Substitution Request #5 Summary
This document is a substitution request compilation from the Oregon Department of Forestry (ODF) for the Santiam Fire & Administrative Buildings construction project located in Lyons, Oregon. The file contains ten substitution requests submitted by contractors and suppliers during the bidding phase, with a submission deadline of January 28, 2026, at 8:00 AM. Requests cover various construction materials and systems including cabling products (Belden termination hardware, Leviton fiber optic cables), continuous hinges (Ives and Best aluminum geared hinges), power supplies (Schlage Electronics PS902 RCI DKPS), electrical power transfer devices (Securitron CEPT), door closers (LCN 4040XP), door stops and holders (Glynn-Johnson and Dorma 700/900 Series), and sectional doors (Raynor AlumaView AV200). Of the ten requests, six were approved as submitted or with notes, while four were denied for failure to meet State of Oregon hardware standards or energy code requirements. Approvals include Belden cabling termination hardware, Leviton and Panduit fiber products, Ives continuous hinges, Schlage power supplies, Securitron electrical power transfer units, and Glynn-Johnson door stops. Denials include Von Duprin rim exit devices, Schlage mortise locks, LCN door closers, and Raynor sectional doors due to noncompliance with ASHRAE 90.1-2019 prescriptive U-value requirements for non-swinging doors.
The document includes detailed product specifications and technical data sheets for approved and denied items, along with supporting documentation from manufacturers such as Belden, Leviton, BEST hinges, dormakaba, and DORMA. Review and approval authority rests with the A/E representative, identified as Todd Schenbeck from Interface Engineering and Mary Fierros Bower from LRS Architects. Signed approvals are dated January 27, 2026, following submission review on January 26, 2026. The substitution requests reflect standard bidding phase procedures allowing contractors to propose alternative products meeting specification requirements, with architectural and engineering staff evaluating conformance to code standards, project specifications, and state procurement guidelines.

1. Per the current energy code, our Comcheck references ASHRE 90.1 2019 versus
ASHRE 90.1 2007.
2. Our ComCheck uses the baseline prescriptive U-value of 0.31 for non-swinging doors. Thus the Reynor substitution request is rejected as it doesn't meet Energy Code Requirements noted below.

APPLICATION
ADVENTUM ARMOR-TEK products consist of indoor/outdoor rated fiber optic loose tube cables encased in an aluminum, spirally wrapped armor in an interlocking configuration. The armored cable is then covered with a plenum rated jacket to prevent snags during installation. ARMOR-TEK fiber cables can be used in any of the following installation enviroments:
indoor/outdoor, in backbones, between closets and in fiber to the desk. ARMOR-TEK is a viable and cost effective solution for applications where a pathway is beyond its full ratio, for areas where extra physical security is a concern, in fast track installations, between buildings, and in trays.
Leviton recommends installation procedures per ANSI/TIA- 758, customer-owned outside plant telecommunications infrastructure standard.
BENEFITS
| • | Eliminates the need for conduit or plenum innerduct |
| • | Significant cost savings in both materials and labor |
—up to 25%
| • | Accommodates last minute relocations or pathway changes |
| • | Provides a higher concentration of cables in an area |
than conduit
• Can be installed in campus environments due to the durability and indoor/outdoor rating of the cable

APPLICATION
The OPT-X 1000i SDX Rack-Mount Enclosure allows for inter-connect or cross-connect between backbone cable and active equipment while using minimum rack space in a frame or cabinet setting. The enclosure's features and design allow for easy field termination of connectors, splicing, or pre-terminated plug-and-play solutions. The fiber enclosure is primarily used in data centers, equipment rooms, and telecommunication rooms.
SPECIFICATION
Fiber enclosure shall be available in 1RU, 2RU, 3RU, and 4RU versions to accommodate termination and splicing of fiber. A removable sliding tray shall also be available in 1RU and 2RU enclosures. Adapter bulkhead shall accept SC, LC, ST, and MTP® adapters, and Plug-n-Play MTP cassettes.

Architectural Steel And Stainless Steel Barrel Type Continuous Hinges 640, 650, and 650HD Series Continuous Hinges
Resembling a piano- type pinned hinge, high performance mild steel, and 304 series stainless steel continuous hinges designed to withstand the most-punishing day-in-day-out use. In high use and high abuse openings, safe and reliable door operation depends on the smooth performance of the hinge system. A continuous hinge ensures complete alignment between the door and frame, resulting in smooth, maintenance free operation in the most demanding conditions.
• Tougher than typical nylon, Nylatron® bearings contain solid lubricants that contribute to low dynamic and static .coefficient of friction and when combined with elements that complete it’s chemical and physical make up result in low abrasion resistance and longer life
• Superior bearing assembly design inhibits dirt collection
• Two stainless steel bearings, top and bottom, prevent door sagging if Nylatron® bearings degrade during a fire
• BHMA certified
• Conforms to ANSI/BHMA Standard A156.26–2006, Grade 1-300
• Standard duty hinge is made out of 14 gauge material and supports doors weighing up to 600lbs., not exceeding 4' in width.
• Heavy duty hinge is made out of 12 gauge material and supports doors weighing up to 900lbs., not exceeding 4' in width.
• UL and ULC tested and certified to UL10C standard for 4' x 10' single doors and 8' x 10' pairs of doors
• Easily cleaned smooth surfaces prevent accumulation of dust and dirt
• Optional integrated edge guards protect the exposed door edges from damage
• Slim barrel draws minimum attention to the hinge.
Nylatron® is a registered trademark of Quadrant
Concealed Teflon coated pin for smooth, quiet operation
Except for stainless steel top and bottom bearings, twin Nylatron® bearings are located between all other knuckles

The dormakaba DKPS-2A power supply/charger is designed to convert 120-240 VAC, 50 or 60Hz into a continuous 2 Amp supply at 12 or 24VDC power outputs (switch selectable).
The DKPS series power supply has 2 supervisory outputs (AC power fail & battery fail) and the power distribution controller board also has 2 supervisory outputs (DC Fail & status) that can be connected to remote access control units to monitor the power supply operation. Supervisory outputs have form C relay.
This DKPS model includes a power distribution controller board that features electronic over-current protection on the 8 voltage outputs that can be used in a wide array of access control and egress door applications.
Application permitting, the DKPS series power supply provi-des several standby battery options for continuous power in case of an AC power failure for a specified period of time.
The DKPS power supply series also available in 4A and 6A models to suit multiple applications.
Robust applications Supplies eight voltage (12/24 Vdc at 2.0 amp) fail safe or fail secure outputs to support access devices including:
• Electromagnetic locks, electric strikes & power bolts
• Specialty Electric locks
• Motorized Latch Retraction (MLR)
• Egress doors and exit devices
Ease of Maintenance
• Convenient metal housing which can accommodate up to two (2) 7 AH rechargeable batteries depending on your application
