About this file

This is a Questions and Answers document for Request for Proposal (RFP) S-DASOBO-00015003 issued by the Oregon Department of Forestry (ODF) for the construction of replacement Santiam Fire and Administrative Buildings. The document addresses clarifications submitted by prospective bidders prior to December 4, 2025, at 12:00 PM. Key clarifications include confirmation that ODF and its architect-engineer firm will issue an addendum addressing updated A2L refrigerant requirements for the VRF HVAC systems to reflect current compliance standards, removal of the 27 41 16 Integrated Audio-Video Systems specification which was included in error as Audio-Video equipment will be Owner-furnished and Owner-installed, confirmation that AWI certification is required for all architectural woodwork and cabinets regardless of manufacturer proprietary labeling systems, and clarification that furniture not permanently affixed to the buildings is designated as Owner-Furnished Owner-Installed (OFOI) and is outside the contractor's scope of work.

The responses indicate that Addendum #2 will be issued to address specification revisions related to refrigerant requirements and AV equipment removal. The project maintains strict requirements for quality standards and industry certifications, with the ODF prioritizing AWI certification to ensure durability and compliance with Architectural Woodwork Institute standards. The clarifications demonstrate the ODF's commitment to defining clear scope boundaries between contractor-provided construction services and owner-provided furnishings and equipment, thereby reducing potential disputes and ensuring bidders submit accurate proposals based on well-defined project parameters.

Request for Proposal (RFP) S-DASOBO-00015003

ODF Santiam Fire and Administrative Buildings

Question #1:

Reviewing the HVAC Equipment schedule we noticed that the VRF systems are laid out with R410 refrigerant equipment. Could a revised/updated equipment schedule be provided that reflects the current A2L refrigerant requirements including a refrigerant compliance schedule?

Answer:

ODF and the A&E firm intend to issue an addendum to address the updated refrigerant requirements.

Question #2:

I see the 27 41 16 AV specification, and I see some AV called out on the Electrical drawings. I'm not seeing any line drawings or any information that defines the AV scope. Is the AV included in this bid?

Answer:

• 27 41 16 Integrated Audio-Video Systems and Equipment specification was included in error and will be addressed in amended Specs in upcoming Addendum #2.

• The project does not include Audio-Video equipment.

• AV equipment will be handled by the Owner.

Question #3:

Will the customer forego AWE Certification, listed in Division 06 4000 (1.5)(A)(1), if manufacturer provides its own proprietary labeling system.

Answer:

No, AWI certification is required.

AWI certification is essential because it ensures quality, consistency, and compliance with established industry standards. This certification demonstrates a firm’s expertise and its commitment to the rigorous fabrication, finishing, and installation requirements set by the Architectural Woodwork Institute. AWI-

Question #3:

I noticed callouts for relocation of existing furniture and potential need for new once the construction is complete. Digging further into the actual documents nothing was called out on that scope of work to bid. Will this be to come or is this a OFOI portion of the project?

Answer:

Furniture not permanently affixed is Owner-Furnished Owner-Installed (“OFOI”) for this project.
