Amendment 0003
QUESTIONS & ANSWERS DOCUMENT
The following questions have been submitted from industry regarding solicitation SP3300-21-R-5002. Each question has been redacted to ensure anonymity. The Government response is provided in the far right-hand column for each question.

RFP Para Reference (if question relates to RFP)
Government Response
1 The RFP defines 58 CDRLs and 50 individual APLs. Given that CDRLs and APLs may be required at the contract level and/or for each FRC location, a Contractor supporting all sites will submit over 100 CDRLs per month and have more than 100 individual performance measurements. The contract, as currently written, allows the Government to levy deductions on each individual CDRL submission, each APL performance level as well as “…deductions may apply for… other terms, conditions and/or metrics not performed in accordance with contract requirements and/or contractor proposal.” The contract terms, as currently written, present a significant and unconstrained financial risk to the Contractor.
Will the Government establish a maximum limit or cap for monthly deductions?
Pg. 32 F-4
TE 1.1
TE 1.2
There are 56 CDRLs of which 2 are reserved, 26 are essentially one-time submissions at or after full performance commences, 12 are “as required,” and 18 are repetitive submissions.
The Acceptable Performance Levels are broken into 3 categories based upon their impact to the mission.
There are 7 critical, 19 major, and 28 minor.
In accordance with FAR 52.246-4(e): “If any of the services do not conform with contract requirements, the Government may require the Contractor to perform the services again in conformity with contract requirements, at no increase in contract amount. When the defects in services cannot be corrected by reperformance, the Government may
(1) require the contractor to take necessary actions to ensure that performance conforms to contract requirements and (2) reduce the contract price to reflect the reduced value of the services performed.”
The services in this contract are not such that they can be reperformed. Since they cannot be reperformed, the Government has identified them as subject to FAR 52.246-4(e), item (2) and identified the value of the APL. The critical APLs have a direct impact on mission and deployments. The major and minor APLs have an impact but not as significant as critical APLs which is why they are only subject to reduction upon repeat. That gives the Government time to subject them to item (1) in FAR

52.246-4(e) and have the Contractor correct for future efforts. If it reoccurs, that is more than once that the Government has paid for a service or requirement that it did not receive and that could not be reperformed. Thus, a reduction would occur per part (2) of the FAR clause.
A maximum has been applied per APL per month per the clause.
The contractor is responsible for delivering requirements per the contract and those solutions it proposes. If those are not provided, the Government may request consideration per F-4.
2 The contract states, “The Contracting Office will issue a unilateral task order modification to reduce the labor CLIN value commensurate with the number of performance metrics not met.” Will the Government discuss potential reductions with the Contractor in advance? What is the process for the Contractor to appeal and recoup unwarranted deductions?
Pg. 32 F-4 F-4 identifies the amount for critical APLs and for major/minor APLs. F-3 provides the process for submission of information regarding APL waiver requests.
F-4 has been updated to include details of the process for review and implementation of deductions which includes an opportunity for the contractor to provide input into the deduction is assessed provided it is timely per F-3 and F-4. Additionally, more information regarding APL metrics and how they will be calculated has been provided with this Amendment update.
3 The RFP defines 58 CDRLs and 50 individual APLs. Given that CDRLs and APLs may be required at the contract level and/or for each FRC location, a Contractor supporting all sites will submit over 100 CDRLs per month and have more than 100 individual performance measurements. F-3 only allows 3 working days following month
Pg. 32 F-3 Reference item #1 above for clarification on the CDRLs and APLs.
F-3 is updated to provide additional time; however, if the Contractor is gathering, analyzing, and submitting the information as required by the CDRLs, information is readily available on

Government Response end for the Contractor to submit root cause analyses, corrective actions, or to request waivers for circumstances outside their control. Understand the current contract allows 5 workdays for similar Contractor submission. Given, the considerable number of CDRLs and APLs, would the Government change the Contractor response time to 5 workdays?
performance to provide immediately upon month end.
4 F-4 Deductions states, “Additional deductions may apply for any positions not filled by the Contractor (see Section H-4)…” even though Section H-4 defines requirements only for Key Personnel. Are Government deductions possible for both Key and non-Key staff positions, or just Key positions per H-4?
Pgs. 32 & 41 F-4 H-4
Yes, depending on the circumstance. Reference the response to item #1 and #2 above as well.
An example of a situation is where a Contractor proposed an additional non-key employee at a site which provides XXX benefit to the government.
After award, the Contractor elects to not fulfill the position to save money and doesn’t deliver the benefit it proposed. This is an issue for 2 reasons:
1) the position comprises part of the FFP CLIN and the Government is paying for services not performed and 2) the Contractor’s proposal becomes a part of the contract and this solution was proposed, incorporated, and not delivered. In this instance, the Government could have various remedies available to it including recoupment of the position’s costs if the benefit proposed is not provided. This situation could also be subject to other remedies due to failure to provide services contained in the proposal which is part of the contract.
5 F-4 Deductions states “Additional deductions may apply for…other terms, conditions and/or metrics not performed in accordance with contract requirements and/or contractor proposal.” This language is vague and subject to rather broad application by the Government. Given the RFP already defines
Pg. 32 F-4 Reference the responses in #1-4 above. The goal of F-4 is for the Government to obtain the services it has contracted. If services are not performed or commitments not met as proposed, this is the recourse under FAR 52.246-4.

Government Response a large number of specific CDRLs and APLs, will the Government remove this general requirement from the solicitation?
Offerors should read the entire proposal and its requirements prior to proposing solutions. Offerors shall ensure it will deliver those solutions and contract requirements if it is awarded a contract.
6 Overall, the Government has structured the contract to include multiple financial penalties for sub-standard Contractor performance. Will the Government provide balance by offering the Contractor opportunities for financial incentives for above standard performance?
Overall Overall Please reference items #1-5 above. These are not financial penalties, they are remedies to performance not being provided as proposed and pursuant to FAR 52.246-4(e).
As these are not penalties or disincentives and the Government has identified its need in the requirement, incentives for exceeding the requirements will not be included.
Additionally, performance, including any exceeding or not meeting of requirements, is documented in
CPARS.
7 As the Government only reimburses for expired Never Out material up to the Government’s authorized quantity, does the Government guarantee that the authorized quantity accurately reflects material demand?
Pg. 25 J.1 PWS, Section C-5.2.4.B,C The Government cannot make such guarantees but does its best to portray an accurate picture based upon the most current data it has available which is based upon actual demands. The authorized quantities on the Never Out List are not necessarily demand driven. The Government requires the material on these lists be available to meet the Never Out Material Availability Rate of >98.5%. (See TE 1.1) The risk is on the Contractor to set inventory levels that are supported by reasonable demands for any quantities above the authorized quantity on the Never Out Lists. TE 1.1 paragraph 5.2 is corrected in Amendment 0003 to correct the Never Out APL and expand on the explanation for calculations.
8 What is the process and how many workdays does it take the Government to update Technical Exhibits 5.7, 5.8 and 5.9 to reflect changes in FRC demand for Never Out material?
Pg. 25 J.1 PWS, Section C-5.2.4.A Please refer to C-5.4 paragraph A.

Government Response
9 The Government only reimburses for expired Never Out material up to the Government’s authorized quantity. However, in situations when the Government unilaterally reduces the authorized quantity resulting in the Contractor holding expired Never Out material above the new authorized quantity, will the Government reimburse the Contractor for this expired Never Out material?
Pg. 25 J.1 PWS, Section C-5.2.4.B,C This is situational depending on the background and factors involved. Because the Contractor retains title to this material, they have the option of redistributing to other users before it expires.
10 During contract execution sometimes the Government’s authorized quantity for Never Out items has been set well below actual FRC demand. The Contractor must then purchase quantities in excess of Government’s authorized quantity to meet demand and meet the Never Out APL. This situation creates financial risk to the Contractor of not receiving reimbursement for expired material above the authorized quantity. Will the Government remove this limitation on Never Out items and allow reimbursement for quantities in excess of the current authorized quantity that are triggered by increased FRC demand?
Pg. 25 J.1 PWS, Section C-5.2.4.B,C The risk is on the Contractor to set reasonable inventory levels that are not more than customer demands can reasonably support or can be used before expiration; properly rotating stocks, issuing HM using First-in, First-out procedures, and properly managing the shelf-life. The Government will not remove the limitation on Never Out items to be reimbursed for quantities in excess of the Authorized Quantity.
Offerors are strongly encouraged to review the solicitation and all its attachments to understand the demand planning and stocking requirements. The Never Out is not the primary means of material management. Contractors shall be performing analysis and ensuring they have stocked appropriately.
11 PWS 5.2.4.D requires the Contractor to submit CDRL A028 to request reimbursement for expiring Never Out material. Is the A028 submission the only information required for the Contractor to request and receive reimbursement?
Pg. 25 J.1 PWS, Section C-5.2.4.D CDRL A028 is revised by Amendment 0003 to add “The Contracting Officer may request additional information and documentation to support the request for reimbursement. “ The revised CDRL is being posted to beta.sam.gov as part of Amendment 0003.

“Contract performance of five (5) years at a dollar value of $100M to $155M with an overall of 75 full time equivalents...” There are very few comparable CMS 3PL contracts that meet the Government’s collective standards defined for Scope, Magnitude and Complexity. For instance, the existing DLA CMS contract does not employ 75 FTE. Will the Government adversely rate Contractor Past Performance references that are below these defined standards?
requirement among other factors when determining an offerors performance confidence assessment rating.
In addition, the solicitation identifies that “…references will be evaluated in the aggregate in order to allow Offerors who may not have the entire scope, magnitude, and complexity of the requirement under one individual contract to still be considered relevant if experience with the full scope, magnitude, and complexity of the requirement can be demonstrated within the allotted number of references….”
13 Requirements: Issue Center 472 indicates a support requirement of Monday – Friday, 1st shift, from 1430 – 2300 hours. All other Issue Centers which have hours of 1430 – 2300 are indicated as 2nd shift. Please confirm the proper shift and/or hours of support for Issue Center 472.
Pg. 50 J.1 PWS, Figure 5.6A – Issue Center Rover The schedule is being corrected in Amendment 0003 to read 2nd shift. The revised PWS is being posted to beta.sam.gov as part of Amendment 0003
14 In the PWS it states: The Contractor shall not make any substitutions or additions to Key Personnel during the first 120 days of the contract performance period unless such substitutions or additions are necessitated by an individual’s sudden illness, death, or termination of employment.
In the RFP it says: The contractor agrees that during the first 180 days of the contract performance period, no personnel or additions will be performed unless such substitutions or additions are necessitated by an individual’s sudden illness, death, or termination of employment.

15 The Key Position title of Procurement
Specialist (Senior Buyer III) is presented.
However, in the text immediately following the position title it is referred to as a Procurement Analyst. It appears this same position is referred to as a Procurement Analyst (Senior Buyer III) in two of the RFP staffing tables (Table 2 & Table 5) while Table 8 refers to the position as a Procurement Specialist (Senior Buyer III).
Please confirm the proper title for this Key Position or provide the requirements for the missing Key Position in Attachment J.9.

16 Sub-Section 3.3 regarding the POAM states “…describes in detail the steps/activities to be taken and completed, anticipates dates to start the transition steps/activities and the estimated duration of each step/activity.” Is there a govt anticipated start date for Transition that should be utilized as a basis for the POAMs?
RFP Page 102 Section L The Section B narrative is updated in Amendment 0003 to provide anticipated start dates. The revised RFP is being posted to beta.sam.gov as part of Amendment 0003.
17 Key Personnel are listed in the Labor Categories in Tables 2, 5, and 8. For some Key Positions it appears the Government requirement is for a single Key Position. For example, for the Program Manager TE 1.3 states: The Contractor shall designate one (1) Program Manager (PM) who will have full authority to act for the Contractor on all matters relating to Contract Performance. Is the requirement to quote these Key Personnel (a full FTE) at each site or does the Contractor provide the expected labor hours to be spent at each site per ordering period
RFP pages 100-
TE 1.3
Section L The productive labor hours for Key Personnel are dependent upon the Offeror’s staffing approach and should reflect adequate labor hours to perform the requirements in the PWS.

To clarify, CLIN set X010 is for the procurement of Hazardous Materials to support Navy Aviation Intermediate Maintenance Department (AIMD) at NAS Coronado, North Island, CA. CLIN set X011 is for the NSP reporting requirements. Correction is made to Section L of the RFP to reflect this and the revised RFP will be posted to beta.sam.gov as part of Amendment 0003.
19 PWS Section C-4.1.C. states that the Contractor shall be responsible for purchasing and or replacing equipment and supplies necessary to accomplish dispensing processes. Section C-4.1.E. states that the Contractor shall obtain written acceptance from the COR and TPOC before procuring operating supplies and equipment. It is assumed that dispensing equipment and supplies are considered operating supplies and equipment, thus reimbursed by the Government. Please advise if this assumption is correct.
Pg. 13 J.1 PWS, Section C-4.1 Yes, your assumption is correct. Requests for reimbursement shall be made via invoice utilizing the applicable material support cost subCLIN depending on site.
20 Are the costs for Sphera to provide HMMS training to be invoiced and reimbursed against CLINs X003, X006, and X009?
Pgs. 14-15 J.1 PWS, Section C-4.4.1 Please reference the Government’s response to question #17 in the Q&A Document posted as part of Amendment 0001. Costs are to be invoiced to CLIN X003AB, X006AB, and X009AB.

22 In paragraph (1) Goals and paragraph (2) Statement of Dollars the government instructs the offerors to use the tables on pages 2 and 3 to propose percentage goals and dollars for SB and the various socio-economic categories. The government asks for Women- Owned Small Business (WOSB) as well as Economically Disadvantaged WOSB (EDWOSB). However, the government does not have a separate table on pages 2 or 3 for EDWOSB. Can the government please confirm that it is only requesting WOSB and EDWOSB is not to be included as a separate category?
Attachment J.5 Subcontracting Plan Template Per Page 1, the WOSB and EDWOSB should be included. If an offeror has subcontractors who fall into these categories, kindly add the tables to reflect the dollars, as appropriate.
23 The Government states that “total dollars to small business plus total dollars to large business = total contract value. Typically for Subcontracting Plans the SB plus LB equals total SUBCONTRACTED dollars are presented, not total contract value – inclusive of the Prime contractor total dollars. Please clarify the requested information.
Attachment J.5 Subcontracting Plan Template We are not able to find where this issue is contained in the template. As noted on the J.5 Template, “Note: Subcontracting dollars can apply to more than one small business category. Total dollars to all large businesses (including prime), plus total dollars to all small businesses (including any small business prime) must equal total contract value.

Government Response
Are offerors limited to ¼ FTE increments for labor estimates or is the ¼ increment a representative example indicating offerors are allowed to propose fractional FTE’s and the actual proposed hours should be included in the column titled “Number of Hours”?
The RFP instructions indicate offerors are to propose Full Time Equivalents (FTE’s) for each position/job classification in ¼ increments. However, in the table on page 117 the associated column is labeled “Number of Full Time (FT) or Part Time (PT) employees”. Please clarify if the subject column is to include the number of employees proposed, e.g. 1 Full Time, 1 Part Time or the number of FTE’s.
25 The total for SUBCLINs X009 on the ‘Procurement for Hazardous Materials’ Table does not add up to $1,412,936.87. Should the total be $1,415,251.55 which adds up to the data from Section B?
Pg. 122 RFP CLINs X003/X006/X009 - Material Support, Travel and Training, Equipment Replacement (North Island ONLY)
Yes, the total as reflected in the table for CLIN Set X009 in Section L should reflect $1,415,251.55 and will be corrected to reflect such. The revised RFP will be posted to beta.sam.gov as part of Amendment 0003.
26 The sum of the SubCLINS for X003AA through X003AB in the ‘CLINs X003/X006/X009 - Material Support, Travel and Training, Equipment Replacement’ table are equal to $1,719,568.83 when values are inserted into Excel and a sum formula is used, the table in the RFP shows a ‘Total for CLINs X003 to be $1,719,568.82. Should the total in the table be $1,719,568.83?

Based upon the staggered start dates of transition periods should this be 6 months?
Pg. 2 & 104 RFP Section B and Section L No. Please reference the staggered site performance information included in Section B narrative in Amendment 0003. The table is correct in stating 8 months for the full performance period under ordering period one. Offerors are reminded that these are not performance periods but ordering periods. As such, the pricing provided for 8 months in the first ordering period could be utilized for more than 8 months.

34 The PWS states: The Contractor shall provide the training identified in TE 4.1 Contractor Training and any other training not identified as Government training but may be required for Contractor personnel to comply with the contract requirements and Federal, State, and local environmental, safety, and transportation regulations. All employees shall have completed training NLT the first day of full contract performance. Previous training from another source will not be accepted by the Government as having met the training requirements of this contract. In addition to the training identified in TE 4.1 Contractor Training, all Contractor employees shall be provided basic supply, warehousing, and HM management, storage, and handling training.
In order to provide the significant number of training hours required during transition offerors will need to hire all required staff 3- 5 weeks prior to assumption of full contract performance. Will the Government accept incumbent or other personnel possessing current DLA provided training and certifications as meeting the requirement of TE 4.1 Contractor Training?
Are all Contractor employees required to be provided basic supply, warehousing and HM management, storage and handling training even if they are not working in Government provided facilities?
page 14, paragraph A
J.1 PWS, Section C-4.4, TE 4.1 The Government has determined that employees may not have been adequately trained in previous positions or may not be trained to a new Contractor’s training program or plan. Therefore, previous training from the incumbent or other source will not be accepted.
The Government has determined that employees who do not have basic supply, warehousing, HM management, and storage and handling are not able to comprehend the importance of the work that they perform in support of the customer’s missions and the full realm of contract requirements. All employees should complete this training to ensure successful contract performance.

38 At Cherry Point the PWS states, “FRCE will provide HM delivery service from building 4247 to the various shops.”
Does the delivery service that picks up and distributes the material sign a manifest assuming accountability for the material and obtain a signature from the shop to verify receipt? If the answer is no, what is the recourse when material is not received in HMMS at the shops?
J.1 PWS, Section C-5.4.1.2.D It is the Contractor’s responsibility to verify that HM delivered to the shop by the FRCE is receipted in HMMS. Because the Contractor cannot invoice for the material until the receipt is processed in HMMS, initiative should be taken to follow-up with the shop if the receipt is not processed timely.
39 The PWS states that the Procurement Specialist and one buyer is required onsite at each FRC location. All offices have limited space, and some have poor internet and cell phone coverage limiting the ability of these positions to efficiently perform their duties.
Does working onsite mean that these positions must occupy a desk in the government provided office space or may they work remotely in the local area and be available to come to the site as required?

If the Offeror requires other internet or cellphone coverage then the Offeror should propose a solution in the Technical Proposal that does not increase contract costs and does not place a burden on the Government but still meets the requirement to work on site.
40 Will the Government please identify which employees are considered Program Management and Inventory Management?
CDRL A002 Please refer to PWS C-5.1, C-5.2, and C-5.3, C-5.4, C-5.5, and C-5.6.
41 TE 1.1 (Ref 5.3.2.) states that customer orders are processed within one business day.
However, in TE 1.1 (Ref 5.3.2.4) states that orders received by 10:00 must be delivered by 10:00 the following day. Since the Contractor has 1 business day to process the order, does the APL timeline begin from the date the order was processed?
TE 1.1 The APL timeline begins from the date the order was received in HMMS.

43 Per RFP Section H-1, supplies purchased require competition over $3,500. Would DLA consider raising this to the micro-purchase threshold of $10,000 to lessen administrative burden required in C-7 considering the government will be able to audit and review purchase records?
Pgs. 27, 28, & 40 RFP – Sections C-7 & H-1 At this time, the Government is not modifying the supply competition requirement. In addition, offerors shall note that this H-1 section applies only to operating supplies. Section H-1 of the RFP has been revised for clarification on this point.
Hazardous materials do not fall under this H-1 clause for and are subject to contract requirements for competing the materials included in the PWS and applicable DLAD clause(s). The revised RFP will be posted to beta.sam.gov as part of Amendment 0003.
44 Would DLA consider reducing or waiving the purchase requirements outlined in H-1 and C-7 if the offeror has a DCMA approved purchasing system?
Pgs. 27, 28, & 40 RFP – Sections C-7 & H-1 No. This is a critical component for procurement of Hazardous Materials and material support, and equipment replacement IAW performance under the contract and will remain in place as-is.
45 PWS Section C-5.2.6.1. states that the Contractor shall invoice for HM issued at the actual price paid excluding shipping costs NLT 30 calendar days from the receipt of HM by the customer. DFAS will occasionally bill for FedMall orders more than 30 days after delivery to the site. When this happens, is the Contractor allowed to invoice for the specific item and submit CDRL A034 for the actual price paid after receipt of the DFAS invoice without it negatively affecting the APL?
Pg. 30 J.1 PWS, Section C-5.2.6.1. Invoicing If ordering through the FSS, the Contractor should know the cost of HM based on FLIS pricing to invoice within 30 calendar days. The intent of CDRL A034 is not for the purpose of invoicing for additional price adjustments paid after receipt by the customer. The Contractor would not be prohibited from submitting a credit for the order and re-charging the correct price as long as there is a clearly auditable tracking of the credit and recharge by HMMS order number and it is done within the Task Order period of performance in which the issue of the material was completed. .

53 Will individuals currently serving in a key position be considered qualified, competent and eligible for that position even if they do not have the number of years of experience as stated in the PWS?
TE 1.3 Proposed candidates SHALL meet the requirements as stipulated or that individual(s) would not be considered to meet the Government’s requirements for the applicable position for this requirement.
Offerors are encouraged to ensure that relevant experience is included in resumes to ensure candidates can be evaluated.
54 TE 1.3 indicates “The Contractor shall designate one (1) Program Manager (PM)….” Section L table of proposal sections reads “Resumes… should be included in the applicable section where required.” Resumes for key personnel are required in all three site Staffing Approach sections. Do you want the Offeror to insert resumes for singular Program Management Office positions, e.g., the PM position, into all three sections, using six pages (four of which are duplicate information) instead of just two for a single position?

RFP, Section L-29; Sub-Section 3.2, Sub-Section 4.2, & Sub-Section 5.2
The Offeror is proposing staffing for each site so a resume is required for all Key Personnel to meet the Section L requirements. The Proposal Organization Table in Section L-29 of the RFP is revised to indicate the resumes are not included in the page count and shall be provided as an Appendix to the Technical Proposal. The revised RFP will be posted to beta.sam.gov as part of Amendment 0003.
The Government understands the concern and effort involved for proposing to each site thus it has extended the proposal due to date to permit offerors more time to obtain key personnel candidates and resumes.
55 Can the Government extend the date for receipt of offers by at least 14 days to 3/12/2021 or later? This extension is needed for offerors to integrate information obtained from site visits with the solicitation documents and data, finish recruiting key personnel, adequately develop a response to the solicitation’s extensive proposal submission requirements, and to build adequate cost estimates and pricing for labor and other costs of contract performance not
Pgs. 1 & 92 RFP, Sections A & L-28 Amendment 0002 extended the deadline for receipt of offers until 12 March 2021.

Government Response covered by cost-reimbursable CLINs. In addition, since no site visit was held for Cherry Point, more time will be required to develop a proposal for Cherry Point using solicitation documents alone. Moreover, the RFP’s release several months sooner than previously anticipated has disrupted industry’s long term strategic proposal planning and preparation efforts for this acquisition (e.g. teaming and subcontracting negotiations), which will now be difficult to accomplish in the significantly compressed timeframe.
56 Are there special requirements for drains or other spill collection methods in Building 796 surrounding storage locations?
TE 5.14 There is a sewage drain located outside Building 796 in front of Bay 3. This drain leads to the drainage tanks behind the building. The Contractor is responsible for ensuring the drain is protected from any spilled products reaching the drain just as they would any drainage during the course of managing the operations.

58 Is there any other Government furnished training other than that provided by Sphera Solutions?
PWS Pgs. 12-15 J.1 PWS, Section C-3.3 & C-4.4; TE 4.1 The training provided by Sphera is not considered to be Government-Furnished. IAW 4.1.1, the Contractor is responsible for all training. There is no Government Provided training.

60 During the Jacksonville site visit it was noted that the walk-in refrigeration unit was in-operable. There were two small refrigeration units in the warehouse that are shown on TE 3.2, but it appears that these two units would not provide adequate space for the projected material requirements, especially in the summer when temperatures in the warehouse exceed the storage temperatures for a larger volume of the product. Is there a plan to repair or replace the large walk-in refrigeration unit?
FRCSE Site Visit Attachment J.17 TE 3.2 The refrigeration units to be provided have been determined to be sufficient for storing HM requiring refrigeration. There is no plan to replace the walk-in refrigeration unit. It is the Contractor’s responsibility to set inventory levels that are reasonable and establish contracts with suppliers to deliver on schedule for the types of products that may require refrigeration. The Contractor is responsible for setting levels that are no more than customer demands reasonably support or can be used before expiration.
61 The program includes 14 Key Personnel positions - Program Manager, Inventory Management Program Manager, Site Manager (3), Quality Management Evaluator (3), Safety Compliance Specialist (3), Procurement Specialist (3). The RFP requires resumes for Key Personnel (5.2#2).
Providing 14 resumes for Key Personnel is a significant requirement particularly when considering the timeframe between proposal submission and contract award/start. The RFP and Pre-proposal briefing places strong emphasis upon the contractor to provide the KP proposed. This requirement further assumes a wholesale change in key personnel on this effort should the contract be awarded to other than the incumbent contractor.
Question: Request the government revisit the requirement for KP resumes and the
RFP Section L-29, Sub-Section 5.2 #2 & RFP Section L-29, Sub-Section 1.3.1.
The Government cannot reconsider the Key Personnel requirements due to their importance to the program. The intent of identifying these positions as Key Personnel is to ensure the Contractor has experienced and knowledgeable personnel managing and performing the contract requirements.
The incumbent Contractor is also required to propose these same Key Personnel which are not the same as required by the Government on the current contract.
Therefore, there is no advantage to the incumbent.
The Government will not change the resume requirement to provide resumes for Key Personnel for all three sites. However, the Government has provided significant extensions to proposal due dates to enable more time to identify candidates and obtain resumes.

64 RFP Section L SS 4.4 states that “…The current footprint of this building does not allow for efficient and safe storage of drums or heavy pallets of containers above the 1st or 2nd level.”
Question: What is the reason that drum or pallets cannot be stored above the second level?
Question: Can the government provide the ceiling heights for Building 796 at Jacksonville?
RFP Pgs. 104- 105; FRCSE Site Visit
TE 5.14; RFP Section L-29, Sub-Section 4.4; TE 5.14
Due to the higher temperatures in the summer months, drums and other metal containers stored on the 3rd rack can build up pressure and begin to bulge. This can result in the product integrity being compromised, potential spill of the product, and places personnel at risk of injury and exposure.
The Government does not have specific information pertaining to ceiling heights readily available to provide to potential offerors.
