About this file
This is an ABS (American Bureau of Shipping) technical review document for a Monitor & Alarm System Profinet Upgrade project dated January 19, 2021.
The document contains ABS Global Engineering's formal review of design documentation for two National Oceanic and Atmospheric Administration (NOAA) vessels: the "Oscar Elton Sette" (Class No. 8801905) and "Gordon Gunter" (Class No. 9000291), both Halter Marine Inc. vessels with hull numbers 1123 and 1128, flagged under the United States of America. The review evaluated five documents against ABS Rules for Building and Classing Marine Vessels, 2020. The submitted documentation included a Monitor & Alarm System Profinet Upgrade Overview, Monitor System Profinet Upgrade drawing, NOAA alarm inputs specification, Gunter PSTP, and an FMEA (Failure Mode Effects Analysis) for both vessels. Three open technical comments were identified requiring resolution: Comment E-001 addresses security controls for alarm set points and disabling, requiring implementation of keyswitch, keycard, password, or other approved methods per ABS Rules 4-9-3/5.1.1; Comment E-002 notes the system's Category II Computer Based System classification and mandates ABS Surveyor witnessing of on-board testing and maintenance of development procedures and software quality documentation per ABS Rules 4-9-3; and Comment E-003 requires provision of at least two computers with keyboards and monitors at the centralized control station per Marine Vessel Rules 4-9-5/9.3. Contact for clarifications is Emil Shtaygrud at 281-877-6952 or eshtaygrud@eagle.org.
