SOLICITATION 36C25223R0026
AMENDMENT 0006
July 18, 2023
| Project: | 578-17-027 Replace Steam Pipe - South Leg |
| Location: | Hines VA Hospital in Hines, IL |
AMENDMENT 0006 hereby incorporates the following clarifications/change(s) into the solicitation package:
A. Amendment 0006 - ITEM 1 - QUESTION 14.1 – 14.7 (Contractor question received 7/14/2023):
ITEM
Question
Answer
14.1
Addenda #4 had the following RFI response:
“The drawing detail indicated on the Drawing M501, MI005 indicate steam tracing of condensate line. It should be electrical heat tracing instead of steam tracing. Revised drawing note to read: IN LIEU OF STEAM HEAT TRACING SHOWN, CONTRACTOR TO PROVIDE ELECTRIC HEAT TRACING. SHOULD INCLUDE CABLING, POWER SOURCE, AND ALL OTHER ANCILLARY DEVICES TO REGULATE TEMPERATURE. ELECTRIC HEAT TRACING TO BE RATED FOR HIGH TEMPERATURE OF 400 DEGREES F.”
This opens up another whole set of questions, this will be a large scope item in regard to cost if not given the right information.
-- 14.1.1 Are we heat tracing ONLY condensate lines?
-- 14.1.2 Where are we contractually responsible for installing heat trace on condensate lines? (in the manholes only, elsewhere?)
-- 14.1.3 Where are we supposed to acquire power to feed required heat trace? Where can we mount control panels for the heat trace?
-- 14.1.4 Do we need remote thermostats to regulate the temperature? This can add several new conduit/cable homeruns that can add thousands of feet of additional pipe and wire 14.1.1- Yes, above ground condensate ONLY. See the answers for 14.1.3 and 14.1.4 for further clarifications
14.1.2 – Above ground only as referenced on MI005
14.1.3 – Contractor will use the 277-volt circuits on the emergency power generators. Final panel locations and quantities to be designed. For estimation, assume 8 panels for 1,525 lineal ft of condensate piping with an average run of approximately 200 lineal ft of heat tracing cable from each power source suitable to maintain 6-inch insulated condensate piping at 55-degree F for an ambient temperature of 0-degree F. Panels to be located in multiple, existing, mechanical rooms or penthouses.
14.1.4- Thermostatically regulate following manufacturer’s literature with shortest runs possible. For instance, one circuit for Building 217, one for Building 221, and one for Building 1 centrally located from the electrical source for each. Provide and install a green, LED, end-seal signal light kit at the end of each heat trace run.
14.2
Please clarify if the precast planks are to be included in the unit prices for items CLIN 0010.a & b
Yes, precast planks are to be included.
14.3
Please clarify if any waterproofing admixtures (IE Xypex) are to be utilized in the cast-in-place box conduits and/or vaults.
Yes, reference 033000 Cast-In-Place Concrete specification calls for a Crystalline Waterproofing Admixture.
14.4
Please clarify if the interior finish of the box conduits/vaults need to have a “rubbed” finish
No, a “rubbed” finish is not required.
14.5
Please provide quantities for asbestos abatement, as AMD 004 issued specifications but no means of quantifying the abatement scope.
Quantities of pipe insulation is 100 LF and lead abatement is 300 SF. Follow others per SOW.
14.6
Is excess stockpiled soil to remain on site or be hauled off site and disposed of? If it is to be hauled off site, there will be a significant cost increase.
Excess excavated soil materials, including satisfactory soils, shall be hauled off of Medical Center property in accordance with State and Local requirements. See specification 312000 section 3.6 for more information.
14.7
AMD 0004, RFI 6.10 refers to stockpiling location on-site. Please confirm soils on-site can be used as backfill. If we are not allowed to use soils on-site for backfill, the contractor would instead be required to import approximately 18,000 cubic yards of a nonpermeable backfill per details 1 and 2 on drawing page CI501. This would be a significant cost increase to the job, please clarify whether existing soils are intended to be used as backfill or if new soil is intended to be imported and used to fill trenches.
It is possible that the on-site soils excavated from the box conduit trench can be used for backfill. The excavated soils will need to be tested by a geotechnical testing agency to verify that they meet the criteria for non-permeable fill as defined in specification 312000 section 2.1.C., which includes being classified as SC, CL, or ML soils, among other requirements. According to the Geotechnical Investigation Report prepared by Pioneer Engineering & Environmental Services, LLC, the brown and gray silty clays that will be encountered along most of the box conduit alignment are CL soils, which may qualify for use as non-permeable backfill.
B. Amendment 0006, ITEM 2 - QUESTION 15.1 (Contractor question received 7/17/2023):
15.1
(electrical contractor) identified questions regarding electrical heat tracing. The question about electrical vs steam heat tracing is addressed in Addendum 4, 10.3 that states the following:
However, specifications for this system are under Division 23, Mechanical Systems, not Electrical Specifications. No additional drawings were issued (?)
Electrical Contractor will need to know:
15.1.a Service requirements?
15.1.b Locations?
15.1.c How does electrical heat trace interpolate from steam pipe tracing?
15.1d Is this now a design/build component?
15.1e Should the General Contractor carry this item as an allowance?
15.1.a - See response to 14.1 above.
15.1.b - See response to 14.1 above.
15.1.c - The project is using electrical heat trace in lieu of steam heat trace. Steam heat trace is no longer part of the project.
15.1.d - See response to 14.1 above regarding the design.
15.1.e - No, this is part of the bid. See response to 14.1 above.
The time and due date for offers has been extended. A hard copy of the guarantee/bid bond is due NLT 16:00 CST, Monday, July 24, 2023.
Proposals, via email to Kristi.Kluck3@va.gov must be delivered NLT Monday, July 24, 2023 at 23:45 CST.
