AMENDMENT 0004

July 11, 2023

Project:578-17-027 Replace Steam Pipe - South Leg
Location:Hines VA Hospital in Hines, IL

AMENDMENT 0004 hereby incorporates the following clarifications/change(s) into the solicitation package:

A. QUESTION 3.0 (Contractor question received 6/6/2023):

3.0
QUESTION: I am submitting Alfrex FR Metal Composite Material for consideration as an acceptable equal to the specified products. We are equal to the other domestic MCM manufacturers, Alucobond, Alpolic, Reynobond, and Alucoil since:

· We use the same aluminum alloy, PPG paints, fire-resistant core type, and manufacturing process.

· We manufacture the same standard product thicknesses, widths, and lengths

· We provide the same finish warranties and product performance warranties

· We are fully tested and product compliant to the same North American building code requirements.

· We have passed the same required fire performance tests for the USA and Canada.

· We all only manufacture MCM panels and supply those panels to the same customer base. It is that customer base which supplies their own proprietary installation systems and final fabricated panel assembly.

· Our manufacturing plant and global headquarters is located in Buford, Georgia USA.

For review I have attached a digital submittal package containing a request for substitution form and supporting documentation, including our ICC-ESR report and project references. Please note that we are typically more price competitive since we manufacture our fire-resistant core material in house, and extremely competitive on custom colors. For additional information, please visit our website at www.alfrexusa.com

VA REPLY:

The User/Engineers have reviewed the samples and noted the following:

The product alternate appears to have functional equivalence with respect to fire resistance, strength, and suitability for outside use. The functional equivalence is based on the contractor providing and implementing design details suitable for outside intended use. For aesthetics equivalence, we had requested samples of the product be reviewed by the concerned VA staff as stated in 07 40 00 - 1.2 and 1.5.

Hines received the seven Alfrex FR samples. None of the samples received match the color of the mansard coping which is a dark brown. Therefore, all seven of these samples would be rejected if submitted based upon the color, even though the composition is an acceptable alternative. Final approval will be subject to color match and composition based upon a post-award, pre-order submittal.

The exact color isn’t specified but Spec 07 40 00 - 1.2.B indicates the following: 1.2.B. Color and texture of finish: Aluminum Composite Material Product Stock, Color Library, Alabaster PVD 2 or Approved Equal.

As long as you can match any of the standard colors of this brand, the Alfrex product would be acceptable. If manufacturer submitted color fails to comply with specified requirement contractor would need to submit a different product the does fulfill contract requirements.

F. QUESTIONS 9.1 – 9.12 (Contractor questions received 6/30/2023):

9.1
Are the Underground Leak Detection, Steam Trap Monitoring System, and Sump Pump High Level Water Alarm Systems coming with separate packaged control panels (i.e., panels that have the devices included as noted below for example, steam piping leak detection sensor, pressure condensate return leak detection sensor, strobe/horn)? If so, we need to know if they are coming with a BACnet NIC card, or ModBus NIC card, or other protocol? We need to know how we are picking up the alarm signals? If we are hardwiring to dry contacts, then there’s going to be individual DDC panels installed locally to wherever these systems are going to reside. We cannot seem to find where these systems are being physically installed. The chart below from the drawings indicates one (1) new controller for the Exhaust Fan. But, we still don’t understand if ALL four (4) of these systems are going to reside in the same valve station enclosure where we could install a single controller to connect to NIC cards or, do we need four (4) separate controllers located in four (4) different locations?
See Drawings EP 601, EP500, PL500, M700, Specifications 23 09 23 DDC controls and 22 14 29 Sump pump section 2.1G. Monitoring panels at the Control Room Boiler plant, Control and communication wiring to run with power from each vault to Control Room Boiler plant. DDC controls and Sump pump controls to stay outside the vaults in a cabinet for environmental reasons. EP601 indicates the (5) five new vaults 9.1, 9.2, 5.1, 5.2, and 5.3 will have leak detectors, steam trap monitoring and pumps controllers. Additionally, existing Pit 5 will have exhaust fan and pumps installed. Implementation details, network architecture, communication protocols and components per selected vendor subject to VA approval at submittal.
9.2
Would it be acceptable for the contractor to temporarily shut down Tripp avenue entirely if this work is performed over a weekend, rather than work in one lane at a time during regular hours?
It is the government's opinion this work cannot be performed over a single weekend because there is extensive excavation and concrete tunnel construction involved before the pipe and insulation can be installed. There are several logistical issues to coordinate including but not limited to the PACE bus service and emergency services. However, Hines is open to discuss options to perform the tunnel work on Vault 9 as it crosses Tripp Ave. that may include road closure or a temporary re-route. The contractors are instructed to base their cost estimates on the contract documents. Any options regarding means and methods can be discussed with the winning contractor after award and a modification to the contract may be executed.
9.3
Detail 5 / SB700 shows waterproofing membrane around entirety of the box conduit, however this seems to contradict detail 1 / SB502 which shows the precast plank “to be removeable for future access.” Detail 5 / SB700 also indicates an additional box conduit top between the waterproofing layer and precast panel, however this is not indicated anywhere else in the drawing set and seems to obstruct the ability to remove the precast planks for future access. Please clarify how this precast plank is to be attached to the box conduit and how it is to be sealed watertight?

For future maintenance work, Precast Plank is removable. After work is completed, the Precast Plank is to be re-mounted and water proofing to be re-applied and restored.

9.4
Details 1&2 on page SB516 show a new steel assembly, however no other drawings within the plan set tag this detail as a point of reference. Please clarify where these details are intended to be implemented?

See SS103, MS103, MS104 - Refers to Bldg. 221/217 walkway

9.5
Will it be acceptable to drive the soldier piles for ERS with a hammer? There would be noise associated with this, but the vibrations are not dangerous (structurally)
Yes, a pile driver may be used and working hours are to be coordinated with the quiet hours at the patient care facilities.

Also, see Q&A 5.6 above "Follow safety precautions for crane lifts, etc. to protect occupants. Quiet hours will be established for noise producing work such as hammer drills, pile driving, excavation, etc. Quiet hours for Building 217 are daily from 11:00 PM to 8:00 AM but 10:00 AM is preferred. Quiet hours for Building 221 are daily from 9:00 PM to 7:00 AM. This applies to weekends as well."

9.6
During our site visit it was evident that the existing conditions within these structures would not allow humans to enter without changing the environmental conditions within these structures. We cannot determine whether the existing systems are faulty or that we could possibly be able to vent these structures effectively for personnel to enter. For this reason, we ask if the VA will be able to remediate the existing site conditions that will allow for opening these structures and allowing our personnel to enter this space to work safely?
Vault 9 can be shut down between May and October as long as the west side section of steam line is operational and Buildings 217 and 221 receive steam. Contractor is to determine safe means and methods to be implemented on this project. In this case, it may include forced ventilation. Contractor to assess and submit requirements for working in any confined space.
9.7
There are no details of how to tie in the steam and condensate at pit #5. Are we to assume that we are to tie into the existing Perm-a-pipe on the outside of this structure?
See Dwg M502 – FLASH TANK DETAIL PIT 5. Pump and Flash tank tie-ins are inside the pit.
9.8
Various hanger designs are shown within the new vaults themselves. Some show hangers from roof structures and some from floor supports. What should we assume to use in these structures or is this up to the contractor’s discretion?

See Dwg SB523, SB524 SB526 typical for using Epoxy Adhesive Hilti anchors

9.9
If coal contaminated soils are encountered, who will be responsible for the testing of the soils and determining the limits of the coal contaminated soils? The Contracts Documents already include the IEPA LPC-663 Clean Soils Certification for the existing soils. The extent of any coal contaminated soil cannot be quantified
According to survey samples in the solicitation documents, the soil is not contaminated. The contractor shall perform its own due diligence per the requirement of its selected CCD ( Clean Construction and Demolition Debris) Facility. For any contamination discovered, the differential soil disposal cost imposed by its CCD facility for the contaminated soil shall be addressed in a change order.
9.10
Where are the locations of the quazite in ground pull boxes to be? Seeing that these new vaults all have new steam box conduits going to them per the design shown on the drawings?
After award, the contractor shall setup a meeting with the VA's representatives to field locate and coordinate position.
9.11
Please confirm the parking lot near Building 27 is to be patched only, rather then having a complete mill and overlay.
Assuming this question actually refers to the Building 37, not Building 27, parking lot. The Parking Lot for B37 will not require a full mill & overlay. The drawings show full-depth pavement restoration where the parking lot is disturbed to install the new box conduit and vault. The pavement restoration extent shown would be more than what is shown if any portion of the box conduit trench is open cut, rather than shored, as assumed in drawings where the alignment crosses under existing road, driveway, or parking lot pavement.
9.12
Please provide wiring schematic showing engineer’s intent for monitoring sump pumps. Is it the intent to monitor these sump pumps remotely? If so, from where and how many wires and sizes are there from each vault? Or is the intent to monitor these sump pumps at the control panels at each vault

Please refer to Question 9.1 above
