About this file

This document is a Building Automation System (BAS) Facility Standards guide for the Veteran Affairs Healthcare System in West Palm Beach, Florida.

The standards establish mandatory requirements for all architectural engineers, contractors, vendors, and facility personnel involved in the design, implementation, and maintenance of BAS systems and equipment. The document mandates compliance with industry standards including ANSI/ASHRAE/ASHE 135 (BACnet), ANSI/ASHRAE/ASHE 170 (healthcare ventilation), ANSI/TIA-862 (cabling), NFPA 70 and 99 (electrical and healthcare codes), and the VA's Technical Information Library (TIL). Required BAS integration encompasses mechanical systems (air handlers, VAV/CAV units, sensors, chillers, pumps), electrical equipment (VFDs, generators, substations, elevators), plumbing systems (pumps, water towers, valves, chillers), and life safety components (smoke detectors, door sensors). The standards specify detailed requirements for hardware design including 20% expansion capability, automatic failover for critical equipment, UPS redundancy with double conversion, and hard-wired communication using BACnet or IP networks. Graphics pages must follow a structured hierarchy including individual equipment pages, dashboards organized by system type, campus and building views, and floor plans with layered temperature and humidity data. Alarm categorization follows a five-tier structure (Fire, High, Medium, Low, Fault, Status) with specific response requirements for each level. Documentation requirements include Wire Shark reports, mechanical drawings, control schematics, sequence of operations, DDC object lists, alarm configurations, inventory spreadsheets, trending configurations, and detailed setpoint specifications compliant with ASHRAE 170 standards. User profiles must be established for operators, supervisors, mechanics, and technicians with graduated access levels, and reports must include point summaries, alarm histories, active alarms, point usage analysis, and equipment network information with 120-day trend data retention.
