About this file
This is a Commissioning Supplemental specification document for a Department of Veterans Affairs (VA) construction project. The document establishes requirements for a complete commissioning process as part of general construction work, which includes design, labor, materials, tools, equipment, supervision, and commissioning for project installation and delivery.
The Contractor is required to provide a CITP (Certified Instructor of Training Programs) CXP (Commissioning Professional) to execute the commissioning scope of work as detailed in Section 01 91 00 (Project General Commissioning Requirements). The commissioning team structure includes members appointed by both the Contractor and the VA. Contractor-appointed members consist of a CITP Commissioning Agent (CxP) acceptable to the VA and Contracting Officer's Representative (COR), a Commissioning Manager responsible for planning and coordinating commissioning activities, and Commissioning Representatives with authority to implement the commissioning process. VA-appointed members include a CITP-certified Commissioning Agent approved by the VA to oversee the commissioning process, User representatives from facility operations and maintenance, and an Architect/Engineering (A/E) representative from the design professionals. The commissioning team also includes the Project Superintendent, subcontractors, installers, schedulers, suppliers, and specialists as deemed appropriate by the VA and Commissioning Agent.
