WBS # Level 1 Level 2 Level 3 Level 4 Level 5 Definition

1.0 Hydra-70 Ordnance

System

The complex of hardware, software, data, services, and facilities required to develop and produce the capability for applying munitions to a target.

Includes, for example:

a. Wings and fins that provide aerodynamic flight control in response to electro-mechanical signals and are attached to the munition body

b. Structural body assemblies including the structure, covers, skins, adhesives, and fairings not directly applicable to any other Level 3 munition subsystem

c. Protection devices for stressing environmental conditions such as thermal protection system or rain erosion that are not directly applicable to other Level 3 munition subsystems

1.1 Munition

Historically, munitions were unguided weapons unpowered after leaving its launching device that has as its purpose the destruction of some object or target.

1.1.1 Airframe

This element comprises the structural framework that provides the aerodynamic shape, mounting surfaces and environmental protection for the munition components, which are not directly applicable to other specific Level 3 munition subsystems.

1.1.2 Propulsion - MK66

The element comprises the equipment integral to the munition, which provides supplemental forces post launch to propel the munition from its launch position to the target or to assist in countering the forces of drag (i.e., base bleed). The equipment may employ solid rocket motor or air-breathing technologies.

1.1.2.1 Hydra 70 (covers army items below

denoted with AUR)

The structure (integral to the propulsion system), propellant, controls, instrumentation, and all other installed subsystem equipment integral to the rocket motor or engine as an entity within itself.

1.1.2.1.1 Rocket Motor Integration, Load, Assembly, Pack, Test and Checkout

This element includes the load, assembly and packing of the MK66 Mod4 rocket motor at the contractor facility and includes integration, assembly, inspection and checkout of the complete rocket motor ready to integrate with warheads fro Army All Up Rounds.

1.1.2.1.2 Rocket Motor Grain

The structure (integral to the propulsion system), propellant, controls, instrumentation, and all other installed subsystem equipment integral to the rocket motor or engine as an entity within itself.

Rocket Motor. This element is applicable to a solid propulsion system and consists of the thrust producing component in which solid propellant, made up of fuel and oxidizer, is combusted and expelled through a nozzle. It includes the pressure vessel, an igniter, internal insulation, solid propellant and a nozzle. If applicable it includes the functionality to move the nozzle or a portion of the nozzle but not the actuation system to cause that movement.

1.1.2.1.3 Rocket Motor Tube

The motor tube supports the other components of the rocket. Presently, all motor tubes are aluminum, threaded internally at the front end for warhead installation, and grooved or threaded internally at the aft end for nozzle and fin assembly installation. The Mk 66 Mods rocket motor tube is an integral bulkhead type of motor tube and is impact-extruded from aluminum stock.

1.1.2.1.4 Nozzle/Fin Assembly

This element includes the nozzle assembly for the Mk 66 and consists of the nozzle body, carbon insert, fins, contact band assembly, and weather seal. The steel nozzle body expansion cone has flutes that cause the rocket to spin during free flight.

1.1.2.1.5 Stabilizing Rod

This element is comprised of the stabilizing rod, located in the perforation of the motor propellant grain, is salt coated to prevent unstable burning of the propellant. It also reduces flash and after burning in the rocket motor, which could contribute to compressor stall and flameout of the aircraft jet engines.

When the propellant ignites, the stabilizing rod ensures that the grain ignites simultaneously forward and aft.

1.1.2.1.6 Rocket Motor Igniter

The igniter heats the propellant grain to ignition temperature. The igniter used in the 2.75-inch motor is a disc-shaped metal container that contains a black powder and magnesium charge, a squib, and electrical lead wires. It is located at the forward end of the motor.

1.1.2.2 Air Force (used as GFE for AF

programs)

The structure (integral to the propulsion system), propellant, controls, instrumentation, and all other installed subsystem equipment integral to the rocket motor or engine as an entity within itself.

1.1.2.2.1 Rocket Motor Integration, Load, Assembly, Pack, Test and Checkout

This element includes the load, assembly and packing of the MK66 Mod4 rocket motor at the contractor facility and includes integration, assembly, inspection and checkout of the complete rocket motor ready to ship.

FORM(S)

1. DD Form 1921-3 (CBDR): The DD Form 1921-3 is a mandatory requirement for all prime contractors and subcontractors performing work on contracts which contain CSDR requirements. As such, the contractor must ensure that its FPR business entity submits a completed DD Form 1921-3 within 60 days subsequent to the end of the contractor's fiscal year. Only one DD Form 1921-3 submission is required per FPR business entity, independent of the number of contracts with CSDR requirements held by the business entity. This is not a contract-specific deliverable. The contractor must ensure that the requirement is being fulfilled at the FPR business level while any CSDR requirements are being fulfileed at a contract level.

2. Non-Recurring/Recurring Definitions: The contractor will utilize the specific definitions and requirements in the CSDR Manual (DoD 5000.04-M-1) and the definitions in the DIDs for the DD Forms 1921 and 1921-1 to segregate recurring and nonrecurring costs. Refinements or expansions to these definitions are TBD pending the post contract award conference.

3. Cost Accounting Standards (CAS) Disclosure Statement Differences: The contractor will complete the 1921 reports by complying with the company's CAS disclosure statement . The CAS Disclosure Statement will be reviewed during the post contract award conference to include addressing the need for mapping from the contractor's accounting system into the required contractor cost data reporting (CCDR) functional categories.
