DOS Request for Proposals No. SAQMMA17R0168, Attachment 35
Scenario For
Rapid Response /Contingency Operations Support
Introduction
• It’s 2 a.m. in Kinshasa, Democratic Republic of the Congo. The U.S. Embassy compound is wakened when two truck bombs explode to the east of the compound.
Initial reports of explosions in a small number of all-night establishments in the city center generate swift response from local law enforcement. By 4 a.m., most of the police and riot squad are deployed, when additional explosions rock government buildings and the U.S. Embassy.
• Reports of civilian injury and fatality are high. The Kinshasa N’djili airport is also damaged, but is usable for small and medium-sized aircraft. The U.S. State Department (DOS) Diplomatic Security Command Center (DSCC) is alerted and senior executives monitor events, live, from the few remaining operational cameras on the compound.
Voice reports are scant. Immediate assistance is requested as armed mobs roam the streets and looting is widespread.
• The DSCC collects an extensive list of items urgently needed to repair damage and protect embassy personnel. Some items are available from central supply resources at the U. S. Embassy in Frankfurt, Germany, but little is available locally.
• The list of critical items required is presented in RFP Attachment 36 – Equipment List for Scenario 3. All of the items are in the government-owned contractor-managed (GOCM) inventory.
Applicable Conditions
• The embassy will facilitate customs procedures. Items must be shipped and cleared using the diplomatic cargo process.
• DOS authorizes use of the Defense Priorities and Allocations System (DPAS rating is
DO-H8)for items ordered from U.S. manufacturers, but Federal Firearms License, International Traffic in Arms Regulation, Export Administration Regulation, State Department Directorate of Defense Trade Control, and all Federal (and Department) Acquisition Regulation requirements apply.
• DOS authorizes funds for actions required to avert imminent injury or loss of life, but strict approval and documentation is required.
• Your Contracting Officer’s Representative (COR) is your point of contact for coordinating U.S. assistance with local authorities in Kinshasa. The COR has informed you that all materials and equipment must be ready to be shipped within 72 hours.
Outcomes (from the PWS)
• Requests for support for urgent surge and contingency operations are received and acknowledged in a manner and timeframe that are commensurate with the urgency of the situation.
• Required materials and support services are coordinated, sourced, fulfilled, shipped, and received on a timely basis worldwide.
Scenario Response
• Provide a detailed description of how the Outcomes from the PWS will be achieved, to include a clear description of any and all efforts undertaken to ensure that the Outcomes are achieved within the Performance Standards for Rapid Response Support.
