About this file

This pre-solicitation notice describes an upcoming construction request for proposal for replacing steam pipes at a Department of Veterans Affairs medical center. The project includes replacing existing steam pipes between two vault intersections and between a vault and pit located on the east side of the campus near Building 37. The general objectives are to replace sump pump controls, construct new concrete box conduit steam tunnels and pipe racks, and perform work with minimal interference to hospital operations. The contract will have a period of performance of 730 calendar days from notice to proceed. This project is set aside exclusively for verified small business SDVOSBs and has an estimated value between $10-20 million. The solicitation and specifications will be posted on May 22, 2023 to SAM.gov, and a pre-bid site visit will be included in the solicitation details.

LPC-663 Additional Information

Date: November 28, 2022

RE:5000 5th Avenue
Hines, Illinois
Pioneer Project No.: 22-0431-101

The Project Site is located in the southwest portion of the Edward J. Hines VA Hospital facility near 8877 West Airmail Road in Hines, Illinois. It should be noted that the Edward J. Hines VA Hospital campus encompasses approximately 174 acres, however, the planned excavation work is limited to excavations for an approximate 1,800-foot long steam pipe tunnel along the proposed alignment. The proposed tunnel alignment extends from Building 2217 (Extended Care Center) on the west to the northwest corner of Building 37 (VA National Acquisition Center). The alignment generally consists of open landscaped areas and will cross beneath Tripp Avenue, a storage yard, and 5th Avenue.

The eastern-most part of the alignment will parallel 17th Avenue in the south right-of-way.

A review of available historical aerial photographs indicate that the Project Site was undeveloped prior to 1974. By 1981, the Extended Care Center and parking lot east of Tripp Avenue had been constructed. The VA National Acquisition Center (the eastern terminus of the tunnel) had been constructed by 1988, and the parking lot near the northeast corner of the Center by 2005. There is no indication that the open landscaped area between the Extended Care Center and Tripp Avenue has ever been developed. The site has remained in that configuration to date.

An environmental database search identified several listings associated with the larger Edward J. Hines VA Hospital campus including an underground storage tank (UST) listing at Building 215, located greater than 2,100 feet north of the proposed excavation, which indicates that 8,000-gallon and 15,000-gallon diesel fuel USTs are currently in use and appear to be associated with a back up generator. No release has been reported associated with the current UST systems.

Additionally, two leaking UST (LUST) incidents are listed associated with Building 5, located approximately 1,000-feet northwest of the proposed excavation. Available information indicates a diesel fuel release was reported to the Illinois Emergency Management Agency (IEMA) during the removal of a 1,000-gallon diesel fuel UST, and LUST incident 20081471 was assigned to the property. A 45-Day Report was submitted to the Illinois Environmental Protection Agency (IEPA) in February 2009, and a Corrective Action Completion Report (CACR) was submitted to the IEPA in December 2009. The reports were approved and a No Further Remediation (NFR) letter was issued in March 2009, formally closing the LUST incident. In 2019, the former boiler plant (Building #5) was demolished and several USTs were removed including one 34,2000-gallon, three 30,000-gallon, two 25,000-gallon heating oil USTs, and one 7,500-gallon diesel UST. A release was reported to the IEMA in December 2019, and LUST incident 20191277 was assigned to the site. Various reports have been submitted to the IEPA between August 2020 and October 2022, and the latest Corrective Action Plan appears to be under review. The LUST incident remains “open” (unresolved). Given the distances of the environmental listings, Pioneer believes it is unlikely that the Project Site has been impacted by the tank systems.

On November 10, 2022, Pioneer collected two soil samples representing the soil materials scheduled for removal.

Soil sample B1 (0-4) was submitted to an independent laboratory for analysis of volatile organic compounds (VOCs), polynuclear aromatic hydrocarbons (PNAs), total RCRA 8 metals and pH, and soil sample B3 (0-4) was analyzed for benzene, toluene, ethylbenzene, total xylenes (BTEX) and PNAs. No field evidence of contamination was observed during sample collection. The analytical results indicated that no contaminants were detected exceeding the applicable Maximum Allowable Concentrations (MACs). Based on the analytical results, the subject property’s soils are believed to meet the the definition of uncontaminated soil in accordance with 35 IAC 1100.

Method 8260B: The laboratory control sample (LCS) for preparation batch 500-684700 and analytical batch 500-685171 recovered outside control limits for the following analytes: Vinyl chloride, Bromomethane, and Chloroethane. These analytes were biased high in the LCS and were not detected in the associated samples; therefore, the data have been reported.B1 (0-4) (500-225317-2)

No additional analytical or quality issues were noted, other than those described above or in the Definitions/Glossary page.

As indicated in the reference method, sample analysis may proceed; however, any detection for the affected analyte(s) is considered estimated.

Method 8270D: Perylene-d12 Internal standard (ISTD) response for the following sample was outside of acceptance limits. The sample was run a second time with concurring results. Results with the highest ISTD recovery have been reported B3 (0-4) (500-225317-1).

Method 8270D: The tailing factor for Pentachlorophenol and Benzidine failed in the DFTPP analysis. The tailing factor was acceptable in the CCVIS. This indicates the system was in control and no corrective action was required. (DFTPP 500-686884/1)

Method 8270D: The continuing calibration verification (CCV) analyzed in 500-686884 was outside the method criteria for the following analyte(s): Benzo[g,h,i]perylene and Indeno[1,2,3-cd]pyrene. As indicated in the reference method, sample analysis may proceed;
