About this file

This is a Questions & Answers document issued by the Oregon Department of Forestry (ODF) in response to contractor inquiries regarding Request for Proposal S-DASOBO-00015003 for the Santiam Fire and Administrative Buildings construction project. The RFP seeks construction services for the replacement of two buildings destroyed in the 2020 Labor Day Fires at 22965 North Fork Road SE in Lyons, Oregon. The project involves construction of a new single-story fire station with shop area and administrative office building totaling approximately 12,000 square feet, along with site improvements including parking lot modifications and a stormwater retention pond. A mandatory pre-bid conference is scheduled for January 20, 2026, at 10:00 AM PST at the project site, with bid submissions due February 12, 2026, at 2:00 PM PST through the OregonBuys eProcurement system. The project has a targeted start date of March 3, 2026, with substantial completion required by May 30, 2027, and final completion by July 7, 2027.

The project cost estimate ranges from $7,500,000 to $8,500,000, with funding sourced from both state and federal resources, including potential FEMA grant funding. Bidders must be licensed with the Oregon Construction Contractors Board and provide bid security equal to 10% of the total bid amount. The contract requires performance and payment bonds, workers' compensation insurance, and commercial general liability insurance with $1,000,000 per occurrence limits. Additionally, contractors must comply with State Buy America provisions, federal procurement rules, 12% apprentice utilization for work hours in apprenticeable occupations, and prevailing wage rates established by the Oregon Bureau of Labor and Industries. The Q&A document addresses asbestos survey and testing requirements, clarifying that while buildings to be demolished are subject to asbestos testing, the responsibility for testing and any required abatement falls to the awarded contractor. Contractors or subcontractors performing abatement work must obtain an Asbestos Liability Endorsement as described in Addenda #1. Liquidated damages of $500 per calendar day will be assessed for failure to meet the substantial completion date.
