Commitment letters from product and service suppliers must include quality certifications, reference the current solicitation and products offered, committed quantities and equipment, and duration of support. Awards will establish contingency contracts with contractors in each FEMA region to purchase and transport fuel in response to validated FEMA requirements.

LETTER OF COMMITMENT INSTRUCTIONS
SPE605-18-R-0234
ATTACHMENT 6
At a minimum, the following shall be provided in each commitment letter:
1. Certificate of Quality/ Specification Sheet for Product being offered (Supplier Letters of Commitment Only)
2. Reference to specific and current Solicitation Number
3. Reference to product being offered for supply, transport, and/or stored, dependent on the type of commitment letter.
4. Reference to quantities and type of product(s), trucks, portable storage containers, barge, etc. being offered, dependent on type of commitment letter.
5. Reference the duration of the committed contractor’s services with regard to the performance period.
6. Signed and stamped by the owner/president/CEO of the company providing the service and signed and stamped by the primary contractors authorized representative acknowledging the receipt and understanding of that agreement.
