lines? They both appear to be 6" and share similar routing.
