About this file
This document contains answers to questions from industry regarding solicitation SP3300-21-R-5002 for chemical management services and third party logistics services for the Defense Logistics Agency Aviation in support of Fleet Readiness Centers at multiple CONUS locations. The services required include inventory management, staffing plans for three sites including resumes, transition plans, and a storage optimization plan for one site. The deadline for proposal submission was extended from March 12 to March 26, 2021 due to the complexity of proposals required for the three sites. Labor costs for mandatory training will be covered under firm fixed price line items for labor, and offerors may use file sharing systems instead of email to submit proposals electronically by the amended deadline.

1 In consideration of the size limitation and in order to limit the amount of emails for submission, please confirm that the Government will allow offerors to use Adobe Acrobat pdf format in lieu of MS Word format for proposal document submissions.
Even with allowing Adobe Acrobat pdf format for submission in lieu of MS Word format, meeting the 6 MB file limitation will be challenging for proposal volumes with graphics and multiple attachments. Also, e-mail is not a reliable and secure submission method. Instead, can the Government allow proposals to be submitted to a DoD SAFE drop off website? This is the most secure and efficient method for Government proposal submission that is frequently used by DLA for confidential document submissions.
RFP Pg. 92 RFP Section L-28, Item #2 #1: No. The requirements in the RFP Section L-28 paragraph #2 do not authorize the use of adobe acrobat pdf format in lieu of Microsoft Word.
#2: IAW Section L, Volume II, Technical Proposal, the Offerors shall not insert descriptive paragraphs or graphics that take up valuable space that can be used for pertinent information. The Government does not desire excess verbiage, unnecessary and elaborate photographs, length repetitious, disorganized presentations, or any information beyond that is sufficient to present a complete and effective offer.
Offerors may utilize a file sharing system in lieu of submitting electronic versions of proposals as email attachments. This type of submission is subject to the same due date and time as specified under L-28, paragraph 2 of the solicitation. Offerors shall ensure that all parties have the appropriate access to the file share system in advance of submission. In addition, offerors are reminded of FAR 15.208 – Submission, Modification, Revision, and Withdrawal of Proposals for timeliness of proposal submissions relative to electronic submissions. The RFP, Section L-28 will be revised to reflect this information regarding submission of proposals. The conformed RFP will be posted to beta.sam.gov as part of Amendment 0005.

2 The PWS describes mandatory training required by contractor and subcontractor personnel. Are labor costs for the time spent in training covered by the respective cost reimbursement sub-CLINs for travel and training costs or should offerors include hours for mandatory training in their pricing for the FFP labor CLINs and sub-CLINs?
Attachment J.1, PWS Section C-1.3. Contractor Personnel, paragraph C, page 5
Attachment J.1, PWS Section C-3.3.
Government-Provided Facilities, Equipment, Training, And Services, paragraph D & F, pages 12 and 13
Attachment J.1, PWS Section C-4.4. Contractor Training, page 15
The applicable labor costs will be covered under the line item for the applicable FFP line item for labor costs.
3 The Offeror continues to develop its strategy to provide DLA with the best possible solution to maintain production schedules and minimize risk and waste. This process involves in-depth discovery and analysis of the Inventory Management Tool for procurement and inventory control to ensure we e employ the most effective, accessible, and transparent solution possible.
DLA has asked for Site Management, Staffing (including resumes), and Transition plans for three very different sites, plus a comprehensive Storage Optimization Plan for one of the sites. DLA has asked for three different proposals, yet Offerors are only allowed approximately the same time to submit the proposal for the referenced solicitation as if proposing for only one site.
To fully prepare a comprehensive proposal that addresses DLA’s requirements, provides a well-mapped plan for continual improvement, and mitigates risk to both the Offeror and DLA, we respectfully request a
N/A N/A After careful consideration of the offerors request given the estimated procurement timeline, the Government is amenable to extending the deadline for receipt of offers until 26 March 2021. Section L- 28 of the solicitation will be revised to reflect that the hour and date for receipt of offers is 1:00 P.M.
Eastern Local Time on 26 March 2021. The revised RFP will be posted to beta.sam.gov as part of Amendment 0005.
