About this file
This is a memorandum documenting the minutes from a pre-proposal conference and site visit for solicitation W50S8R-26-R-A005 held on June 9, 2026, at the 179th Composite Wing in Mansfield, Ohio. The contracting officer is Gordon Strom, and the Government personnel present included Clayton McCarthy (Deputy Base Civil Engineer), Joe Logan (Civil Engineering), and Captain James Kliewer (Base Civil Engineer).
The solicitation is unrestricted (erroneous small business set-aside references in slides and section 00 22 16 were corrected). The project involves multiple contract line items (CLINs): CLIN 0002 covers Telecommunications (materials, equipment, and labor including fiber, cable trays, and data ports) as part of the base bid; CLIN 0003 (Option 01) addresses Electronic Security Systems as a sole-source requirement through Advantor, specified in section 28 10 05; and CLIN 0004 (Option 02) covers backup generator and load bank services. Options 0003 and 0004 should be priced as if exercised in calendar year 2027. The Government will separately procure Uninterruptible Power Systems, Audio/Visual systems, and Furniture, Fixtures & Equipment; contractors are responsible only for work up to the "plug & play" point. Value-engineering alternatives are acceptable if submitted via RFI with potential pricing impacts. Contractors must submit all RFIs in writing using the format specified in section 00 21 00, due no later than five business days before the proposal deadline. RFIs will be answered on a non-attribution basis through SAM.gov, which is the sole source for all official answers, amendments, and addendums. All contact regarding the project must be directed to the Contracting Officer; subcontractors must route inquiries through their prime contractor. Contractors must review both specifications and drawings thoroughly, with specifications taking precedence in conflicts. Subcontracting plans are required only for large businesses. The site visit included access to the facility (B409 Hangar) and staging/storage area; the Government will vacate all equipment and materials prior to contractor onsite start.
