When submitting questions on this project the Government requires contractors to specifically identify the specification and/or solicitation section(s) or drawing number(s) in reference to the question or request for clarification submitted. No question or request for clarification will be answered by the Government unless the above requirements are met. Failure to comply may prevent the Government from responding in a timely manner.

INFORMATION NEEDED:

1. Please confirm that the responsibility to furnish and install the heat trace system is that of the mechanical contractor.

1. In review of the drawings and specification we identified a single heat trace panel that is to be installed in AHU-19 alcove that will serve all heat trace circuits.

1. The heat trace, providing freeze protection for the LPS & LPR will be industrial grade able to be exposed to maximum continuous temperature, power off, of 420°F.

1. Will the dedicated heat trace panel have alarms monitored by a NC alarm relay or by the BAS via BacNet protocol?

1. Will Submittal Exchange be a requirement on this project?

1. Is it possible to request a Second Site visit or if one is going to be offered?

1. What are the measurements of the Chilled Water Coils and locations of drain pans for AHU-19? This information is needed to size the UVC.

1. Will the UVC for AHU-19 be factory supplied and installed or will the M.C. be supplying and installing this?

1. Can the AISC certification requirement be waived for this project (for fabrication and install)?

10. Confirm project is tax exempt?

11. What is correct ICRA level to be followed during construction?

12. Has the entire project area been reviewed for potential ACM materials including ductwork?

13. Roofing:

a. What type of roof is existing including insulation currently installed?

b. Is any portion of the existing roof area which is to be worked on under warranty?

c. If under warranty is there a specific roofing contractor that is to be used due to the installation and manufacturer warranty?

14. Temporary partitions are to go to ceiling or deck above? If to deck provide floor to deck height?

15. Are sprinkler systems per Penthouse Fire Protection Plan able to remain out of commission for any extended timeframe.

Drain down and refilling on a daily basis will greatly restrict working time

16. Is there an existing fire pump and does this pump have capabilities for proposed modifications?

17. What are limitations for working on floors 2 thru 6 when working in public areas? Are we able to construct area enclosures to allow for extended work timeframes above ceilings or are we required to open and close daily?

18. What is expected for air balancing each floor? After each unit is worked on or a total floor once work is completed?

19. Antenna removal:

a. Provide complete existing antenna drawings including height and weights

b. Provide antenna / roof attachment details and extent of removal required?

20. Structural steel support system:

a. Provide confirmation that new structural steel pieces / components can temporarily placed on existing roof areas on dunnage prior to installation

b. Confirm if new steel is to be painted after installation? This is unclear

21. Please provide the name of the roofing contractor that holds the warranty for roof sections that are incorporated into this project. Please also provide the roof warranty expiration date if that date will occur during the duration of this contract.

22. Request the Government consider taking Electronic bids for this Solicitation.

23. The specifications talk about workstations and laptops. The drawing on page M0.14 show two future workstations on the riser it is our intention to bid the project without new laptops or workstations. Is our intention correct?

24. Controls graphics shown on drawing page M0.14 talks about various floor graphics and space temperature and associated setpoints. I can see penthouse floor graphics and the penthouse roof graphic but not the other floors. Is this your actual intent or are we missing information for all of the possible floor work?

25. Flow meter controls and sequence of operation page M0.10 shows hardware points in a table that I believe were meant to be integration points between the flow meter across BACnet MS/TP and the local DDC panel. Would you agree with this interpretation?

26. Heat Trace control panel page M0.10 shows hardware points in a table that I believe is inaccurate. Not sure how the provided table matches up with the requested points. I would believe the alarm activation for each circuit would all be digital inputs not analog. The enable/disable would be a binary output. The heating percentage is shown as a binary output and if we could receive a signal from the heat trace panel it should be an analog input. But I believe the heat trace panel can only send and receive digital signals. Would you agree with this interpretation?

27. On drawing MO.14 It states that the JACE is provided by the Systems Integrator. Would that not be the controls contractor or does the Hospital already have a Systems Integrator? If so where does their work start/stop?

REPLY:

1. Please confirm that the responsibility to furnish and install the heat trace system is that of the mechanical contractor.

· The contractor will coordinate sub-contractor scopes. The project scope includes furnish and install the heat trace system and provide required power.

1. In review of the drawings and specification we identified a single heat trace panel that is to be installed in AHU-19 alcove that will serve all heat trace circuits.

· Yes, one new heat trace panel will be installed within AHU-19 vestibule to serve all new heat trace circuits.

1. The heat trace, providing freeze protection for the LPS & LPR will be industrial grade able to be exposed to maximum continuous temperature, power off, of 420°F.

· Yes, heat trace cable maximum continuous exposure temperature of 420°F will be required for low pressure steam and low-pressure return.

1. Will the dedicated heat trace panel have alarms monitored by a NC alarm relay or by the BAS via BacNet protocol?

· Heat trace panel to be monitored by BAS, refer to drawing M0.10 for complete point list.

1. Will Submittal Exchange be a requirement on this project?

· No.

1. Is it possible to request a Second Site visit or if one is going to be offered?

· No, a second site visit will not be offered.

1. What are the measurements of the Chilled Water Coils and locations of drain pans for AHU-19. This information is needed to size the UVC.

· Chilled water coils have approximate area of 180 ft^2. Coded note 14 on drawing M0.4 calls for intermediate drain pans and bottom drain pan.

1. Will the UVC for AHU-19 be factory supplied and installed or will the M.C. be supplying and installing this?

· The contractor will coordinate sub-contractor scopes. The project scope incudes furnishing and installing UVC for each air handling unit.

1. Can the AISC certification requirement be waived for this project (for fabrication and install)?

· To be determined during the Pre-construction Meeting

1. Confirm project is tax exempt?

· tax documents will be provided to the firm awarded the project

1. What is correct ICRA level to be followed during construction?

· Infection Control Risk Assessment team will determine risk classification for each area in the pre-construction phase Per specifications Safety Requirements 01 35 26.

1. Has the entire project area been reviewed for potential ACM materials including ductwork?

· The entire facility has been reviewed for ACM materials.

13. Roofing:

a. What type of roof is existing including insulation currently installed?

· 6th Floor Roof – Insulated Roof Paver System, 7th Floor Penthouse roof – Build up roof system.

b. Is any portion of the existing roof area which is to be worked on under warranty?

· The entire 6th floor roof and 7th floor Penthouse roof is under warranty.

c. If under warranty is there a specific roofing contractor that is to be used due to the installation and manufacturer warranty?

· Manufacturer of the roof shall be verified by the contractor prior to starting work. Contractor shall hire manufacturer approved roofing contractor to perform all roof work.

14. Temporary partitions are to go to ceiling or deck above? If to deck provide floor to deck height?

· Temporary partition shall be constructed to deck per ICRA General Notes on drawings A-2MB – A-6MB. Refer to Attachment 1 for deck heights.

15. Are sprinkler systems per Penthouse Fire Protection Plan able to remain out of commission for any extended timeframe. Drain down and refilling on a daily basis will greatly restrict working time

· Contractor shall either provide 100% coverage throughout construction or fire watch when 100% coverage is not provided per general notes on drawing F-7MB.

16. Is there an existing fire pump and does this pump have capabilities for proposed modifications?

· Existing fire suppression serving 7th floor penthouse is served by existing fire pump. Hydronic calculation shall be completed by contractor to ensure existing sprinkler system performance complies with NFPA once modifications are made.

17. What are limitations for working on floors 2 thru 6 when working in public areas? Are we able to construct area enclosures to allow for extended work timeframes above ceilings or are we required to open and close daily?

· Refer to drawing A-2MB, A-3MB, A-4MB, A-5MB & A-6MB; Depending on the area a temporary barrier shall be constructed to contain the work area or work shall be completed within a HEPA Tent during off hours on the weekend.

18. What is expected for air balancing each floor? After each unit is worked on or a total floor once work is completed?

· Refer to drawings M-2MB – M-6MB coded notes describing balance work on each floor.

19. Antenna removal:

a. Provide complete existing antenna drawings including height and weights

b. Provide antenna / roof attachment details and extent of removal required?

· Remove existing antenna complete including guide wire anchors, guide wires, all associated conduit and conductors complete back to source. Patching of roof will be required at antenna and guide wire anchor locations.

20. Structural steel support system:

a. Provide confirmation that new structural steel pieces / components can temporarily placed on existing roof areas on dunnage prior to installation

· Construction phasing and activities are the responsibility of the contractor. Any equipment or components shall not exceed the design load of the roof system.

b. Confirm if new steel is to be painted after installation? This is unclear

· Exterior steel beams and components shall be hot dip galvanized per plan note 4 on sheet S-2. Interior steel to be painted per specification section 051200 2.5 & 3.2.

21. Please provide the name of the roofing contractor that holds the warranty for roof sections that are incorporated into this project. Please also provide the roof warranty expiration date if that date will occur during the duration of this contract.

· No roof Warranty

22. Request the Government consider taking Electronic bids for this Solicitation.

· There will be no electronic bid excepted. All bids will need to be either mailed in or presented in person prior to BID opening.

23. The specifications talk about workstations and laptops. The drawing on page M0.14 show two future workstations on the riser it is our intention to bid the project without new laptops or workstations. Is our intention correct?

1. New laptops or workstations are not included in the scope of work, however two, duplex data ports shall be provided as shown.

24. Controls graphics shown on drawing page M0.14 talks about various floor graphics and space temperature and associated setpoints. I can see penthouse floor graphics and the penthouse roof graphic but not the other floors. Is this your actual intent or are we missing information for all of the possible floor work?

1. Provide graphics for 7th floor penthouse, 6th floor roof and 7th floor penthouse roof.

25. Flow meter controls and sequence of operation page M0.10 shows hardware points in a table that I believe were meant to be integration points between the flow meter across BACnet MS/TP and the local DDC panel. Would you agree with this interpretation?

1. Flow meter will communicate to BAS through Modbus. Flow meter control points shall be visible on BAS, alarm to the BAS and trending data shall be available on BAS as indicated. System integration will be required, contractor to coordinate with system integrator.

26. Heat Trace control panel page M0.10 shows hardware points in a table that I believe is inaccurate. Not sure how the provided table matches up with the requested points. 1. Heat trace panel send/receives digital signals to/from BAS. Graphics, Alarms and trending shall be provided for controls points as indicated from Sequence of Operations and points list.

27. On drawing MO.14 It states that the JACE is provided by the Systems Integrator. Would that not be the controls contractor or does the Hospital already have a Systems Integrator? If so where does their work start/stop?

1. The system integrator is Enterprise Controls Group. Refer to spec section 23 09 40 to obtain better understanding of system integrator scope of work. Also, refer to drawing M0.1, Controls Contractor Responsibilities Scope.
