About this file
This document is a Questions & Answers #3 response from the Oregon Department of Forestry (ODF) addressing clarifications submitted by bidders for the Santiam Fire and Administrative Buildings construction project located in Lyons, Oregon. The project involves the replacement of two buildings destroyed in the 2020 Labor Day Fires, comprising a single-story fire station with shop area and an administrative office building totaling approximately 12,000 square feet. Key technical clarifications provided include specifications for underground conduit installations (fiberglass or PVC coated RMC per division standards), utility vault coordination responsibilities between the Construction Program Inspector (CPI) and the Electrical Contractor, temporary power design responsibility assigned to the contractor with coordination required with CPI and the Owner Project Manager, and confirmation that job trailer space availability is the contractor's responsibility to verify during site walks. The responses confirm that CAD files will not be available until after contract award, and a mandatory pre-bid conference is scheduled for January 20, 2026, with bid submissions due February 12, 2026, at 2:00 PM PST through OregonBuys.
The responses provide detailed specifications for technology and security systems, including access control server provision by the contractor, one client station with one dedicated to access control, requirement for OSDP card reader technology (Wiegand unacceptable), iCLASS credential format for 60 cards, two exterior cameras with 180-degree field of view and 4K minimum resolution, and managed network switches for cameras utilizing a single network port on the Owner's switch. Fire alarm systems in both buildings are to be networked together requiring a single monitoring contract, with intrusion monitoring and systems confirmed as not required for the project. The document clarifies that the existing building constructed around 1967 requires asbestos survey and abatement as the successful bidder's responsibility, buried transit pipe specifications are addressed in Addendum #2, underground refrigerant piping requirements are specified on drawing M101, and Division 26 power conduit must be routed separately from refrigerant conduit. Shop drawing coordination methodology, including potential BIM coordination, is the contractor's responsibility with BIM model availability upon request with an indemnification agreement.

No brand specific cameras. ODF requires 180 degree field of view, with a 4k resolution minimum.
Question #15:
Is there a network switch for the video in the Fire Shop Building, or will that cabling continue to the office building?
Each building is to return to their own Telecom Room.
Question #16:
There is no access control or intrusion in the Fire Shop Building. Please confirm that is accurate.
There should be a card reader at the Fire Shop south door, no intrusion.
