CONTRACTING QUESTIONS AND ANSWERS
1. What are the contract numbers for the incumbent contracts of these contracts?
Answer:
Ellsworth AFB, SD – SP0600-13-C-5333
Grand Forks AFB, ND – SP0600-13-C-5335
Hill AFB, UT – SP0600-13-C-5336

Mountain Home AFB, ID – SP0600-13-C-5339

2. Reference Instructions to Offers, Proposal Organization, 3.iv. Questionnaires:
Would it be acceptable to the Government to use recently completed questionnaires that are on file with DLA-E through other procurements? This will save
Contracting Officer’s precious time in having to complete multiple questionnaires for the same contractor.
Answer: The Past Performance information must be recent (with the past 3 years) and relevant to the solicitation and requirement for which the services are being sought. If the offeror would like DLA Energy FESAA to consider previously submitted Past Performance Questionnaires, the offeror must annotate the solicitation, solicitation POC, and the PPQ POC in order for the questionnaire to be considered.
3. Regarding Past Performance Questionnaires (Solicitation Section L., Proposal
Organization paragraph 3., iv., p. 129-130). Will the Government permit recently completed questionnaires that have been submitted in recent months for other
DLA-Energy Bulk Storage Services/GOCO procurements? This would prevent
Contracting Officers from completing redundant questionnaires
Answer: The Past Performance information must be recent (with the past 3 years) and relevant to the solicitation and requirement for which the services are being sought. If the offeror would like DLA Energy FESAA to consider previously submitted Past Performance Questionnaires, the offeror must annotate the solicitation, solicitation POC, and the PPQ POC in order for the questionnaire to be considered.

4. Section L Instructions for the Technical/Management section states:
Technical/Management proposals are divided into two categories Volume 1
Technical Proposal-Basic Performance Work Statement and Volume A-F Appendix
AF for each Northwest Region location. Also, it states that the Volume 1-Technical
Proposal shall not exceed 50 pages and the Volume A-F Appendix AF shall not exceed 5 pages for each base. We understand that in Volume 1 we are to answer each of the 8 Sub-Factors but it is unclear as to what we are supposed to answer in the Appendix AF volumes that would consist of 5 pages. Please clarify what information is supposed to be in the Appendix AF Volumes.
Answer: Answer: Under Volume I Technical Proposal – Basic Performance Work
Statement– Contractors are to provide Technical Proposal which includes the 8-subfactors – under Volume I- Technical Proposal – “Technical proposal shall demonstrate the offeror’s ability to meet the Government’s requirements as set forth in this solicitation”.
Under Appendix A-F for each location – Contractors are to provide base specific information (for an example Contractors would provide a detailed layout of their manning, hours of operation, etc…).
5. In the RFP on page 3 it states that Volume 1, (Technical Proposal - basic PWS that we are not to exceed 50 pages. The "basic" PWS appears to contain all elements of a full up Contracted Fuels Operations Management Service.
Question A: If a contractor is only bidding the Contracted Bulk Storage is there a separate PWS which highlights only the requirements for a Contracted Bulk
Storage?
Question B: Under Volume 1, Appendix A-F, what specific "topics" are we expected to address for an individual base? ARE the NTE 5 pages included in the basic NTE
50 pages?
Answers:
A. PWS Appendix AF paragraph I lists functions identified in paragraphs in the
PWS which are only applicable to Fuels Management Services locations. The tasks indicated would not be included as Contractor responsibilities at bulk storage service contract locations.
SOURCE SELECTION INFORMATION. SEE FAR 2.101 AND 3.104 3 of 3
B. Under Appendix AF for each location – Contractors are to provide base specific information (for an example Contractors would provide a detailed layout of their manning, hours of operation, etc…).
As the chart states on pg. 123 of the Solicitation SPE603-18-R-0507 (dated May 5, 2018), under FAR Clause Addendum to 52.212-1, you are to submit 50 pages for
Volume I - Technical Proposal - Basic Performance Work Statement. For each
Appendix A-F, which represents six (6) different locations, you are not to exceed 5 pages for each location. The total number of pages for Volume I will therefore be 80 pages.
