About this file
This supplemental quality assurance provision outlines requirements for a federal contract to provide fuel support services for the Federal Emergency Management Agency and other authorized personnel during disasters and emergencies. The contractor must provide rapid deployment of fuel, including diesel, gasoline, propane and jet fuel, to designated emergency relief areas on a regional, statewide, territorial or tribal basis as needed. The contractor is responsible for complete fuel support through mobilization, delivery and detailed record keeping. The quality assurance provision specifies contractor inspection responsibilities, quality control plan requirements, sampling and testing procedures, conveyance preparation standards, and other terms to ensure fuel meets specifications upon delivery. It provides tables outlining minimum sampling and testing requirements, sample retention periods, and definitions of test series. The supplemental provision aims to establish contingency contracts with fuel providers in each FEMA region to purchase and transport fuel for disaster response as directed by FEMA headquarters on an as-needed basis.
