About this file

This is a permit set of architectural and engineering drawings for the Oregon Department of Forestry (ODF) Santiam Facility North Cascade District Headquarters project located at 22965 North Fork Road SE, Lyons, Oregon. The project encompasses the reconstruction of an administrative office building (6,825 square feet) and a fire shop building (4,251 square feet), along with associated parking, site improvements, and utility infrastructure. Both buildings are designed as Type V-B wood construction with sprinkler systems, and the ODF is voluntarily designing the structures to meet Seismic Risk Category IV standards. The project site is approximately 5.8 acres in a rural setting zoned for public use, with the developed southern portion containing the proposed office and fire shop buildings. The drawing set includes 131 sheets covering general, civil, landscape, architectural, structural, mechanical, electrical, plumbing, technology, and on-site wastewater treatment systems. The design team includes LRS Architects (prime architect), Civil West Engineering Services (civil/survey), GreenWorks (landscape), Miller Consulting Engineers (structural), Interface Engineering (mechanical, electrical, plumbing), GeoEngineers Inc. (geotechnical), and Forensic Building Consultants (envelope consultant).

The project scope includes demolition of existing structures (fire cache and workshop building), decommissioning of septic systems, and site grading with stormwater management infrastructure featuring an infiltration pond. The site plan identifies new utility connections including water service, fire hydrant installation, and coordination with Lyons-Mehama Water District for a new two-inch water meter. The mechanical systems utilize variable refrigerant flow (VRF) heat pump technology with multiple condensing units and ducted fan coil units, energy recovery ventilation, and electric heating for ancillary spaces. Special inspections are required for fire alarm systems, fire sprinkler systems, distributed antenna systems (DAS) for emergency responder radio coverage, Knox boxes, occupancy load signage, portable generators, and septic systems. The bid set was issued October 15, 2025, with permit set dated May 19, 2025, indicating the project is in advanced design development with separate permits required for fire and life safety systems to be determined during the fire marshal's trade plan review process.
