About this file
This document is a Questions & Answers #4 response compilation for Request for Proposal (RFP) S-DASOBO-00015003 issued by the Oregon Department of Forestry (ODF) for the Santiam Fire and Administrative Buildings construction project. The Q&A document addresses 41 questions submitted by bidders before February 2, 2026, at 5:00 PM and provides clarifications on structural design, building systems, material specifications, and scope definitions. Key clarifications include confirmations on shear wall blocking requirements, door frame specifications, plumbing fixture details, electrical conduit materials and installation methods, HVAC access panel specifications, signage ownership (Owner Furnished/Contractor Installed versus Owner Furnished/Owner Installed), hardware group corrections, and underground utility routing. The document specifies that hazardous material surveys remain the contractor's responsibility with abatement handled via change order, that the construction timeline may be amended if abatement is required, and that bidders should submit a lump sum bid using Attachment A Form A-2 Pricing Form rather than itemizing costs in OregonBuys.
Notable technical clarifications include specifications for 48"x60" custom HVAC access doors (Milcor or equivalent), PVC versus fiberglass conduit requirements based on utility company directives, glass type specifications for various door assemblies, shower bench and locker bench specifications, signage schedule delivery post-bid, site fence height confirmation of 7 feet, and conduit routing from the Office Building Server Room to the Existing Oregon State Building using two 2-inch conduits. The response addresses material substitution requests for Pental Quartz countertops through formal Substitution Request procedures, confirms door hardware group revisions for proper application, and provides clarifications on data cable requirements at various outlet locations. The document also includes a technical drawing submission for an exterior access door detail from Duravent Group showing standard door sizes, materials specifications, and installation requirements for masonry and stud wall applications.

Questions & Answers #4 Questions submitted before 2/2/26 at 5:00pm
Request for Proposal (RFP) S-DASOBO-00015003
ODF Santiam Fire and Administrative Buildings
Question #1:
Regarding the structural wall framing:
The structural engineer has done a great job drawing detailed shear wall elevations.
These drawings don’t show any blocking.
The structural notes seem to indicate blocking will be required.
So, the question is – do we need blocking?
Answer:
All sheathing panel edges at shear walls are to be blocked per note 2 on the shear wall schedule on 1/S801.
Blocking is also shown at panel joints on the typical wall elevation on 1/S800. The framing elevations on S301 and S302 do not show the shear panel layout or blocking that is required at panel edges.
Question #2:
Pond in SW corner:
Drawing show a double line around the perimeter.
Is that a concrete curb or is it just indicating grade countours?
The additional line at the perimeter of the pond is an unlabeled grading contour (686). This contour line will be removed for clarity on sheets. Curbing is proposed along the north edge of the pond where the pond borders the paved drive. No curbing is proposed along the remaining perimeter of the pond.
S-DASOBO-00015003 ODF Santiam Fire & Administrative Buildings Page 2 of 13
Question #3:
Frame SF1 is listed on the door frame types but not on the door schedule. Please clarify where this frame is located on the project.
SF-1 is not used and will be removed.
Question #4:
Please clarify the door type for Door 131B (break room). It’s listed as SF-1 door type but that is not on the door legend. Also, confirm if this is an aluminum storefront door installed in a hollow metal steel frame.
The details are conflicting.
Door 131B
Door Type : Change from SF-1 (Single Glase Door) to SF2 (Double Full Glaze Door)
Door Material: Change from WD-SC (Wood Solid Core) to SF (Store front door)
Frame Type: Per door schedule - HMF4-S (Hollow Metal)

Question #5:
The drawings for the reception window call out a security glass but no spec is provided for this area.
Can you clarify the intent?
The detail will be amended to remove security glass note and revised to standard tempered ¼” glass.
Question #6:
Per 26 05 33 it is noted that utility conduit 90 degree bends are to be PVC coated GRC or fiberglass. After speaking with the power utility company (CPI) it was revealed that they are requiring PVC sweep 90s. Please confirm.
Answer:
Utility requirements take precedence for primary and secondary conduits over specification requirements. Proceed as directed by CPI.
S-DASOBO-00015003 ODF Santiam Fire & Administrative Buildings Page 4 of 13
Question #7:
Per 26 05 33 ALL underground 90 degree elbows are to be either PVC coated GRC or fiberglass. Requesting confirmation that this is accurate and that typical PVC 90 degree elbows are not allowed for feeder, branch circuit, or data conduits installed in underground PVC.
Answer:
Ok to use PVC elbows on project except the 1004X feeder to seed storage building panel ‘2SS’ due to length of pull and size of conductors.
Question #8:
Per- P204 the overhead truck fill is fed from above on the domestic water line entering the building from the SW
Per detail-5 P701 the overhead tuck fill station is to be fed from below from (Civil) and is missing required backflow device. Disregard the part of the 2” line to civil , floor plan is correct, water to be supplied by the building
The Civil Engineer contacted Lyons-Mehama Water District and confirmed that a backflow preventor on the domestic water service is required. Sheet C103 will be revised to show a 2” backflow preventor (keynote 48). The unit is installed above the ground and enclosed in an insulated cover. See Addendum #3 (to be posted shortly).
Please confirm routing of supply piping for overhead truck fill. Overhead, but the piping needs to drop down per detail so someone can turn on & off and drain when done.
Is installation of truck fill station plumbing scope? Yes, typically the GC has had the plumbing contractor do this scope on other similar projects.
Answer: See above answers in blue.
Question #9:
The site plan A002 has a note 15 for a new Monument signage and note 33 for a new Fire Danger sign. I looked at the site details page A901 and there were no details for either of these. I also checked the signage specification section 10 14 00 and didn’t find any information regarding either of the signs. Will these signs be OFCI or will LRS be providing us with details to provide/ construct these two signs?
Answer:
It has been determined that a new monument sign is not necessary. The existing monument sign is to be refurbished by the Owner, and contractor to reinstall the monument sign (OFCI). The Fire Danger sign is to be (OFOI).
S-DASOBO-00015003 ODF Santiam Fire & Administrative Buildings Page 5 of 13
Question #10:
The signage specification section 10 14 00 1.1 A. Calls out for the building signage to be OFCI, but if you continue to the submittal Section 1.3 in the specifications, it calls out for the contractor to provide submittals and samples for the signage. If the signs are owner furnished, the contractor shouldn’t be having to do a submittal for signs. Can you please confirm that the building signage is OFCI?
The building signage is OFCI. The specification will be amended to indicate that submittals and samples for the signage are not required to be submitted by the contractor.
Question #11:
The RCP A401 note 402 calls out for a HVAC 4’x6’ ceiling access hatch, see detail 2/A950, which doesn’t exist, but there is a detail shown on 2/A952. There is no manufacture/ model # reference called out on the RCP or the detail. Furthermore, there no specifications section for access panels. Can you please provide the specifications for what we need to be using for this access panel?
Reference detail 2/A953. Also reference specification section 23 00 00 2.3 Access Panels. See attached for basis of design access door Milcor manufacturer cutsheet (or owner approved equivalent), 48”x60” (Custom Size) is required, painted steel & lockable.
Question #12:
The drawings A401 and A402 RCP Legends show a symbol for a 24” x 36” ceiling access door assembly into the attic. There is, however, no symbol shown on the RCP showing the location of the ceiling access. Furthermore, there is no manufacture/ model# called out in either the drawings or the specifications. Will we be using the acoustical ceiling for access into the attic space or will LRS be providing a ceiling access location for both the office building and the fire building along with a specification for what we should be providing?
Please disregard size noted in legend. See keynote 402 for size of exterior soffit hatch door. An interior ceiling access door is not required. See mechanical drawings showing units located above ACP. See response to question #11 for additional information.

Question 13:
Drawing A241 calls out a plumbing fixture FX-15 in the ADA shower 202C and Shower 202B. When you reference A800, this note calls for a shower bench CFCI. I checked the specifications Division 6 and the 22 40 00 Plumbing fixtures and there is no mention of a shower bench. Can you please provide a detail or a manufacture for the shower bench. I am assuming it will be a wood top on a steel frame since it is located outside of the shower. Furthermore, it looks like there is possibly 4 more benches located in the Drying Room & Laundry with no notes or call outs. Is this OFCI furniture? Please specify what these are as well.
Please provide the following shower bench (FX-15) or equal: See 10 2813 Toilet Accessories for required folding shower seat.
See specification section 10 5113 Metal Lockers for required locker benches (4). Locker benches are
CFCI.
Question 14:
On this project we were supplied distances and conduit sizes for the power and fiber underground conduits. I wanted to make sure there was no additional requirements such as can the 36” sweeps be PVC or are they required to be fiberglass, and at what distances would this change.
Answer:
Fiberglass sweeps will not be required on this job. 36" long radius Schedule 40 PVC sweeps will be required. Attached are the design sketch for your reference (attached hereto).
No exception taken to answer from Heather with CPI regarding primary and secondary feeders. Underground conduits for fiber will require a 48” sweep for a 4” conduit, or a 24” sweep for a 2” conduit to account for fiber cable bend radii.
Question 15:
Per the bid documents the hazmat survey falls in the GC’s scope which is not typical, especially given when the existing structures were built. We have never been asked to bid an abatement scope without an owner provided hazmat survey to reference before and it is our opinion that abatement should be accounted for in the bid as an allowance amount that is set by the Owner. Otherwise, bidders would just be guessing at the scope and we’ve already been told by several abatement subs that they will not submit a bid without a survey.
The contract only accounts for the survey. Any abatement will be handled via a change order.
S-DASOBO-00015003 ODF Santiam Fire & Administrative Buildings Page 7 of 13
Question 16:
The other issue with this is schedule on a project with liquidated damages. The GC would not be able to order a hazmat survey until after a NTP is issued and would not be able to begin work until results comeback which could take several weeks+. Has this been accounted for in your construction timeline?
Answer:
The construction timeline can and will be amended if abatement is required. The timeline published is assuming abatement is not necessary.
Question 17:
On the drawings I see most of the data cabling symbols have a number next to the symbol.
Some wall locations just show the symbol without a number.
How many cables are required at these locations. The symbol used is typically a data/telecom symbol, that would require 2 cables.
I do see some symbols with the number 2 beside it. Does that mean all symbols without a number are just 1 cable.
Answer:
The standard telecom outlet without numbers shown is (2) cables per location. Outlets for TV’s show a “(2)” as well by error. However, they should still have (2) cables. Every wall mounted telecom outlet should have (2) cables with the exception of the outlet in the vestibule that only needs (1) cable. WAP telecom outlets also, only need (1) cable. Floor boxes are notated with the proper # of cables needed per location. Each surveillance camera location should get (1) cable
Question 19:
Sheet A002 – notes 10, 15 and 33. No drawings or details exist for these three items. Please advise.
Are these OFOI or not in contract?
Answer:
Note 10 - Concrete Bench with Wood Plank Seat, OFOI
Note 15 - New ODF Monument Sign, see response to question #9
Note 33 – New Lit Fire Danger Sign, see response to question #9
S-DASOBO-00015003 ODF Santiam Fire & Administrative Buildings Page 8 of 13
Question 20:
In the hardware schedule it talks about the following: Auto Operator and Actuators, Furnished by Auto Door section brand BSM Can you supply the specs for this item? I can not find them.
Answer:
Door hardware groups will be updated, removing auto operators and actuators, and furnished by auto door section notations. Auto operators and actuators are not required at this project.
Question 21:
The utility plan is very vague on where and how the sanitary sewer is connected, the existing septic systems are to be decommissioned so where is the new sewer run to? The utility plan shows SS stubs off of the new building but isn't ran anywhere. Also want to confirm that the underground power will be ran by the power company. So no need for any numbers on power at all?
Answer:
The sewer connections are shown on a separate septic system plan. See septic system plans included in Addendum #2. Sewer connections on Sheets W002 and W003 have been revised to match the civil and plumbing drawings. See upcoming Addendum #3.
Sheet C103 has been updated to show the septic system and sewer line routing. The oil/water separator has been revised to provide a connection to the septic system. Changes are shown clouded with a delta
3. See upcoming Addendum #3.
The underground power is shown on the Civil Sheets for reference. See the Electrical Sheets for construction of the underground power. Follow Incoming Electrical Service Division of Responsibility matrix on Sheet E001, this was reviewed by utility and includes their commentary.
Question 22:
I noticed that the spec called for Pental Quartz. Quartz is not an issue, but I caught wind of a potential issue that could affect this job. Pental and Architectural Surfaces are potentially pulling out of the Oregon Market. I know that the last day for the sales rep is in early February. There is a lot still up in the air, but this could quite the difference maker. Would the Owner/Architect be willing to provide a substitution of something that is similar, or be willing to accept an alternate in our bid?
Answer:
If there is an alternate that Bidders would like to put forth, please send a Substitution Request to the Single Point of Contact (Jordan Sim) with product information and this will be considered by the project team.

Question 23:
Do the bollards paint?
Answer: Yes, bollards are to be painted yellow. See detail 6/A901.
Question 24:
The door schedule shows the hollow metal frames as manufacturer finished which isn’t possible. Please confirm these paint in the field.
Answer:
The door schedule will be revised to show painted hollow metal door frames versus manufacture finished.
Question 25:
The wood soffit the fire building and the OTS bay does not call out finishes. Please confirm if these receive paint or stain.
Answer: See detail 1/A931 for exposed soffit to be painted to match the fiber cement panel color. The OTS fire shop bays to be left unfinished (unpainted / stained).
Question 26:
There is a 2” PVC going from the existing warehouse out to the existing Oregon State Building for network feed (and security system right now) that will need to be tied into the new system. The conduit is going to get dug up during excavation, for sure. It runs along the back side of the existing buildings and across the parking area to a 12x12 j-box by the main man door for the Oregon State Building. Should I get the cabling pulled out prior to demo, or is this included in the scope of work?
Answer: Cabling should be pulled out prior to demo and new conduits should be included in scope of work. Provide (2) 2-inch conduits from the Office Building Server Room to pull box on side of the Existing Oregon State Building.
Question 27:
The signage specification section 10 14 00 1.1 A. Calls out for the building signage to be OFCI, but if you continue to the submittal Section 1.3 in the specifications, it calls out for the contractor to provide submittals and samples for the signage. If the signs are owner furnished, the contractor shouldn’t be having to do a submittal for signs. Can you please confirm that the building signage is OFCI?
S-DASOBO-00015003 ODF Santiam Fire & Administrative Buildings Page 10 of 13
Answer: There will not be a submittal required for signs that are OFCI.
Question 28:
The RCP A401 note 402 calls out for a HVAC 4’x6’ ceiling access hatch, see detail 2/A950, which doesn’t exist, but there is a detail shown on 2/A952. There is no manufacture/ model # reference called out on the RCP or the detail. Furthermore, there no specifications section for access panels. Can you please provide the specifications for what we need to be using for this access panel?
Answer: See response to question #11.
Question 29:
The drawings A401 and A402 RCP Legends show a symbol for a 24” x 36” ceiling access door assembly into the attic. There is, however, no symbol shown on the RCP showing the location of the ceiling access. Furthermore, there is no manufacture/ model# called out in either the drawings or the specifications. Will we be using the acoustical ceiling for access into the attic space or will LRS be providing a ceiling access location for both the office building and the fire building along with a specification for what we should be providing?
Answer: See response to question #12
Question 30:
Answer: See response to question #13.
Question 31:
101400 Signage specifications list Building ID (E/G), Building ID (H-1 and H-6), Minor Room ID (N) to be OFCI. Please confirm if all other signage not described above should be provided and installed by the contractor.
Answer: Signage is OFCI.
S-DASOBO-00015003 ODF Santiam Fire & Administrative Buildings Page 11 of 13
Question 32: Mary and Desmond
Door Hardware Group 4 appears incorrect for door 103C. Group 4 is for a double door and floor plan A201 shows 103C as a single. Also, Office Door Schedule on A702 identifies this door as SF in a HMF1-S frame.
Please confirm this is the intended design.
Answer: Door 103C hardware group will be revised to Hardware Group 13 for a single door versus double door.
Question 33:
The specifications call out for a fiberglass door from OHD brand, the only fiberglass door we have is a Residential grade door unfortunately this door doesn’t have all the options that are specified in the spec. We typically would do our aluminum 521 series door or the 592,596 series Thermacore doors that will match everything except the fiberglass part
Answer: This specification was rewritten around aluminum sectional doors that can meet our thermal performance and issued in Addendum 2.
Question 34:
Please confirm the glass type for doors 113-123 with HMF2-SR frames, are double glazed low E glass.
Usually on an interior we wouldn’t see an insulated/double pane low E glass. Could be it a Tempered ¼” Clear? If it is double glazed for sound purposes, should it probably be clear over clear? There are also a few General notes on fire rated frames/doors, but no indications where those apply if at all.
Answer: Glass type for doors 113-123 will be revised to GL-4, tempered ¼” clear.
Question 35:
There is a discrepancy between the plumbing/ civil drawings and the septic drawings for the sanitary stub outs. The sanitary stub outs are shown existing the office and fire building on the west side on the plumbing/civil drawings, but the septic drawings show the sanitary stub out on the east side of the office building and the south side of the fire building. This makes more sense since the septic system tanks and pumps are on the east side of the project and the sanitary wouldn’t have to cross the refrigerant lines per addendum 2. Please confirm which drawing is correct.
Answer: See upcoming Addendum 3 for correct septic system connections.
S-DASOBO-00015003 ODF Santiam Fire & Administrative Buildings Page 12 of 13
Question 36:
I know this question has been already asked several times regarding the GC asbestos testing and abatement responsibility, but it is in the best interest of the state to either have an allowance on the bid documents or remove it from the contract. General Contractors can’t bid this apples to apples with no previous asbestos surveying or AHERA report. It is too ambiguous without knowing all the information. I didn’t see any obvious asbestos during the walk through, but there could be asbestos present as unforeseen conditions. For example, in the sheet rock mud and texture or hidden behind the walls as pipe insulation, therefore it is in the best interest of the state for us not to guess. Please reevaluate the asbestos abatement responsibility.
Answer: Contractor remains responsible for hazardous material survey and testing. Abatement is negotiated by change order.
Question 37:
In Question and Answers #3, Question #16 asks to confirm there is no access control in the Fire Shop. The answer is that ‘there should be a card reader at the Fire Shop South Door'
However, this door (door 201, as per A202) shows Hardware group 13 (as per A702), which has no electrified hardware (as per Spec 08 7100 page 16).
So, what is the purpose of the Card Reader at the South Fire Shop door?
Answer: Door 201, hardware group will be revised to Hardware Group 15
Question 38:
Who will be responsible for paying building permit fees?
Answer: Per contract conditions it is the contractor’s responsibility.
Question 39:
Ref ITB Attachment A Form A-2: Pricing Form:
The Pricing Form in Attachment A of the ITB shows the Total Base Bid as Lump Sum, however the Bid Submission Items in OregonBuys Shows 10 separate bid items. Should the bid form on OregonBuys align with the bid documents issued? Should our bid amount be separated by the items shown on OregonBuys or should our bid amount be lump sum as shown on the Pricing Form in the ITB?
Please submit Attachment A Form A-2 Pricing Form with your bid. Your bid should be a lump sum.
S-DASOBO-00015003 ODF Santiam Fire & Administrative Buildings Page 13 of 13
There is no need to input a price in OregonBuys, the items listed are to notify contractors with those corresponding NIGP codes.
Question 40:
Spec section states min 6 ft fencing refer to Architectural drawings. Sheet A001 shows a 7 ft proposed fence though the detailing for site on sheet A901 has a 6 ft TYP call out. Please confirm site fence height per A901.
Answer: Site fence height is 7 ft, specs and detailing will be revised to show 7’.
Question 41:
Please confirm if a signage schedule will be released for all the OFCI signage.
Answer: Yes, a signage schedule will be provided post bid. Signs that are not shown on drawings are code required signage that installs with double stick adhesive type tape.
