About this file
This document provides refurbishment acceptance criteria for containers, pallets, and pallet adapters used in the Hydra-70 Rocket System. Key details include:
Containers must meet criteria for structural integrity, weldments/finishing, and marking. Refurbished containers require POP labels noting the refurbishment number and contractor identification. Pallets must meet criteria for structural integrity allowing minor surface damage, limited rust, and require cleaning and repainting. Pallet adapters similarly must meet integrity criteria allowing minor surface damage and limited rust, and also require cleaning and repainting. All items are inspected to ensure they are explosive free prior to refurbishment.
The related federal contract opportunity notice is for the Hydra-70 Rocket System production and engineering services contract to be awarded as a single-source hybrid FFP and cost-type five-year IDIQ. The contract scope includes procurement of rocket motors, warheads, containers and components, packaging, and engineering services to maintain the system. The anticipated award is restricted to members of the National Technology and Industrial Base.

2.0 WELDMENT / FINISH
2.1 Butt and fillet welds / joint separation cracking, deformation are NOT allowed.
2.2 Abrasions and scuffs due to normal handling, are allowed .
2.3 If, after cleaning, the container and cover assembly MEET the above weldment / finish criteria, they are suitable for reuse and shall be processed for relabeling.
2.4 If, after cleaning, the container and/or cover assembly do not meet these weldment / finish criteria, they shall be put aside for government disposition.
2.5 Reused Containers: Reused containers shall meet the above weldment / finish criteria with no rework, except for obliteration of field markings and removal of labels that may not be fully attached to the container.
3.0 MARKING
3.1 Containers and covers shall exhibit no field marking.
3.2 Reused and Limited Refurbishment Containers: The containers shall have POP label, applied IAW applicable packing and marking drawing. Current POP label may be used if the original label has been obliterated or not readable. An “R1” designation, followed by the refurbishment contractor's three letter manufacturer’s identification symbol shall be applied behind or below the container lot number (e.g. R1 DFT). The refurbishment number designation (R1, R2, R3, etc) and contractor’s identification symbol shall be updated each time a refurbished container is subsequently refurbished.
The second reuse of a container shall have the R1 and manufacturer’s symbol obliterated and replaced with R2 (e.g. R2 DFT). Container label shall be IAW drawing 13654226.
