About this file
This is a Questions and Answers document issued by the Oregon Department of Forestry (ODF) in response to inquiries regarding Request for Proposal S-DASOBO-00015003 for the Santiam Fire and Administrative Buildings Construction project. The document addresses bidder questions submitted before November 21, 2025, at 8:00 AM. The project involves the replacement of two buildings destroyed in the 2020 Labor Day Fires at 22965 North Fork Road SE in Lyons, Oregon, including construction of a new single-story fire station with shop area and an administrative office building totaling approximately 12,000 square feet. A mandatory pre-bid conference is scheduled for January 20, 2026, at 10:00 AM PST at the project site, with bid submissions due February 12, 2026, at 2:00 PM PST through the OregonBuys eProcurement system. The project has a targeted start date of March 3, 2026, with substantial completion required by May 30, 2027, and final completion by July 7, 2027.
The document clarifies that buildings designated for demolition as part of the project require asbestos testing, which is the responsibility of the awarded contractor. If asbestos abatement is required, the contractor is responsible for completing the abatement work directly or subcontracting it to qualified specialists. The response explicitly states that an Asbestos Liability Endorsement is mandatory for either the primary contractor or any subcontractor engaged in asbestos-related work, as detailed in Addenda #1. The project cost estimate ranges from $7,500,000 to $8,500,000, with funding sourced from both state and federal resources, including potential FEMA grant funding. Contractors must comply with State Buy America provisions and federal procurement rules, maintain 12% apprentice utilization for apprenticeable work, adhere to prevailing wage rates, provide performance and payment bonds, and maintain workers' compensation and commercial general liability insurance with $1,000,000 per occurrence limits. Liquidated damages of $500 per calendar day will be assessed for failure to meet the substantial completion deadline.
