About this file

This is a Treasury Standard Form 1009 Sole Source Justification for acquisitions at or below the Simplified Acquisition Threshold. The Bureau of Engraving and Printing (BEP) Office of Supply Chain Management is requesting to sole source laminating film from Industrial Packaging Supplies, Inc., a small business. The laminating film is specifically manufactured for BEP's particular machine used in the engraving department as a key component of the plate process for U.S. currency production.

A Notice of Intent (NOI 2031ZA25N00046) was posted on SAM.gov on July 31, 2025, with responses due August 7, 2025. One response was received from National Laminating, Inc., but their product requires time-consuming testing that BEP cannot afford since they are currently out of stock. Industrial Packaging Supplies, Inc. previously supplied this product which successfully passed all required BEP testing. The justification emphasizes that without this replenishment, BEP operations will be disrupted and U.S. currency production will halt, making Industrial Packaging Supplies, Inc. the only vendor capable of meeting immediate requirements. The form requires certifications from both the Program Office and Contracting Officer approval under FAR 13.106-1(b)(1).
