DOS Request for Proposals No. SAQMMA17R0168, Attachment 28 – Amendment 0001
ADDITIONAL INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS
In addition to all instructions, conditions, and notices to Offerors elsewhere in the solicitation, including FAR 52.215-1 Instructions to Offerors--Competitive Acquisition (Jan 2017) - Alternate I (Oct 1997), Offerors shall comply with all instructions, conditions, and notices in this attachment.
In order to ensure maximum efficiency and transparency throughout the solicitation and evaluation process, to limit undue financial risk associated with Bid and Proposal cost expenditures by Offerors who may be unlikely to rank highly in evaluation, and to ultimately obtain the best proposal for the Government upon contract award, the source selection for the GSE&SC Contract will involve a multi-phased evaluation, with each phase resulting in a competitive range determination. Within each phase, the contracting officer may limit the number of proposals in the competitive range pursuant to paragraph (f) of RFP provision 52.215-1, Alt I.
INSTRUCTIONS FOR OBTAINING SENSITIVE BUT UNCLASSIFIED RFP ATTACHMENTS
RFP Attachment 16 – Secure Shipment and RFP Attachment 38 – Redacted Maximo Report for Scenario 4 are sensitive but unclassified (SBU). To receive the SBU attachments, Offerors shall contact the Contracting Officer, Steven G. Haines, by email at HainesSG@state.gov to arrange for receipt of the attachments via the United States Postal Service (USPS), or to arrange for pickup by the Offeror and hand-carried back to the Offeror’s company location. While handling and storing the SBU information, Offerors shall:
(a) Ensure that the SBU attachments, when hand carried, remain in the personal possession of the carrier. SBU documents shall not be checked into baggage or left in hotel safes and shall be hand-carried at all times;
(b) Remain aware that SBU is NOT a classification, but a handling designation for information that is not authorized for public disclosure and shall be handled in a way that limits its exposure to unauthorized persons (those who do not have a need to know);

(d) Ensure that the SBU attachments remains labeled/marked as Sensitive But Unclassified, and ensure that the SBU information is not reproduced or distributed without the written authorization of the Contracting Officer;
(e) Return the SBU attachments, including all approved reproductions, upon submission of the Offeror’s proposalnotification of the Offeror’s exclusion from the Competitive Range or failure to be selected for award, whichever is sooner, to the Contracting Officer via the USPS or a commercial delivery service, e.g., FedEx, DHL, etc. The SBU may instead be hand carried and delivered to the Contracting Officer.
(1) When mailing or hand-carrying, the outside of the package shall not indicate that it contains SBU;
(2) The SBU attachments shall be double wrapped, with both layers of wrapping showing the sender and recipient addresses;
(f) The SBU attachments shall be returned to:

PROPOSAL INSTRUCTIONS
Phase I – Past Performance References
The Offeror shall identify a minimum of three and a maximum of five separate references for the prime contractor as well as a minimum of one and maximum of two separate references for each of the subcontractors/teaming partners expected to perform aspects of the effort that the Offeror considers critical to the overall success of the program. Only one contract per reference is permitted. Offerors are not permitted to cite one contract multiple times to meet the minimum or maximum reference specifications of this requirement. The references shall represent recent contracts (within the past five years) that the Offeror considers most relevant in demonstrating the Offeror’s ability to perform the proposed effort. For at least 2 of the references, the Offeror must have been the prime. References may include contracts entered into by the Federal Government, agencies of state and local governments, and commercial customers.
Phase I Proposal content. For each Federal Government reference, the Offeror shall submit the following information:
1. Name of Federal Government agency and contracting activity
2. Contract Number
3. Task Order number (if applicable)
4. Contract Type
5. Total contract value, and subcontract value (if applicable)
6. Performance role: (Prime/Sub-Contractor)
7. Description of work
8. Narrative highlighting the relevance of the work performed in terms of scope, magnitude, and complexity. If the reference is associated with a subcontractor/teaming partner, the narrative shall clearly relate the referenced experience to the role proposed under the GSE&SC contract and the percentage (estimated) of the contract that their participation will represent.
For each Federal Government reference, the Government will only consider records available in the Past Performance Information Retrieval System (PPIRS) and other Government records.[footnoteRef:1] Offerors shall not include surveys or other information for Federal Government references that is not expressly requested herein. [1: The only exception to the PPIRS restriction shall be where the contract is classified and its past performance record is not published in PPIRS for that reason. In such case, the Offeror shall coordinate with the CO for secure delivery of the document. This exception applies only where classification (i.e. national security) is the reason for the lack of a PPIRS record. Mere failure by the Federal agency to have entered the PPIRS record, or any other reason for its absence, shall be insufficient to permit this exception. ]
For each reference other than Federal Government, the Offeror shall submit the following information:
1. Name of contracting activity (specify state or local government, or commercial customer)
2. Contract Number, or, if applicable, contract name or other unique identifier
3. Task Order Number, if applicable
4. Contract Type
5. Total contract value, and subcontract value (if applicable)
6. Performance role: (Prime/Sub-Contractor)
7. Description of work
8. Period of Performance
For each reference other than Federal Government, the Offeror shall send a corresponding Past Performance Customer Satisfaction Survey (RFP Attachment 29) to the respective customer reference (i.e. person with direct knowledge of the Offeror's performance), asking them to complete and return the survey by email to HainesSG@state.gov no later than the due date/time for Phase I proposals.
Phase I Proposal format. Phase I proposals shall be delivered as fifteen (15) separately-bound (three-ring binders and other binding methods are acceptable), identical hard copies, printed double-sided on 8 ½” x 11” plain paper compliant with RFP clause 52.204-4 Printed or Copied Double-Sided on Postconsumer Fiber Content Paper. Foldouts no larger than 11”x 17” may also be used, in which case each sheet shall count as two 8 ½” x 11” sheets. Content shall be no smaller than Times New Roman font size 12 (excluding headers, footers, and tables/graphics which shall be no smaller than Times New Roman font size 10). The proposal shall also include two CD-ROMs with one copy each of the Phase I proposal, which shall be identical to the hard copies.
Phase I Page limitation. There is no page limitation to the Phase I proposals. However, content not expressly requested by these Phase I instructions should not be included in the Phase I proposal and will not be considered or evaluated by the Government.
Phase I Proposal delivery. Phase I proposals (excluding completed Past Performance Customer Satisfaction Surveys) shall be delivered by hand or courier (USPS deliveries are not accepted at this address) no later than the proposal due date/time identified on the Standard Form 33 Solicitation, Offer, and Award, Box 9 to:
U.S. Department of State Attn: Steven G. Haines 1400 Wilson Blvd, Suite 100 Arlington VA 22209 Ref: SAQMMA17R0168 Phase I
Delivery should be pre-coordinated by calling Mr. Haines at (202) 257-1502 prior to delivery.
The DOS will not accept completed Past Performance Customer Satisfaction Surveys from the Offeror; they shall be submitted by email directly from the evaluator to Mr. Haines at HainesSG@state.gov so that they are received at that electronic address no later than the proposal due date/time identified on the Standard Form 33 Solicitation, Offer, and Award, Box 9.
Phase I Conclusion. The Government will make the first competitive range determination after evaluation of Phase I proposals and notify Offerors of their inclusion in or exclusion from that range. (See RFP Attachment 31 – Evaluation Factors for Award, section I – Phase I – Performance Confidence Assessment.) Those Offerors who are excluded from the competitive range will not be considered further for award.
Phase II – Due Diligence followed by Technical and Cost/Price Proposals
Due Diligence Sessions All and only those Offerors who are included in the first competitive range will be invited to attend one-on-one due diligence sessions (i.e. one Offeror at a time meets with the Government), during which the Offeror may ask the CO and DOS technical panel non-public questions about the RFP. Any information that arises which the Government believes to be necessary for any Offeror to submit a proposal will be made public via a solicitation amendment. Each Offeror included in Phase II will then be invited to submit written Technical and Cost/Price Proposals.
Technical Proposal
The evaluation criteria in Section M of this solicitation will be used by the technical panel to evaluate the Technical Proposal. The Offeror’s Technical Proposal shall strictly comply with the following instructions in detail. Simply repeating or paraphrasing the requirements as stated in the solicitation document (e.g. stating the Offeror can and/or will meet the requirements without a detailed description of how the work will be done), is not acceptable and may cause the Government to reject the proposal as technically unacceptable.
Phase II proposal content – Technical Proposal. The organization and content of the Technical Proposal shall follow the sequence of paragraphs listed below. The Technical Proposal shall clearly and completely describe the Offeror’s unique and innovative approach for fulfilling the GSE&SC requirements and objectives. The Technical Proposal SHALL NOT INCLUDE ANY PRICING INFORMATION. At a minimum, the Technical Proposal shall provide the following information:

Each resume shall describe applicable degrees and certifications, detailed work history, and applicable skillsets of the proposed key person. Each resume shall clearly indicate the key person’s employee status (i.e., whether they are currently employed or are a prospective hire.) By submitting a resume for a position designated as Key Personnel, the Offeror shall affirm the following: [2: The Government-specified Key Personnel notionally map to the PWS requirements as follows. The Plan shall clearly indicate the specific roles and responsibilities for each subcontractor and the rationale for why each particular subcontractor was chosen to perform the particular segment of the anticipated work. The Plan shall indicate each firm’s socioeconomic/size status and, for each, what percentage (estimated) of the contract their participation represents. The Plan shall also detail how the Offeror will manage subcontractors to ensure their products are delivered on time and within budget, and are of sufficient quality to enable the Offeror to meet all contractual requirements. If the Offeror plans to or has partnered with another firm, the Offeror shall describe the division of responsibilities between the firms and the partnership’s management structure. The plan shall also address all content required by RFP clause 52.219-9 Small Business Subcontracting Plan (Jan 2017) - Alternate II (Nov 2016).

e. In order to be eligible for award of this contract, the successful offeror must possess or be able to obtain a Defense Security Service (DSS) Top Secret Facility Clearance (FCL), issued in accordance with the National Industrial Security Program Operating Manual (NISPOM). If the selected offeror does not possess a Top Secret FCL, the Department of State will award the contract conditioned on the contractor obtaining the clearance, and will sponsor the selected uncleared firm for an FCL. Sponsorship does not guarantee that the firm will receive the clearance. A period of 180 days from the date of sponsorship will be allowed for the uncleared firm to obtain the necessary FCL. After this period, the Government may, at its sole discretion, consider terminating the contract award, at no cost, for the convenience of the Government and selecting a different firm for award.
Professional Services Compensation Plan The Offeror shall provide a clear and complete Professional Services Compensation Plan (Compensation Plan) in accordance with FAR Clause 52.222-46 and this RFP. At a minimum, the Compensation Plan must include:
· The salary structure and fringe benefits offered to the employees who will provide direct labor under the contract.

Supporting information shall include but not be limited to: the details and conditions surrounding health care (medical, dental, vision, prescription drug coverage, flexible spending accounts), insurance (short-term disability, long-term disability, life and accidental death and dismemberment), holidays and personal time off, retirement savings plan, and other offered perks. The Offeror shall clearly indicate whether each fringe benefit proposed in Attachment 40 is currently being offered to existing employees or if any of the proposed fringe benefits are being added for purposes of proposing on this contract. The Offeror should also clearly indicate whether any of the proposed fringe benefits are subject to any special requirements, conditions, or time in service.
· A discussion of how the proposed labor rates were derived for each of the labor categories proposed including any data relied upon, such as recognized national and regional compensation surveys and studies of professional, public and private organizations in determining or ascertaining the base salaries associated with each labor category.
Please note that the Offeror’s failure to comply with these provisions may constitute sufficient cause to justify rejection of a proposal.
The Facilities, supporting equipment, automated tools, and enabling processes and procedures The Offeror shall provide sufficient detail to demonstrate that its proposed facilities, supporting equipment, automated tools, and enabling processes and procedures, are appropriate to satisfy the complete range and complexity of the technical requirement described in the PWS and workload attachments (RFP Attachments 01 through 27). The Offeror shall also provide in this section the information required by RFP provision 652.245-70 Status of Property Management System (Dec 2013).

The Offeror shall demonstrate its ability to perform the work described in the technical scenarios by addressing the specific requirements outlined at the end of each of the scenarios. Failure to submit a thorough response to all of the scenarios will be considered an incomplete response and may eliminate the Offeror from further consideration. Response to scenarios SHALL NOT INCLUDE ANY PRICING INFORMATION.

Phase II Conclusion. The Government will make the second competitive range determination after evaluation of Phase II proposals and notify Offerors of their inclusion in or exclusion from that range. Those Offerors who are excluded from the competitive range will not be considered further for award.
Phase III – Discussions and Final Proposal Revision
All and only those Offerors who are included in the second competitive range will be invited to attend a site visit to the Department’s Regional Services Office located in Frankfurt, Germany, after which each will be offered the opportunity to participate in in-person (“robust”) discussions with the Department’s CO and Technical Evaluation Panel (TEP). As part of its written Technical Proposal under Phase II, each Offeror will have already been required to respond to four (4) scenarios, reflecting salient aspects of the Department’s countermeasures supply chain operations, as discussed in the instructions above. During the robust discussions, the Offerors (in individual one-on-one meetings with the CO and the TEP Members) will walk-through their response to each scenario. The TEP Members, having previously assessed the scenario responses, while evaluating the other portions of the technical proposal, will indicate the Department’s concerns with the assumptions, conditions, and/or other dependencies upon which the Offeror has relied in formulating their scenario response (i.e. areas of weakness), and the Government will lead the Offeror into all areas of its Technical and Cost/Price proposals that it believes to be weak. The Offeror will then be solicited for its final proposal revision, including any revisions applicable to the four technical scenarios.
The content, format, and page limitations of the Phase I and Phase II proposals shall also apply to the proposals, as revised based on discussions, except that the Offeror shall include a separate document (excluded from all page limitations) with each revised proposal section or volume, clearly indicating all changes made from the initial proposal.
