1. Contracting Activity: Department of Veterans Affairs, VISN 10, Louis Stokes Cleveland VAMC, will enter into a construction contract that requires the procurement of this item which requires justification for other than full and open competition. A purchase request number is not yet available.
2. Nature and/or Description of the Action Being Processed: This project is named “PACT
Realignment”. Existing space will be renovated and augmented to enable team‐based care aligned with the principles of PACT (Patient Aligned Care Team). Meeting space will allow for daily team huddles and optimal flow of patients throughout their clinic visit. Basement space will support upgraded mechanicals, while the second floor will house clinical exam and support space. In addition, this project addresses several outstanding FCA (Facility Condition Assessment) items.
Patient experience as measured by SHEP scores are expected to improve materially as a direct result of this project.
This project provides an additional 12,000 square feet on three floors by an extension on VA owned land on the east side of the ambulatory care addition. Project also renovates 12,000 sqft of existing space to create the necessary clinical support space to properly implement the Patient
Aligned Care Team (PACT) model of primary care delivery to nearly 30,000 Veterans annually and while incorporating designs that support VHA patient access goals including same day access to
Primary Care.
3. Description of Supplies/Services Required to Meet the Agency’s Needs: Wade Park is heavily invested in a centralized building automation system called Tridium. Tridium was selected after extensive investigation of the facility needs and products available. This extensive investigation was performed as a separate project with the sole focus on determining the best path forward for building automation without eliminating competition for installation and maintenance. A sole source justification was submitted previously which facilitated the initial purchase of the Tridium equipment through an energy program project which. The Tridium system is currently operational and requires that on each subsequent project where there is a need for HVAC control, Automation for Lighting, Power Monitoring, Energy Metering, etc. that Tridium will be the platform required in these contracts. The software, programming/analytics, Vykon JACE 8XXX are proprietary and are the only portion of the Tridium system that needs to be sole sourced currently. All of the devices such as sensors, meters, etc. that tie into the Tridium system can be purchased with full and open competition by various open source vendors. This system needs to remain a strictly controlled single point of access for building automation for the main campus and all VA controlled properties that will eventually tie into the main campus. Engineering Services was impacted and would be again if they had to procure, train, monitor and maintain on several separate access control systems.
The estimated value of materials for this project is $59,795.

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): It was found that Tridium
Niagara software allows for easy integration of our existing various, electric meters, gas meters, steam meters, flow meters, lighting control, boiler plant controls, chiller plant control, HVAC controls, etc. at Wade Park. Tridium offers an overarching building automation system with one easy to use interface for engineering service, police service to monitor and control. For those reasons this system was purchased and installed in the facility and is continuing to be upgraded and expanded.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: This procurement will be competed/synopsized on www.fbo.gov and will indicate the requirement for brand name specification regarding the Tridium Vykon system. Since the construction contract is being awarded as a firm fixed price contract through competitive sealed bidding, the bidders are incentivized to locate the supplier that will provide the item at the most economical price.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and
Reasonable: The anticipated cost should be fair and reasonable to the government based on the overall project is being competed. Reference FAR 8.404 (d), “GSA has already determined the prices of items under schedule contracts to be fair and reasonable.”
8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons
