Responses to this attachment will not count toward the page count of the proposal. However, narrative responses within this attachment should not exceed a total of three (3) pages, not including any required supporting documentation (e.g., maps, copies of agreements, etc.)
Identify your strategy to address situations outside of your control (e.g., product being commandeered by unauthorized parties, personnel loss of life/injury, high water, and offroad capability?)
Identify the signed agreements you have in place for contracted equipment to include tank trucks, tank wagons, high water vehicles, portable storage tanks and/or barge.
How do you evaluate the condition and capacities of owned/subcontracted assets to ensure capability to provide sufficient transportation of product? (Reference Performance Work Statement (PWS) paragraph 2.2 and 2.4)
Provide a map (separate sheet) identifying the locations of each entity/facility with whom you have an agreement. Both suppliers and transportation.
What processes and controls will be implimented to ensure accountability of product, trucks, submittal of daily fuel delivery logs, etc.? (Reference PWS paragraph 5.1)
What processes are in place to ensure compliance with industry safety and environmental standards including the prevention and control of fuel spills during fueling opertations?
Site any awards, statistics, etc. to support the superiority of your safety and environmental record.
What equipment and plan do you have in place to maintain communication with delivery assets that may be in areas where the communication infrastructure is inoperable? (e.g., an asset in the field has received conflicting information and needs your staff to validate the correct information with a designated Government official).
In your current commercial business do you use any automated systems? (e.g., fuel accountability, fuel inventory, amount issued and received, GPS or other forms of tracking trucks, point of sale devices)
In your current commercial business how do you maintain the qualifications of personnel? (e.g., security checks, endorsements, licensing, etc.)
