DOS Request for Proposals No. SAQMMA17R0168, Attachment 37
SCENARIO
FOR
TECHNICAL SECURITY UPGRADE SUPPORT
Introduction
• Technical security upgrades (TSU) renovate technical security systems and their supporting infrastructure to ensure that DOS facilities maintain and enhance the capability to detect and counter modern threats.
• A TSU is planned for the U.S. Embassy in La Paz, Bolivia. Contractors for the Project Management and Engineering (PME) Branch of the Office of Security Technology (ST) have completed the survey and design phases of the TSU. In accordance with (IAW) provisions of the Associate Contractor Agreement (ACA), the PME contractors created work orders for the TSU in CMMS and generated purchase requests (PR) for the required materials and equipment. The PRs were submitted to you for quoting, were routed to and approved by the government, and were presented to you as approved purchase orders (PO). The Redacted MAXIMO_PME_PR_DETAIL REPORT is presented in RFP Attachment 38 - Redacted Maximo Report for Scenario 4. The first tab, labelled “List of POs”, identifies all of the POs for the project. The yellow-highlighted lines identify the POs from the initial submission; the others are supplemental POs whose requirements were identified by the PME contractor during the course of project performance.
Additional site-specific information provided by the PME contractor is presented in RFP Attachment 39 - La Paz Post Information for Scenario 4.
• The PME contractor’s installation team (the team) provided the initial set of PRs 60 days before the installation team left for La Paz.
• Five days after arrival in La Paz, the team validated the entire shipment and determined that one of the two Optelecom receivers, model 9482DRMMHST, was inoperable and the other was missing. The team submitted a Discrepancy Report to you for corrective action.
• The supplemental POs were submitted during the first four weeks that the team was in La Paz.
Applicable Conditions
• Post facilities serve as working offices and living quarters so they are in daily use. This requires special planning and coordination to minimize disruption.
• Funding is limited so DOS must manage costs effectively to serve as many posts as possible.
• Most posts cannot accept 40’ containers.
• The PME contractor’s installation team is scheduled to complete the TSU in 17 weeks, including several days allotted for inspections.
Outcomes (from the PWS)
• Products, infrastructure and services are sourced, quoted, and purchased to meet approved customer requirements in a way that optimizes cost, quality, delivery, compliance, and sustainability.
• A Consolidation Receiving Point (CRP) is maintained and operated for receiving, order fulfillment, assembly, packaging, storage and shipping items destined for use in Controlled Access Areas (CAA) and other secure spaces at DOS facilities.
• Project-based orders are fulfilled, aggregated, and staged, and delivery is coordinated with the customer. Supplemental orders are processed in a timely manner with open
