Material and Travel CLIN prices and Contractor Furnished MK90 Propellant Grain CLIN prices provided by the Government in Section L's

Volume IV-Cost/Price Instructions of the RFP.

a. FFP Production Items (CLIN 0001AA through CLIN 0045AA): The basic IDIQ contract award will establish Offeror Hardware Price Lists and Offeror LAP Price List containing FFP unit prices by ordering period for each hardware item and LAP items to be utilized by the

Government for computing CLIN pricing on any future FFP delivery orders. The Offeror shall complete the FFP Hydra Pricing Tables, Attachment 0006 referenced in Section J. The Offeror shall propose per unit prices for every ordering period and for every hardware item at the Low, Medium, and High quantities identified in Attachment 0006's Hardware Price Point Tab worksheet. The proposed hardware per unit prices in the Hardware Price Point Tab worksheet shall include all recurring and non-recurring costs and the Offerors proposed profit, associated with the production of that item with the exception of (1) First Article Test (FAT) costs and (2) the Load Assembly and Packing (LAP) costs associated with the following containers: M643 Container, PA150 Container, PA151 Container, Wood Box 4 Short

Container, Wood Box 4 Long Container, Wood Box 3 WHDs & Rockets Container, PA92 Container, MK 706 Container, and AGR-20C LAP AUR in M648

Container.

For each hardware item identified in Attachment 0006s Offeror Hardware Price Lists, the Offeror shall utilize the Low, Medium, and High price points to generate unit pricing. The unit prices in the Offeror Hardware Price Lists worksheet shall be based on the pricing curve that results from the proposed pricing at the Low quantity to the Medium quantity and the pricing curve that results from the proposed pricing at the Medium quantity to the High quantity. The Offeror shall propose in such a manner that unit prices for any given quantity fall on a continuous pricing curve from the proposed pricing between the Low to the Medium quantities and the Medium to the

High quantities, where Medium unit pricing is the same for both curves. The Offeror shall populate Attachment 0006s Offeror Hardware

Price Lists, to include the resultant unit prices as calculated through the continuous pricing curves, from a quantity of one (the theoretical first unit) to the stated quantity as identified in Attachment 0006.

FAT costs associated with each production item/end item shall be proposed as a separate CLIN. Instructions for proposing on the FAT

CLINs is further detailed below.

The LAP costs associated with the aforementioned containers shall be proposed as separate unit prices in Attachment 0006. The Offeror shall propose per unit prices for every ordering period and for every LAP item at the Low, Medium, and High quantities identified in

Attachment 0006s LAP Price Point Tab worksheet. The proposed LAP per unit prices in the LAP Price Point Tab worksheet shall include all recurring and non-recurring costs and the Offerors proposed profit, associated with the production of that item.

For each LAP item identified in Attachment 0006's Offeror LAP Price List worksheet, the Offeror shall utilize the Low, Medium, and High price points to generate unit pricing. The unit prices in the Offeror LAP Price List shall be based on the pricing curve that results from the proposed pricing at the Low quantity to the Medium quantity and the pricing curve that results from the proposed pricing at the

Medium quantity to the High quantity. The Offeror shall also propose in such a manner that unit prices for any given quantity fall on a continuous pricing curve from the proposed pricing between the Low to the Medium quantities and the Medium to the High quantities, where

Medium unit pricing is the same for both curves. The Offeror shall populate Attachment 0006's Offeror LAP Price List worksheet, to include the resultant unit prices as calculated through the continuous pricing curves, from a quantity of one (the theoretical first unit) to the stated quantity as identified in Attachment 0006.

The Offeror shall ensure that all unit prices shown in the Offeror Hardware Price Lists and Offeror LAP Price List are rounded to the nearest hundredth decimal place and are calculated based on the pricing curve. The Offeror shall include its pricing curve formulas inside the Offeror Hardware Price Lists and the Offeror LAP Price List to show that all unit prices are calculated based on the Offerors proposed continuous pricing curves. The Offeror shall identify its proposed pricing curve slopes for each hardware item and LAP as requested in Attachment 0006s Offeror Hardware Price Lists worksheet and Offeror LAP Price List worksheet.

The Offeror shall derive its CLIN prices in the FFP CLIN Pricing worksheet of Attachment 0006 by adding together the unit prices from the Offeror Hardware Price Lists and Offeror LAP Price List in accordance with the CLIN Configuration Notes and applying them to the stated High quantities. The resulting total CLIN extended prices will set the contract ceiling values for the FFP Production CLINs and shall be the amounts included in the Offerors completed Section B Supplies or Services and Prices/Costs. It should be noted that the

CLIN prices in the FFP CLIN Pricing worksheet do not take into account the cumulative effect of summing quantities of hardware items that are the same across CLINs but are derived from the pricing in the Offeror Hardware Price Lists and Offeror LAP Price List from a quantity of 1 to the stated High quantities. For pricing purposes, the Offeror shall assume fully packed unitized containers for each

CLIN. It should be noted that the FFP CLIN prices will not include the cost of Contractor Furnished MK90 Propellant Grain as MK90

Propellant Grain costs will be captured separately under Cost (no fee) CLIN 0046. Instructions for proposing on the Contractor

Furnished MK90 Propellant Grain CLINs are provided below.

b. FFP FAT (CLIN 0001FA through CLIN 0045FA): For each production item, the Offeror shall propose the associated FAT costs on these

CLINs. For example, for production item Rocket, M151 HE with M643 Unitized Container, 48 per, CLIN 0001AA, the Offeror shall propose

Total MK90 Grain Contract Ceiling - $583,113,349

d. CPFF Engineering Services Labor (CLIN 0047AA): The basic IDIQ contract award will establish fully burdened blended

(prime/subcontract) labor rates inclusive of fee for each labor category and for each ordering period to be utilized as labor category ceiling rates by the Offeror proposing on any future CPFF labor task orders. The Offeror shall complete the CPFF Hydra Labor Rate

Tables at Attachment 0007. The Offeror shall propose fully burdened blended (prime/subcontract) labor rates against the labor hour skill mix provided in Attachment 0007 to arrive at the total CPFF amount. The resulting CPFF amount will set the contract ceiling values for the CPFF CLINs and shall be the amounts included in the Offeror's completed Section B "Supplies or Services and Prices/Cost".

The proposed rate tables contain prime labor costs and subcontract labor costs only. Any non-labor costs incurred in performance of the CPFF Engineering Services Labor effort will be captured under the Cost (no fee) Engineering Services Material and Travel CLIN (CLIN

Provide any other general or specific information that may be beneficial in the evaluation of the Offerors CPFF proposed labor prices. The Offerors cost estimating practices shall be in accordance with the Offerors established accounting practices for accumulating, allocating and recording costs to final cost objectives.

In Attachment 0007, the Offeror shall provide the details of the CPFF Labor Rate Tables and their build-up to include the base labor rate, subcontract labor rate, and any applicable indirect rates/burdens proposed in accordance with the Offerors normal accounting practice. The Offeror shall provide the details of any subcontract labor rates and their build-up to include the subcontract labor rates and any applicable prime pass-through indirect rates/burdens proposed in accordance with the Offerors normal accounting practice.

If a particular proposed Government contract labor category (Government Project Labor Category as defined in Attachment 0007) rate is a composite of more than one of the Offerors labor categories (Contractor Labor Category Crosswalk as defined in Attachment 0007), the calculation of the composite with the assigned weighting shall be provided. The Offeror shall disclose the correlation between the contactor's fiscal year and the proposed direct labor and indirect rates by ordering period.

The CPFF Labor prices shall be based upon prime and subcontractor labor hours, labor rates and indirect rates/factors that are realistic and achievable. The Offeror shall provide sufficient details for the Government to evaluate the proposed base labor rates and the associated indirect rates for each CPFF ordering period. Direct labor rates shall identify the baseline (takeoff point) plus projected escalation for each ordering period. Direct labor hours and rates shall be delineated by labor category by ordering period for the prime and each subcontractor. The labor hour delineation must be directly traceable to the same information proposed in the Technical

Volume.

For proposed direct labor rates and indirect rates and factors for the CPFF Labor, the Offeror shall provide (1) a narrative explaining the basis for the estimated rates, specifically identifying any escalation factors used; (2) state whether these rates represent a

Forward Pricing Rate Proposal (FPRP), Forward Pricing Rate Recommendation (FPRR), Forward Pricing Rate Agreement (FPRA) and note the date of the agreement; (3) state whether or not the business volume that would be generated if a contract was awarded to the Offeror as a result of this RFP has been included in the proposed rate package, including any effects upon the rate pools and bases; and (4) provide the pool and base amounts for any indirect rates and factors that are not equal to the rates included in any applicable FPRP, FPRR, or FPRA. If the proposed direct labor rates are based on surveys (i.e. personnel for that category are not currently employed by the Offeror), then the Offeror shall provide the applicable pages from the proposed surveys and show which rates were utilized (i.e.

50th percentile, median, etc.). If the proposed direct labor rates, indirect rates, and factors are based on something other than a

FPRA, FPRP, FPRR, or survey, the Offeror shall provide the supporting documentation to show the proposed rates are realistic.

The Offeror shall also provide the most current compliance status and date of adequacy/inadequacy determination for the following systems: Accounting System and Purchasing System. If the Offeror does not have an adequate Accounting System, a Pre-Award Survey of
