BASE SPECIFIC QUESTIONS: HILL AFB, SD

1. The Appendix AF for Hill AFB states “The PWS indicates that after hours (outside

M-F 0600-1900) will be provided by “Standby” personnel…with no indication as to where these Standby personnel come from: flight or contractor. Blackson Arrow personnel will adjust schedule to meet mission demands such as pipeline receipts.”

What are the responsibilities of Blackson Arrow contractors? How do their responsibilities impact the responsibilities of the awarded contractor?

Answer: Refer to PWS Appendix AF para II.A. (3).

2. Reference PWS Appendix AF – Hill: The workload information states there are 2 transfers performed on average per week. What is the duration of a transfer?

3. Reference PWS Appendix AF – Hill: The workload information references one emergency generator being in the Contractor’s AOR, and that it is inspected daily.

Who is to perform this daily inspection, the Government or the Contractor?

4. Reference PWS Appendix AF – Hill: The workload information references one emergency generator being in the Contractor’s AOR. Please confirm that a

Government entity is responsible for conducting the periodic generator testing.

5. Reference PWS Appendix AF – Hill: The workload information references one emergency generator being in the Contractor’s AOR. Please confirm that the

Government provides the fuel for this generator in the event that the Contractor is responsible for testing.

6. Reference PWS Appendix AF – Hill: The workload information states there are confined spaces. Do Contractor personnel have to enter any of the confined spaces to perform work tasks?

Answer: Refer to PWS paragraph C-5.3.2.2, Appendix C.I.5, and AF para II.A. (3).

SOURCE SELECTION INFORMATION. SEE FAR 2.101 AND 3.104 2 of 4

7. Reference PWS Appendix AF – Hill: The base specific requirements provide a listing of Government-furnished facilities to be used by the Contractor. Are initial and replacement spill kits to be provided by the Government?

Answer: Refer to PWS para C-5.8.2 and Appendix F

8. Reference PWS Appendix AF – Hill: There is no listing of furniture included for the Government furnished facilities. Does the Government provide furniture for the

10. Reference Appendix AF - Average number of receipts per month: “Pipeline receipts take 10-11 hours for 10MBBL barrel receipt. We are at the mercy of the cross country pipeline schedule.”

With a storage capacity of about 6.4M gallons, where would they put a 10MBBL pipeline receipt (420M Gallons)?

11. How many pipeline receipts are received per month? What is the actual duration of the pipeline receipts?

12. Can government please provide more information regarding Note 1 of Hours of

Operation in Appendix AF. Can workload data be provided for weekend pipeline receipts?

13. Does the contractor have to enter confined spaces?

Answer: Refer to PWS paragraph C-5.3.2.2, Appendix C.I.5, and AF para II.A. (3).

SOURCE SELECTION INFORMATION. SEE FAR 2.101 AND 3.104 3 of 4

21. Reference (9) Equipment (NON-EAID), please confirm the statement “Fuels

Management Flight takes care of all maintenance on equipment such as snow blowers and lawnmowers” is correct. Does this mean the Government provides snow blowers and lawnmowers and maintains them or do they provide maintenance for Contractor provided equipment?
