About this file
This document is a Justification for Single Source Awards for the Department of Veterans Affairs, specifically for electrical distribution panelboards and circuit breakers at the Minneapolis VA Medical Center. The procurement is for the 618-CSI-240 SPS Equipment Site Prep project, with a construction magnitude between $2,000,000 and $5,000,000, focusing on renovating the Sterile Processing Services project area. The sole source justification is for Cutler-Hammer electrical distribution panels, driven by the medical center's existing standardization of approximately 700 electrical distribution panels and 100 in outbuildings of the same brand.
The justification emphasizes unique characteristics limiting source availability, including compatibility with existing infrastructure, reduced maintenance complexity, and potential patient safety considerations. The VA electrical shop argues that introducing a new brand would require additional staff training, increase maintenance time and parts stocking costs, and potentially compromise emergency repair capabilities. The document indicates that market research was conducted during the initial medical center construction, with multiple manufacturers evaluated, and no compatible alternatives found to the Cutler-Hammer brand.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1
For Over MPT but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C263-25-AP-2426
1. Contracting Activity: Veterans Health Administration (VHA), NCO 23 Contracting
Office, 113 Comanche Road, Fort Meade, SD 57741
Requesting Activity: Department of Veterans Affairs, VISN 23, VAMC Minneapolis, 1 Veteran Drive, Minneapolis, MN 55417
2237 Number: 618-25-3-6954-0012 for Project # 618-CSI-240 SPS Equipment Site Prep
2. Brief Description of Supplies/ Services required and the intended use/Estimated
Amount:
The project will include the installation of Cutler-Hammer electrical distribution panelboards and branch circuit panelboards as specified in the drawings and project specifications for 618-CSI-240 SPS Equipment Site Prep. The intent of this sole source is to provide new electrical panels that match our building standard
This procurement is for an SPS Equipment Site Prep at the Minneapolis VAMC. The scope includes everything necessary to renovate the Sterile Processing Services project area so it meets the requirements of the Department of Veterans Affairs. The items listed below are a brand name for which the VA is not able to accept equal or alternate items. The value of these items is listed below and the VAAR Construction magnitude for the entire project is between $2,000,000 and $5,000,000.
a. Electrical Distribution Panelboard and Circuit Breakers
i. Brand Name: Cutler-Hammer
ii. Value:
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Our intent is to match the existing electrical distribution panels and circuit breaker in substations in the medical center and the outbuildings. These items have been standardized throughout the Minneapolis VAMC, installing a different manufacturers standardized throughout this facility. The addition of another repair part needing to be stocked would not only result in additional costs associated with the repair parts but also require VA labor to contract, order, stock and inventory the additional parts. The medical center currently has approximately 700 electrical distribution panels and another 100 in the outbuildings that are the Cutler-Hammer brand.
The intent of this sole source is to provide new electrical panels that match our building standard and avoid stocking parts for other brands of electrical distribution panels. Stocking one manufacturer’s breakers provides cost savings due to not having to stock as many brands of electrical breakers
Revision: 01 Effective Date: 11/15/2024 Page 2 of 2 Acquisition ID#:
In addition, the Cutler-Hammer brand of electrical distribution equipment allows the electrical staff to respond to these electrical panels in an emergency without having to decide which brand of panel needs to be repaired and avoid the electricians from having to locate several brands of parts. The emergency repair of these panels could result in patient safety during a malfunction if the correct repair parts are not available for installation.
4. Description of market research conducted and results or statement why it was not conducted:
The VA electrical shop currently maintains the existing distribution panels. Adding a new brand of distribution panel would cause additional training for VA staff, maintenance time, cost to stock parts and is a potential safety issue for patients. Market research was conducted during the initial construction of the medical center. Multiple manufacturers were researched and given the opportunity to bid. Inquiries have been made to other manufacturers as to whether their panelboards are compatible, and they are not. This justification is specific to the manufacturer, Culter-Hammer. The Minneapolis VA Medical center only uses Electrical Distribution Panelboards and Circuit Breakers that are manufactured by Cutler-Hammer
5. Contracting Officer's Certification:
Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
