| D | Eighth para | 40 (revised as per Amendment 0010) | Amendment 0010, issued December 21, 2010, identified changes to Section D.40 (Deliverables) of the RFP. An excerpt from that change follows: "Any of the following deliverables related to security are required for all components that reside within the accreditation boundary. The Contractor shall provide evidence of compliance and all applicable deliverables for the Contractor-defined equivalent commercial security standards, processes, and frameworks to the PMO for approval for any solution components that reside outside of the accreditation boundary. At a minimum this evidence shall initially be submitted with the proposed Security Management Plan (our emphasis) and on an annual basis thereafter". Depending on the nature of the solution components, this requirement could require scores of additional pages in the proposal in order to be compliant. Since proposals have already been carefully constructed to fit within the 125 page limit for the PMP, will the Government exclude these additional documentation requirements from the PMP page count? | Due to the page constraints for proposal submission, the evidence can be provided in a summary format in the Security Management Plan for evaluation purposes. If additional supporting materials are needed for validation / auditing purposes post-award, the Contracting Officer will request it after award for the Security Management Plan or other security deliverables. |
| The Government issued Q&A on 12/23/10. In approximately 10 of the 25 questions, the responses include language that has been struck out. Some of the questions also appear to be the same as questions that have previously been answered. Will the Government confirm that: |
a) the language that has been struck out no longer forms part of the answer to the question asked, and
| b) that the 12/23/10 answers to questions supersede the answers given to identical questions asked earlier? | The Q&A issued on 12/23/10 included revised answers to previously answered questions. The portions that are crossed out are there to show where the prior answer no longer forms part of the current answer. These questions were selected for revisions to align with the Amendment 0010 security requirement revisions and supercede other answers previously given. | ||||
| C - Statement of Objectives | B-3 | Appendix B-1 | Section C, Appendix B-1 contains a definition for "Commercially Available." The definition begins: "Items that become available through market advancements, and a) are used by the general public or by non-governmental entities, b) are sold in meaningful quantities to a diverse set of clients across multiple industries, c) where modifications of a type not customarily available in the commercial marketplace are made to meet Federal Government requirements." There is no conjunction between items "b" and "c" so it is unclear whether Commercially Available items meet "a," "b," and "c" or if Commercially Available items meet "a," "b," or "c." Could the government clarify this definition by adding the appropriate conjunction? | A, B, or C are applicable when buying commercial items. | |
| C - Statement of Objectives | 22 | 4.2.6 | A question was previously posed about section C.4.2.6, which asked if the government intended for the OTRS to be Commercially Available as defined in Appendix B-1. The response issued on December 23rd began "Yes, it has always been the intent for OTRS requirements of ETS2 to be met via a commercially available online reservation capability." As a point of clarification, is the government's intent for the OTRS requirements of ETS2 to be met via a Commercially Available (as defined in Appendix B-1) online reservation capability? Or did the government's reference to "commercially available," in lower case so as not to refer to the definition in Appendix B-1, intend to guide offerors to a more general concept of commercial availability? If the latter, could the government offer guidance to differentiate between the two concepts so that an offeror can ensure that their OTRS meets the government's expectations? | When using the term commercially available in the solicitation or in the Q&A (whether capitalized or not), the Appendix B-1 definition is the government's intended use of the term. |
